Police Regional Office 13 vies for a national award

BUTUAN CITY, July 13 (PIA) -- Police Regional Office 13 (Caraga) is one of the three police regional offices in the country, selected by the national headquarters to contend for this year’s top police prestigious award a chief police regional spokesman said, Thursday.

PSupt Martin M Gamba, chief public information officer of the Caraga PNP said in an interview that Police Regional Office 13 (Caraga) is one of the three regional police offices in the country selected to contend for the prestigious “Best Regional Police Office for 2012.” The other two police offices competing for the said award are Police Regional Office 2, based in Camp Adduru, Alimanao, Tuguegarao City (Cagayan Valley Region) and Police Regional Office 6, which is based in Camp Martin Delgado, Fort San Pedro, Iloilo City (Western Visayas Region).

The basis for the evaluation and validation to attain such award will be the performance, programs and accomplishments of the respective police offices as of last year, 2011 Gamba said.

In this connection a team of field evaluators from Camp Crame arrived in the region on Wednesday noon to conduct the evaluation and validation of the regional police headquarters here.

The team from Crame consisting of the representatives from the five directorial offices of the national police headquarters is headed by Police Director Elpedio Z.de Asis, Jr. chairman of the field evaluation and validation (FEV) team according to Supt. Gamba.

The award, according to Gamba will be given at Camp Crame in August 8, this year during the occasion of the 111th service anniversary of the Philippine National Police.

The PNP regional spokesman believed that Caraga PNP can present among its significant accomplishments, the successful anti-insurgency campaigns particularly the gallant defense of its two police municipal stations in Lianga, Surigao del Sur and Trento, Agusan del Sur respectively, from being overrun by rebel forces during separate predawn attacks last year.

Moreover, our regional headquarters down to the municipal police stations, has also improved significantly its facilities, augmentation of personnel, equipments, transportation, communications and trainings, according to Gamba.

Gamba also said that almost all of our key police offices have its specially trained units such as the Special Weapons and Tactics (SWAT), the Deep Reconnaissance Unit (DEU), a K-9 Unit, our Explosive and Ordinance Device (EOD) Unit and the Disaster Response Teams.

The rapport, linkage, support and joint cooperative endeavors with the local government units as well as the community in the region is also significantly strong, Gamba said. (NCLM/Noel B. Najarro/PIA Caraga)

Caraga police goes zero tolerance vs illegal logging



BUTUAN CITY, July 25 (PIA) -- Police authorities in Caraga Region have conducted a coordinating conference with other agencies involved in the implementation of Executive Order 23, or the total log ban.

This was developed to strengthen the cooperation between the regulatory body, the Department of Environment and Natural Resources (DENR), and the enforcement arm, the Philippine National Police (PNP), to stay focused on the task at hand.

As a result, an operation was launched against illegal logging activities that resulted in the confiscation of several logs of different species, giving a strong message that the PNP will not tolerate any form of violation against the environment.

On July 19, 2012, three separate operations were done. The first operation was at Barangay Sta. Fe Esperanza, Agusan del Sur where PNP elements from Agusan del Sur Police Provincial Office led by Provincial Director Police Senior Superintendent Glenn De La Torre together with elements from the regional public safety battalion under Police Senior Superintendent Ernesto Flores confiscated 149 pieces lauan flitches.

The same team conducted a second operation with personnel from Talacogon Municipal Police Station, together with DENR and the Presidential Anti-Organized Crime Commission (PAOCC). They confiscated some 300 round logs of mixed dipterocarp species at Barangay Sta. Inez, San Luis Agusan del Sur.

On the other hand, in Barangay Lingayao, Las Nieves, Agusan del Norte, joint elements from the Armed Forces of the Philippines (AFP) led by Lt. Salvador and Agusan del Norte Public Safety Company led by Police Senior Inspector Nelmida, elements from 13th RPSB and Las Nieves Police Station led by Police Inspector Cordano were able to recover 127 cut flitches of assorted sizes and mixed species of hardwood with estimated volume of 10,000 board feet that were concealed/covered with soil to avoid detection.

During the past week, an aggregate volume of 80,322 board feet of logs with corresponding market value of P771,000 was successfully confiscated by PNP.

Police Chief Superintendent Reynaldo Rafal, Caraga police director, stressed that these accomplishments would not be made possible without the active support of the community that provides the operating troops with vital and real time information from the ground. CAGAYAN DE ORO CITY—Northern Mindanao’s 2.5-percent economic growth in 2011 was not enough for the region to retain its title as the fastest-growing economy in the Philippines, giving neighboring Caraga region the chance to overtake it.

Caraga, which posted 9.6-percent economic growth in 2011—2.2 percent higher than its 7.4-percent performance in 2010—is now the Philippines’ fastest-growing regional economy.

Caraga’s impressive growth was fuelled by the 9.7-percent expansion of its Service sector and the rebound of its Agriculture sector to a growth of 3.4 percent in 2011 from a decline of 9.6 percent in 2010.


