Irish Football Association (IFA) has recently appointed planning consultants and an architecture led design team to prepare and submit a planning application seeking full planning permission for the upgrading of Windsor Park to provide an 18,000 seated capacity National Football Stadium.

The capacity of the stadium for recent matches has been approximately 14,500 but larger crowds have attended matches in previous years.

The (attached) plan shows the existing accesses from Olympia Drive and the footbridge together with a potential temporary construction access off Boucher Road and a potential additional pedestrian link through Translink lands to the Adelaide Halt. These latter elements are still subject to discussions with the relevant parties and are included to allow a more comprehensive assessment of the potential environmental effects.

It is anticipated that the redevelopment works will comprise:

- Refurbishment of the north and west stands without significantly altering the overall bulk of those stands;
- Demolition of the south and east stands;
- Replacement of the south and east stands with newly constructed stands to provide a partially enclosed stadium;
- Replacement of tall flood lighting masts with flood lights mounted on stands;
- Development of ancillary office accommodation to provide a new headquarters for the Irish Football Association; and
- Development of an appropriate level of conference facilities.


IFA are currently undertaking a consultation exercise as the first part of a two stage consultation to be completed during June and August 2012. This exercise is designed to engage members of the local community, business groups and other interested parties, as part of the design process for the Windsor Park Stadium Redevelopment Project.

A second detailed consultation period will take place sometime between August and Oct 2012. IFA is aware of the need to seek the views and concerns of the community to allow the final design proposals for the stadium to reflect community concerns as far as possible.

Geoff Patterson, the Irish FA Project Sponsor for the development of the National Stadium at Windsor Park, said: “I am extremely happy to appoint Hamilton Architects to lead the Integrated Consultant Team. This was another important stage in the process and is another key target that we have met on time, keeping us on course to complete the redevelopment of Windsor Park by Summer 2015.”

Mark Haslett, Partner Hamilton Architects, said: “We are delighted to have been awarded this exciting and significant project. The Hamilton Team look forward to working with the Irish Football Association to deliver a world class facility at Windsor Park, our national football stadium.”

The public procurement for the design and building contractor begins in September 2012, concluding in July 2013.

The planning application for the redevelopment of Windsor Park is being led by the Irish FA’s Planning Consultants RPS and is due to be lodged by December 2012, with works due to commence (subject to planning) mid-Summer 2013.

Looking forward to seeing those plans!!

I am not that familar with Windsor Pk, but looking at the plans was there ever any chance of relocating the adjoining pitch (Midgley Pk) to faciliate new developments?

Midgely Park is again owned by Linfield and the pitch I believe is used for training and reserve football.

Ideally the pitch could of been converted to 3g as I believe the current pitch at the Olympia leisure centre is astroturf for hockey. That way the Leisure centre could of arranged the bookings, with linfield get a cut.

The space at windsor is pretty vast with a lot of space outside the ground. It would be great if they could use all that access space for a ''fans zone'' with room for stalls and large tv for pre match build up. maybe even spruce up the murals and the railway bridge aswell. Alas Windsor will resemble the 'New Den' when its finished.

National Stadium Project

The Irish FA is today launching a Community Consultation Process, which is the first phase of the wider community engagement process required to deliver the sustainable, economic, social, equality and environmental returns as part of the Department of Culture, Arts and Leisure investment in the Regional Stadium Development Programme to provide an opportunity for the wider community and groups with an interest in the stadium redevelopment to become better informed about the proposal and to contribute their views before a formal planning application is submitted. The aim is to bring about meaningful public engagement which contributes to the project design, helps to address any community concerns and to mitigate potentially negative impacts.

The Community Consultation Process will last for 12 weeks and will be concluded by the preparation of a Community Consultation Report which will be published on the Irish FA website.

The plans for the Stadium Redevelopment will be on display at seven locations in Belfast: Ballysillan Leisure Centre; Andersonstown Leisure Centre; Olympia Leisure Centre; Ozone Complex Ormeau Park; Greater Village Regeneration Trust Offices Donegall Road; Irish FA Offices at Adelaide Business Centre, Apollo Road and Belfast City Hall. Details of the proposals will also be available on the Irish FA web site (www.irishfa.com).

The Stadium Redevelopment will comprise:


· Refurbishment of the north stand without altering the overall bulk;
· Demolition of the south and east stands;
· Replacement of the south and east stands with newly constructed stands to provide greater enclosure;
· Refurbishment of the west stand;
· Provision of an 18,000 seated stadium;
· Replacement of high mast flood lights with lower level lighting, integrated at stadium roof height;
· Creation of a temporary construction access onto Boucher Road to avoid construction impact on local residents;
· Development of ancillary office accommodation to provide a new headquarters for the Irish Football Association; and
· Development of an appropriate level of conference and community facilities.

The Irish FA would encourage those within the community to submit their views by completion of questionnaires at the display locations or by visiting the Irish FA website (www.irishfa.com). A public information day will also be held mid/late September during which members of the public will be able to submit their views in respect of the proposals. The date and location of the information day shall be made known in due course.

The Irish FA is currently involved in discussions with Planning NI and a wide range of statutory bodies with regard to the proposals, with the aim of submitting a planning application towards the end of 2012. A range of environmental surveys has been completed to date including; traffic; ecology; visual; archaeology; contaminated land; noise and air quality surveys.
