Fly over Lucknow's 3 congestion points

LUCKNOW: Traffic snarls near Isabella Thoburn College, Purania and Daliganj may soon become a thing of the past if plans of the state government are anything to go by. The Lucknow Development Authority on Thursday gave its official nod and sent a proposal to the state government for construction of flyover/railway over bridge at the three congestion points.

The development came exactly three weeks after a team of officials from LDA, district administration and UP Bridge Corporation carried out an exhaustive survey of the areas and submitted its report to the state government.

While, the IT crossing will have a flyover, the other two junctions will have a railway over bridge. LDA vice-chairman, Dr Rajnish Dubey said, "The construction work on the said projects will start as soon as they are cleared by the state government." LDA, meanwhile, is examining the possibilities of another ROB at Arjunganj on Sultanpur Road.

IT COLLEGE CROSSING: Commuters on way from University Road to Kapoorthala and beyond may look forward to zoom past over a new two-lane flyover that will stretch over IT College crossing for a distance of approximately 710 metres. According to an estimate of the UP Bridge Corporation, the structure will cost the state exchequer around Rs 33.60 crore.

The flyover is proposed to begin from a point near the residence of LU's vice-chancellor and is likely to merge on the existing railway over bridge that connects Niralanagar and Kapoorthala. According to the proposal the flyover, in fact, covers 80 metres of the existing ROB, while the rest will have to be demolished. The project, therefore, will require a no-objection certificate from the Railways. Officials said that there will be sufficient space underneath the flyover for commuters on way to Niralanagar from Ram Krishna Math trisection, and also for those moving from University Road towards Babuganj and Daliganj.

DALIGANJ CROSSING: The ROB proposed at Daliganj crossing will stretch from Niralanagar-Daliganj trisection near railway crossing to merge at Sitapur Road. The flyover, which is proposed to stretch for a distance of nearly 690 metres, will pave way for to-and-fro movement of vehicles between Sitapur Road and Niralanagar and Daliganj. The ROB will be an L-shaped three lane structure with no divider. LDA officials said that a provision for demarcating the three lanes will be made.

This flyover has been a long pending demand of the people of Daliganj and Niralanagar, as they face massive traffic snarls because of the railway crossing. In fact, it has been one of the poll promises of Abhishek Misra who contested as SP candidate from Lucknow (North) and is now minister protocol in Akhilesh Yadav government. According to an estimate prepared by UP Bridge Corporation, the ROB will come up at a cost of around Rs 26.75 crore.

PURANIA CROSSING: Just like in case of Daliganj, the ROB proposed at Purania crossing will be an L-shaped structure. According to UP Bridge Corporation, the structure will stretch for a distance of around 660 metres and will connect Aliganj with Sitapur Road. This ROB will be a four-laned one and will cost the state exchequer around Rs 50.5 crore.

State government to rope in new consultant for international stadium

LUCKNOW: The state government on Friday cancelled the contract agreement with the consultant which was entrusted with the job to assess the feasibility of the ambitious international sports complex proposed at Sultanpur Road.

Sources said that the housing department has asked the Lucknow Development Authority to appoint a consultant afresh before the project is piloted. LDA in 2009, had appointed US-based Deloitte consultants to examine the feasibility of the project and come up with a broad framework within which the facility was to come up. The move had come within months after the then Mayawati government hammered down the Gomtinagar stadium to pave way for extension of Ambedkar memorial, evoking sharp criticism from people.

It is now learnt that the LDA is planning to allocate 50 acres of the existing 130 acres land available in Ardaunamau village to the sports complex, while the rest may be used for a grand housing-cum-commercial complex. The new consultant, sources said, will be asked to submit a report within six months, probably by the year end. The LDA will subsequently go for a bidding process before a developer is finalised. Official sources said that a deadline of March 2013 is being looked upon.LDA officials said that the new consultant would be asked to examine all the crucial aspects before it is set on an execution mode. "The facility is very much on the cards. We hope to give it a final shape soon," said LDA vice-chairman, Rajnish Dubey. He said that besides cricket, the complex will house facilities for other sports also.

Interestingly, scheme of things are somewhat similar to what was proposed by the Mayawati government, when LDA allowed the builders to form a consortium to set up a sports complex as well as a housing/commercial complex. The project, however, remained a non-starter raising many eyebrows on the state government.

Dubey said that the sports complex is proposed to have a capacity of around 50,000 people at any given point of time. Though the cost of the project is yet to be finalised, it is estimated to come up at a cost of around Rs 400 crore. The demand for an international stadium has always been felt by city residents, even though the BSP government set up two smaller versions of stadiums in Gomtinagar - one at Vinay Khand and the other at Vijayant Khand. But they did not match with the aspirations of the people, even as the proposal to set up a stadium of international class gathered dust. The demand got an added intensity after cricketer RP Singh met UP chief minister Akhilesh Yadav to get the project executed.Significantly, this the second important project after an IT city, which the Samajwadi Party government seeks to give shape at Sultanpur Road.

