ANG patuloy na nakikitang pagdadamayan ng mga residente ng Bgy. Bangkal, lokal na pamahalaan ng Makati City, ang kumpanya ng pamilya Lopez at iba pang sektor ng lipunan upang ganap na masolusyunan ang problema sa “pipeline leak” sa lugar ay isang halimbawa ng pagsasabuhay ng diwa ng bayanihan ng mga Pilipino.

Maikling balik-tanaw:

Unang napukaw ang atensyon ng publiko sa isyung ito noong Hulyo 21, 2010, matapos ipag-utos ng pamahalaang lungsod ng Makati ang “evacuation” ng mga residente ng West Tower Condominium dahil sa “pagbukal” ng magkahalong krudo at gasolina sa basement parking lot ng nasabing gusali.
Dalawang buwan bago ito, napuna na ng mga residente ng West Tower ang masangsang na amoy ng gasolina at krudo na nanggagaling sa basement bagaman nagsimulang mapuno ng tagas ang basement sa pagsisimula ng buwan ng Hulyo.

Ilang residente rin sa Bgy. Bangkal ang nakapuna na may humahalong krudo at gasolina sa mga nakukuha nilang tubig mula sa mga deepwell sa paligid ng West Tower.

Noong Hulyo 12, pormal na nakatanggap ng reklamo ang First Philippine Industrial Corporation (FPIC), na umano’y may tagas ang “fuel pipeline” nitong nagdadala ng mga krudo, gasolina’t kerosene para sa mga kumpanyang Shell at Chevron (Caltex), mula sa Batangas patungo sa kanilang imbakan sa Pandacan, Maynila. Ang 117-kilometrong pipeline ay unang inilatag noong 1967.

Matapos matanggap ang reklamo, agad na dumating sa lugar ang mga inhinyero at ang “emergency response team” ng FPIC upang alamin ang posibleng “source” ng leak. Nagdesisyon din ang kumpanya para sa “emergency shutdown” ng pipeline.

Sa mga sumunod na araw hanggang Hulyo 15, nagsagawa ng masusing imbestigasyon at paghuhukay ang FPIC sa mga kalapit-lugar ng West Tower.

Layunin nitong kumpirmahin kung ang pipeline nga ang ugat ng pagbukal ng magkakahalong krudo, gasolinat at kerosene na ang bulto ay naipon sa basement ng nasabing condominium.

Batay na rin sa ulat ng mga sarili nitong eksperto, wala silang nakitang tagas o sira sa kahabaan ng pipeline na kanilang binuksan at sinuri. Ang nasabing konklusyon ay sinang-ayunan ng Department of Environment and Natural Resources (DENR) at ng lokal na pamahalaan ng Makati.

Subalit, nagpatuloy ang pagbukal ng krudo at gasolina sa basement ng West Tower na nauwi sa sapilitang paglikas ng mga residente at pagdukot nila sa kanilang sariling pondo upang gastusan ang pagsipsip ng tagas sa basement nito.

Hindi naman tumigil ang FPIC at ang Makati City government sa kanilang pagtulong sa paghahanap ng ugat ng “fuel leak” dahil na rin sa pangamba ng sakuna at reklamo ng pagkakasakit ng mga residente sa Bgy. Bangkal dahil umano sa masangsang na amoy sa paligid.

Sa harap ng hindi matapos na problema, noong Setyembre 22, pormal na binuo ang “Task Force Bangkal.” Isa pang task force, ang “Task Force West Tower,” ang binuo noong Sept. 27, ng mga nagdadamayang sektor.

Sapul naman nang maiulat noong Hulyo ang problema sa fuel leak, permanente nang naglagay ng sarili nitong “monitoring station” ang FPIC malapit sa West Tower para sa mabilis na konsultasyon at patuloy na pagdamay sa paghahanap sa tunay na ugat ng problema. Nagdesisyon na rin itong kumuha ng mga dayuhang eksperto upang tumulong sa TF Bangkal at TF West Tower.

Sa nalolooban ng naturang panahon, tinatayang umabot na sa mahigit 40,000 litro ng magkahalong krudo at gasolina ang nasipsip sa basement ng West Tower.

Pinanggagalingan ng tagas:

Noong Oktubre 28, kinumpirma ng mga eksperto sa University of the Philippines National Institute of Geological Sciences (UP-NISG) sa pangunguna ni Dr. Carlo Arcilla na ang pipeline ng FPIC ang source ng pagtagas sa basement ng West Tower.

Ang UP-NIGS ay kinuha ng Makati City government upang gumawa ng sariling pag-aaral at paghahanap ng ugat ng fuel leak.

Sa naging pagdinig sa Senado noong Nobyembre 15 hinggil sa isyu, natumbok na naging matagal ang paghahanap ng solusyon sa problema dahil mali ang mga lugar na hinahanapan ng mga eksperto ng FPIC at mali ang naging interpretasyon sa mga paunang datos.

