its unfortunate that such things happen repeatedly. Clearly shows that such projects need to be completed in time. Stretching such projects exposes the workers to greater risks.

Looks like the launching girder for the precast spans collapsed, similar to what happened at the Delhi Metro a few years ago.

My apologies for the poor quality. I was on the BPT road and I believe they do not allow photography on that road due to its proximity to the pipelines and the refineries.

Citizen activism, supported by a series of stories by DNA on the delayed Santa Cruz-Chembur Link Road (SCLR), finally yielded results with the crucial junction bridge over the busy LBS Marg is now ready for traffic. Authorities may open it by next week and the entire project is likely to be complete by 2013.

DNA, along with local residents, had launched a campaign in September 2011 to give a push to incomplete bridges. While stranded work on the Jogeshwari-Vikhroli Link Road (JVLR) was opened after similar DNA *- supported citizen campaigns, crucial work on a stretch of the SCLR is now complete as well.

“The MMRDA has informed me in a letter that the Kurla Junction flyover is ready and will be inaugurated for motorists within a week’s time it,” said Anil Galgali of Athak Seva Sangh, a Right to Information activist who had been pursuing Mumbai Metropolitan Region Development Authority (MMRDA) authorities to complete the long-pending flyover.

“The flyover was half complete for seven years and was occupying a lot of road space,” Galgali said. “In fact, the garages at Kapadia Nagar had started using the landing of the flyover as a dump yard.”

Another activist, Jitendra Gupta, said it was a major success and that traffic jams would now be relieved. He had organised a citizens’ walk along the stretch and had identified 13 areas with no encroachments where engineering work could have begun long back.

Initially termed an engineering marvel by National Geographic, the SCLR project has now shamed even the World Bank. Started in 2003, it was often stuck in a maze of encroachments and red-tape. However, an official said that actual work on the project began in 2007 as the World Bank had suspended its loan for some time.

The delay in completing the city’s east-west bridges has already cost the state exchequer a bomb, with the government appointing a committee led by NV Merani to investigate the delay. A recent RTI application had revealed that the cost of the SCLR project had exceeded the original estimated cost by Rs139.8 crore.

Sources said that the road leading to Kurla will now need to be widened once the bridge is opened to public as the narrow road would lead to a bottleneck situation while reaching the station.

Local engineers at the site said that after the demolition of the British era Halav Pul, they had widened the stretch to more than double its width. A new bridge connecting the old Kurla lane to the LBS Road and Sheetal lake will also be built.

Wow I had no idea the Kapurbawdi flyover is actually such a complicated design! Once completed its going to be one heck of an interchange, even without the Metro viaduct.

One doubt- people coming from GB road and wanting to go towards Mumbai will have to take that loooooong loop around the end of Nashik highway and back and join the existing flyover? That's one big detour!

Residents expecting to see the much-awaited Bhiwandi flyover on Ghodbunder Road are in for disappointment. The project has once again been halted due to opposition from the National Highway Authority (NHA). According to officials, MSRDC, which is responsible for the project, did not take necessary permission from the NHA for carrying out four-laning work on the flyover.
This flyover project, which was started along with four other flyover projects across Ghodbunder Road, was supposed to be completed by January 2011. However, the project was delayed many times in the past due to various reasons. In January 2011, the State Forest Department put a spanner stating that the land on which three flyovers are being constructed is a private forest, and will need the approval of the Union Forest Ministry.
Residents, can however, take relief that of the five project, the Waghbill flyover has been thrown open for use. The authorities claim that Manpada and Patlipada flyovers will be ready before monsoon, however they are tightlipped about the Kapurbawdi flyover.
Residents of GB road are worried that they will have to face heavy traffic along with heavy rains at GB road if the Bhiwandi flyover is not ready before monsoon.
Rajeev Kapadia, GB Road resident, says, "Why are they working at such a slow pace? They are not looking at the inconvenience of residents. The worst thing is the lack of planning. Are the authorities smart enough to foresee all the aspects beforehand?"
Gautam Menon, another resident, says, "Looking at the pace of work, I don't think the flyover will be ready any time soon. We will again have to face the same traffic problem this monsoon."
Arun Ghagh, traffic police, in charge of Kapurbawdi, says, "There are more than 700 vehicles which pass through GB road in an hour. During rains it becomes difficult to manage the traffic as it moves very slowly. Sometimes buses break down in the middle of the road, which adds to the problem."
Sunil Desai, project manager, Valecha Infrastructure Ltd, in charge of making the Bhiwandi flyover, says, "We are awaiting various permissions from TMC and other government officials. Oncewe get the permissions, we will start work."

Work in progress
• In 2009, Maharashtra State Road Development Corporation (MSRDC) undertook the work of four flyovers, Waghbill, Patlipada, Kapurbawdi and Manpada. The deadline for the projects was January 2011.
• While the Waghbill flyover was thrown open to public in March 2012, residents are still waiting to see the other projects.
• According to officials, the 17-metre wide and 384-metre long Patlipada junction flyover and the 17.2-metre wide and 499-metre long Manpada flyover will be ready by monsoon.