Caraga was ranked only fifth in 2010 behind Central Visayas, Calabarzon, Central Luzon, and Metro Manila.


Because of its economic slump, Northern Mindanao did not even make it to the top five fastest-growing regions in 2011, which also included Central Visayas (7.9 percent), Central Luzon (7.5 percent), Western Visayas (5.5 percent), and Cagayan Valley (5.4 percent).

The economy of the Autonomous Region in Muslim Mindanao (ARMM) declined by 1 percent in 2011 from a growth of 2.3 percent in 2010.

Cagayan Valley posted the biggest jump in growth with 6.5- percentage points from a decline of 1.1 percent in 2010 to a growth rate of 5.4 percent in 2011. But its performance was not enough to overtake Caraga’s accelerated growth.

Despite the slump, Northern Mindanao remained the second biggest economy in Mindanao in 2011. Its share in the Mindanao economy, however, decreased from 26.3 percent in 2010 to 26.1 percent in 2011. First place went to the Davao region, posting a 27-percent share in Mindanao’s economy.

Caraga shared only 8.2 percent in Mindanao’s economy in 2011, putting it in fifth place among the six Mindanao regions, just ahead of ARMM’s 5.4-percent share.

In terms of contribution to the national economy, Northern Mindanao placed seventh among the 17 regions in the country with 3.7 percent.

Caraga shared only 1.2 percent to the national economy, placing it second to last among regional economies, just behind ARMM’s 0.8-percent share.

In terms of per capita Gross Regional Domestic Product (GRDP), Northern Mindanao remained at sixth place among all regions with a 78.6-per-capita index (PCI) while Caraga placed 15th (44.2 PCI) ahead of Bicol (16th place with 34.4 PCI) and ARMM (17th place with 21.7 PCI).

Northern Mindanao’s per capita GRDP recorded a meager growth of only 0.6 percent in 2011 compared to its growth of 4.9 percent in 2010. But it was enough to place it the fourth-highest contributor to the Mindanao island’s growth behind Caraga’s and Soccsksargen’s 0.7 percent (second and third place), and Davao region’s 1.1 percent (first place).

According to the National Statistical Coordination Board (NSCB), five regional economies, out of the country’s 17 regions, posted accelerated growths in 2011. Cagayan Valley posted the biggest jump in growth with 6.5 percentage points as its economy bounced back from a decline of 1.1 percent in 2010 to a growth of 5.4 percent in 2011. NCR continued to have the largest share of the country’s total output with a 35.7-percent share in 2011, slightly lower than the 35.8 percent posted in 2010 and 2009. Calabarzon followed with a share of 17.4 percent and Central Luzon with a 9.3- percent share. ARMM has the lowest share of 0.8 percent of the country’s GDP.

NCR, likewise, contributed the largest at 1.3 percentage points to the national GDP growth of 3.9 percent in 2011, followed by Central Luzon with 0.7 percentage point and Central Visayas and Calabarzon which contributed 0.5 percentage point each. ARMM had a negative contribution.

The economies of all island groups posted slower growths in 2011 from their strong performances in 2010.

Luzon’s economy (excluding NCR) slowed down to 3.9 percent in 2011 from a robust performance of 8.9 percent in 2010; Visayas decelerated to 5.9 percent from 7.3 percent and Mindanao’s economy turned in a lackluster performance of 3.2 percent from 4.7 percent.

The Luzon island group with seven regions (excluding NCR) contributed 37.5 percent of the country’s total domestic output – the largest among the island groups. The share, however, was just the same compared to the previous year. The Mindanao island group, composed of six regions accounted for 14.1 percent of the country’s economy, the same share in the previous year. Meanwhile, the Visayas island group, consisting of three regions, posted a share of 12.8 percent in 2011 which is 0.3 percentage point higher than its 12.5-percent share in 2010.

NCR continued to record the highest per capita GRDP at P175,064 in 2011 which is 1.9 percent higher than its per capita GRDP of P171,849 in 2010 and about three times the national per capita GDP of P62, 902. Besides NCR, only Calabarzon and CAR had a higher real per capita GRDP than the national average at P79,283 and P74,359, respectively. Meanwhile, ARMM had the lowest per capita GRDP among the regions at P13,663.

Fourteen of the 17 regions of the country turned in improved per capita GRDP with Caraga recording the highest increase at 8.1 percent. Three regions recorded negative growths in per capita GRDP with ARMM dropping the most by 2.4 percent.

NCR posted the highest per capita index relative to the national average at 278.3 with Calabarzon a distant second at 126 and CAR, third at 118.2. All 14 other regions have indexes lower than the national average with ARMM at the bottom at 21.7.

Gov’t agencies, stakeholders in Caraga Region to ink agreement promoting local seafarers’ welfare

BUTUAN CITY, July 29 (PIA) -- Government agencies and stakeholders in Caraga Region are set to sign a memorandum of agreement (MOA) to promote the welfare of the local seafarers.

In a statement, Department of Labor and Employment (DOLE)-Caraga Regional Director Ofelia Domingo said the activity will be presented and consequently signed during the Forum on the Working Conditions of Filipino Seafarers in the Domestic Shipping Industry on Monday, July 30, 2012.