Sa pagtutulungan na rin ng UP-NIGS at mga inhinyero ng FPIC, natumbok naang “leak” ay nanggagaling sa bahagi ng pipeline na dumadaan sa kahabaan ng South Luzon Exrpressway at natatakpan ng pundasyon ng Magallanes Interchange.

Ang nasirang bahagi ng pipeline ay lubhang malayo sa lokasyon ng West Tower at maging sa Bgy. Bangkal kung kaya kahit nahukay na ang halos buong paligid ng West Tower ay walang makitang sira sa pipeline na bumabagtas sa naturang lugar.

Sa pag-aaral na rin ng mga eksperto, mababa ang lugar ng Bgy. Bangkal kung kaya batay sa “law of gravity,” dito “dumaloy” ang mga tumagas na krudo at gasolina mula sa sirang bahagi ng pipeline.

Sa panig naman ng West Tower, nabatid na itinayo ito sa ibabaw ng isang “sand layer” na dahilan naman upang dito naman maipon ang bulto ng tagas. “Ito (sand layer) ang dahilan kung bakit kahit patuloy na nakasara ang pipeline ay marami pa ring nakukuhang krudo at gasolina sa ilalim ng West Tower,” komento pa ni Dr. Arcilla.

Mahahalagang aral:

Hindi nag-atubili ang FPIC sa pagsasagawa ng kinakailangang “remedial measure” upang ganap na masipsip ang mga naiwang tagas sa ilalim ng West Tower/Bgy. Bangkal.

Ito ay kasabay ng 24-oras na pagsasagawa ng rehabilitasyon at pagkumpuni sa natukoy na sirang bahagi ng pipeline, na natapos noong Nobyembre 10, limang araw bago ang ipinatawag na pagdinig sa Senado.

Ayon sa pamunuan ng FPIC, ang kanilang aksyon ay patunay ng kanilang kahandaan na akuin ang buong responsibilidad, bagay na pinapurihan naman ng mga mambabatas at pamunuan ng Makati City.

Hinggil sa rehabilitasyon ng Bgy. Bangkal, isa pang kumpanyang dayuhan mula sa Estados Unidos, ang “CH2M,” ang kinuha ng FPIC upang magpatupad ng isang sistematikong “remediation and rehabilitation program.”

Kilala ang naturang kumpanya sa pagtugon sa mga problemang may kinalaman sa mga fuel at oil spill sa iba’t ibang panig ng mundo.

Ayon na rin sa FPIC, ang kanilang ginagawa ay bahagi ng ipinatutupad na programa ng Lungsod ng Makati upang pawiin ang pangamba ng mga residente ng Bgy. Bangkal at ganap na maubos ang mga tumagas na krudo at gasolina tungo sa ganap na rehabilitasyon ng mga apektadong lugar.

Sa nasaksihan naman ng lahat, pinakamahalagang aral sa insidente ang pananatiling buhay ng diwa ng “bayahihan” at pagtutulungan ng mga Pilipino, partikular sa panahon ng kalamidad at mga nakaambang hamon sa buhay ng bawat isa.

[LAND owners are poised to pay higher real property taxes next year as local government units complete the update of their respective schedules of market values in a bid to raise more revenues.

So far, five provinces and 10 cities have already updated their schedules for real property tax assessments, while 12 provinces and 26 cities would undergo reviews starting next year.

Issued in October 2010, Joint Memorandum Circular 2010-01 ordered all LGUs to update the schedules used by local assessors as basis for appraising properties for real property tax purposes.

“By making SMV current, real property tax base expands, thus, provides LGUs the opportunity to generate additional income which can be used to finance various projects and improve delivery of basic services,” del Castillo said.

Under the law, LGUs should conduct a general revision of assessments and property classification every three years to reflect true market values of properties.


“There are even a number of LGUs whose real property tax collections are based on the SMVs going back to 1996 and even 1993 when it was first implemented,” del Castillo said.

“If the LGU uses outdated SMVs in real property tax collection, then properties which have appreciated in value over time would still be taxed based on the lower values, thus taxes imposed are lower than what they should really be,” he said.

“Conversely, properties which have depreciated in value over time would still be taxed based on higher value, penalizing property owners as they are taxed higher than what they should really be taxed with,” he said.

As to concerns that revising SMVs will cause property taxes to shoot up, del Castillo said that the assessment levels or tax rates—two other factors being used to compute for real property tax—may be adjusted by the LGUs to cushion the impact of the increases in real property taxes.

“Tax policy options such as phased or staggered implementation and discounts for early tax payments should also be optimized to mitigate potential tax hike,” del Castillo added.]

Balcony Size?

Hi would anyone know what the measurements of the balconies are at the Ritz? Just an estimate is fine No one in their admin office or engineering department seems to know anything. Any assistance would be highly appreciated