When i first read the news, I didnt believe it but thats the speed of J Kumar. Checked out the flyover and its ready with street lights, lane markings n all, even the approach road from vakola side is fully concretised. Another good news after recievin the clearance from railways pillars in between tracks have come overnight. Finally gammon takin some inspiration from J Kumar

MMRDA to tighten noose around Simplex

But Thursday’s mishap at Wadala was perhaps the last straw. Simplex Infrastructure Limited — the contractor deployed by MMRDA at many of its project sites — may face strict action this time, with sources from the planning authority telling MiD DAY that they plan to debar the contractor for a period of two years.

This could spell doom for the contractor, as it won’t be able to bid for any of MMRDA’s fresh projects.

MMRDA has taken serious note of Thursday night’s mishap at the construction site for Anik Panjarpol Link Road (APLR), part of the Rs 700 crore Eastern Freeway Project. One person was killed and eight others were injured when part of the under-construction freeway collapsed. An anonymous source said that MMRDA is in the process of imposing the ban on Simplex for a period of two years. This is not the first accident at an MMRDA construction site manned by Simplex — there have been around six accidents at Simplex’s construction sites over the past few years.

In April, a large chunk of concrete, roughly a foot long, fell from between the two girders of the Lalbaug flyover onto Dr BR Ambedkar Road below, bringing traffic to a standstill for an hour. Luckily for Simplex, no one was injured in the accident (‘Indonesia quake caused Lalbaug Flyover crack’, MiD DAY, April 14).

Action was then initiated to debar Simplex from taking up any work with MMRDA for two years, for failure to observe safety norms in the Lalbaug flyover project. And Thursday’s debacle sealed the contractor’s fate.

Officialspeak
MMRDA Commissioner Rahul Asthana said, “The incident which took place on Thursday night is unfortunate, and MMRDA will soon be appointing an independent expert committee to investigate the matter. After the last accident at Lalbaug flyover, we have already issued a show cause notice to the contractor and strict action will be taken against whosoever is responsible for this mishap.”

Long history
Back in 2010, MiD DAY had reported on other mishaps at MMRDA sites manned by Simplex, and exposed how the firm had even managed to avoid paying fines.

According to MMRDA officials, prima-facie it appears that a structural failure in launching the girder led to Thursday’s mishap, as the segments of the span, which were being erected and glued together, fell.

Aftermath
The debris crushed a car, a transit mixer, a taxi as well as a truck stationed under the flyover. The fire brigade rushed to the site and began rescue operations immediately. Three cranes were also mobilised to remove the collapsed launching girders and segments. Rescue operations are expected to achieve completion by the today morning, 36 hours from the mishap. Traffic will then ply smoothly on Wadala Truck Terminus Road again.

The injured were admitted to Sion and KEM Hospitals. A compensation of Rs5 lakh was offered to the family of the deceased, and treatment costs and compensation will be given to the injured, depending on the severity of the injuries.

Answers soon?
The MMRDA has already initiated an enquiry into the accident in order to identify the cause of accident and decide who was responsible.

Simplex says
A spokesperson from Simplex Infrastructure Limited said, “It is a very unusual and a most unfortunate incident. We have launched an investigation into the same. Prima facie, the cause of the mishap seems to be some kind of mechanical failure of equipment engaged for erection. A team of experts in the field has been deputed to investigate the details and necessary action will be taken on the basis of this report.”

He added, “There has been a loss of one life in this unfortunate incident, that of our subcontractor’s fellow worker, and we are deeply saddened and offer our heartfelt condolences to his family. The injured were rushed to hospitals nearby and were provided with all necessary medical aid and facilities. None of them are critical and should be released from the hospital soon. We are taking necessary steps to restore normalcy at the site and are getting full cooperation from all agencies in the clean-up operation. We hope to complete the same at the earliest. Simplex Infrastructures has always adhered to the highest quality of construction and has never compromised with safety & integrity at any of its projects.”

Government wants answers
The state government wants to know whether it was negligence or a technical problem that led to Thursday night’s debacle at Wadala. “We will find out the reasons behind the mishap,” said Jayant Patil, district guardian minister for Mumbai island city.

This was the second such accident involving Simplex, Patil observed. He added that compensation would be provided to the kin of the victim who died. Meanwhile, Jagannath Shetty, local MLA from Sion-GTB Nagar area, blamed the contractor. “It is a tendency among the big contractors to appoint sub-contractors to carry out odd jobs. I apprised the Chief Minister Prithviraj Chavan of the situation soon after visiting the location,” he said.

Flyover construction work in Mumbai is so dirty, I don't know why. The land is all tilled, and the traffic on road seems to have a lot of problems. Here in Kolkata, flyover construction work is far smoother than Mumbai. Even though Mumbai flyovers are better, Kolkata flyover makers make sure that traffic is not halted. Check out the Kolkata flyover thread if you don't believe me...

West side near railway tracks