Chief Minister Akhilesh Yadav wants Lucknow to have a giant wheel like the London Eye on the banks of the Thames river, which would provide a bird’s eye view of the city.It will be part of the proposed Gomti riverfront development project and experts from IIT-Roorkee have been asked to conduct a feasibility and hydrological study of the site. The team has to submit a report in four months.
“The idea of a structure in Lucknow — like the London Eye — has recently been incorporated in the Gomti riverfront project. The Chief Minister himself is interested in it,” said Rajneesh Dube, vice-chairman of the Lucknow Development Authority (LDA).
About the possible size and diameter of giant wheel planned in Lucknow, Dube said the specifications would be decided when the IIT team submits its report. A landscape architect would prepare the layout plan of landscaping to be done on both sides of the river.
The IIT-Roorkee team had recently inspected the river area in Lucknow and advised against making permanent construction on the riverbed. Officials said they want that the maximum area of river front would be developed as green.
“By end of this year, the basic shape of the river front development project would be ready,” Dube said.
The Gomti riverfront project is inspired by the Sabarmati Riverfront Development Project in Ahmadabad. During the Mayawati government, a team of LDA officials had visited Ahmedabad and prepared a project to develop amusement parks, open air theatres and public utilities on both sides of the Gomti river from from Hardoi road to Shaheed Parth in Gomti Nagar. However, the project was later put on the back burner following funding issues.
The Akhilesh government has decided to revive the project, with certain changes. The Chief Minister himself is taking interest in the project which would include development of parks, walking tracks, a cycle track and public utilities along the river and a jetty to facilitate boating in the river.
Housing and Urban Development Corporation Limited, which was associated with the Sabarmati Riverfront Development Project, had been invited to make a presentation about its plan for riverfront development on July 27.

LUCKNOW: The state government is all set to appoint a consultant for the proposed international sports complex in Sultanpur Road. And if officials are to be believed, then the government is likely to finalise the consultant by July 30.

Well placed sources in Lucknow Development Authority said that the consultant will be asked to submit its report within six months after which work on the ambitious project would start. LDA vice-chairman, Rajneesh Dubey said that a pre-bid conference has already been held with the bidders. "We hope to get into the groove soon," he said. The state government has already cancelled the contract agreement with an US-based consultant, which was entrusted with the job to assess the feasibility of the ambitious international sports complex proposed at Sultanpur Road.

A high-level committee headed by chief secretary Jawed Usmani, has cleared the bid document for inviting request for qualification from firms having experience in BRTS-related projects. The consultant will have to prepare a detailed project report and assist the state government in the bidding process for selection of a developer for the project. In this also, the LDA will be the nodal agency for the project till the formation of a special purpose vehicle.

LUCKNOW: A youth from PGI police station area wanted a solution to his woes after his girl friend deserted him, as he lost his job in New Delhi, while a woman from Gosainganj was fed up as her domestic help had taken away her mobile and was not returning the phone.

These and around 115 more complaints and suggestions were received by the Lucknow police's BlackBerry-based complaint and feedback system on the first day of the service. While the system made Lucknow police aware about the various problems, a common man faces in his day to day life it also brought to fore some problems like slow response.


Take for instances the case of Wazirganj police station area. A youth who had gone to Residency with his girl friend was shocked to know that someone has stolen Rs 2,000 cash, pen drive, and a modem from the place where he was sitting. However, since the youth was from Gonda, he couldn't understand where to go with his complaint. It was only when he reached near Saharaganj Mall that he saw the hoarding erected to popularise this new mobile based complaint system. After seeing the number he informed about the incident. However, the response from Wazirganj police was slow to the extent that by the time the caller was contacted by the police, he had reached Gonda.

However, district police chief IG Ashutosh Pandey said since the caller informed about the police station from where he was calling, the message reached Hazratganj police which was then transferred to Wazirganj police. He urged the people of the city to inform about the police station where the crime took place and the police station from where they are calling.

Maximum use of the 2610000 number was done in Hazratganj police station area. Interestingly, a police constable posted at Bakshi Ka Talab also used the system for redressal of his problem. According to his complaint, he was getting less salary even though after increment, his pay scale should have increased. However, he had not been able to get his problem solved for the last one year. After receiving the complaint, the police office rectified the problem, the IG said.

To all who read the Lucknow development thread

Please do post different suggestions that you think must be included in Gomti River Front development.

Yesterday I gave three suggestions and today I got the acknowledgement from LDA town planner who is collecting suggestions from public. My suggestions have been forwarded to LDA vice chairman for consideration.

We can compile all suggestions and send them to LDA for consideration.


Last date to give suggestions is 31st Aug