Dir. Domingo also said the MOA will showcase the concerted effort of the various agencies and private companies including local organizations on the implementation, monitoring and regulation of pertinent laws on the local seafarers.

The region’s labor chief added this developed after the Labor and Employment Plan 2011-2016 has identified the Maritime Labour Convention 2006 as one of the priorities for ratification as it is a landmark international convention that would promote the rights of millions of Filipino workers.

Under the agreement, DOLE-Caraga shall promote and enforce the rights of the local seafarers in accordance to the provisions of the Labor Code of the Philippines, strictly implement its visitorial powers through a joint inspection with other agencies of the government concerned with the domestic shipping lines, encourage formation of harbor or seafarers organization that would promote the well-being of local or domestic seafarers, as well as extend other assistance that are deemed necessary.

For the part of the Maritime Industry Authority (MARINA), they are tasked to include in its regulation and monitoring the compliance of domestic shipping lines to wage standardization and occupational safety and health, spearhead joint inspection of the domestic fleet, as well as extend other assistance.

The Philippine Ports Authority (PPA) shall also promote stringent implementation of the health and fitness requirements of the local seafarers, conduct joint inspection with other agencies of the government, as well as extend other necessary assistance.

Further, the Philippine Coast Guard (PCG) shall ensure the safety and security of the local seafarers plying along the coast of the Philippine sea against piracy and effectively enforce maritime laws on smuggling, illegal fishing, drug trafficking, among others.

Caraga has most number of landslide, flood-prone areas

As part of its disaster risk reduction planning and management program, the Office of Civil Defense-Caraga has identified a total of 183 landslide prone areas, 231 flood-prone areas and 103 land cracks all over the region.

Caraga region is composed of the provinces of Surigao del Norte, Surigao del Sur, Agusan del Norte and Agusan del Sur and Dinagat Islands.

The region has 67 municipalities from previous 70 after three capital towns, namely Tandag in Surigao del Sur , Cabadbaran in Agusan del Norte and Bayugan in Agusan del Sur, were coverted into component cities. It has a total of 1,703 barangays.

The Office of Civil Defense said 78 areas in Surigao del Norte were identified as landslide-prone; followed by Dinagat Islands province, which has seven municipalities with 65 identified areas; Surigao del Sur with 21 areas while Agusan del Sur, 14 and Agusan del Norte, eight from 11 municipalities.

Unfortunately these provinces have the most number of large-scale and small-scale approved mining operations and activities.

As part of its disaster risk reduction planning and management program, the Office of Civil Defense-Caraga has identified a total of 183 landslide prone areas, 231 flood-prone areas and 103 land cracks all over the region.

NSCB calls on Caraga media practitioners to join in the 4th NSM Media Awards

BUTUAN CITY, Aug. 15 (PIA) -- The National Statistics Coordination Board (NSCB) is calling for entries from the Caraganon media practitioners for the 4th NSM Media Awards come October 2012.

The NSM Media Awards is an annual search that recognizes the important role of media practitioners specifically reporters from broadcast, TV and radio; print; and online news service from both government and private media organizations who have made significant contributions in promoting, popularizing and using statistics in information dissemination.

The search is open to all Filipino media practitioners affiliated with local and national news organizations/companies in both government and private sectors.

The board of judges will use the following criteria as basis: 1) Quality or accuracy and timeliness of data based on reliable sources and substance of the article or report, specifically its significance and relevance to the needs of the country and the Filipino people. The report or article can include both qualitative and quantitative analysis using statistics, 35%; 2) Frequency/number or articles/reports released based on the submitted list of the reporter and the monitoring of news by statistical agencies published/aired in newspapers/online/broadcast media. News articles/items should have been released during the period November 2011 to July 2012, 35%; and 3) Effectiveness of the style/approach/form of articles/reports released. News articles/reports that make use of statistics should be user friendly and easily understood by the public and should also positively motivate readers in deeply understanding the use and importance of statistics in improving people’s lives through informed decisions, 30%.

The PIA-Caraga has already started disseminating this information through SMS/Text Blast, including local media practitioners in the region so they can join and prepare the necessary requirements based on the above-mentioned criteria.

A plaque and cash award shall be given to the winners during the 23rd NSM Opening Ceremonies in October 2012.

Regl Gawad KALASAG Awarding Ceremony held in Butuan City


BUTUAN CITY, Aug. 19 (PIA) -- Awardees of this year’s Regional Gawad KALASAG received cash prize and plaque of appreciation on Friday at the Almont Hotel’s Inland Resort here.

The Gawad KALASAG stands for KAlamidad at Sakuna LAbanan SAriling Galing ang Kaligtasan or Fight for Calamity and Accidents, Self Excellence for safety.

The activity is spearheaded by the Regional Disaster Risk Reduction and Management Council (RDRRMC) chaired by Office of Civil Defense (OCD) Caraga Regional Director Blanche Gobenciong.

In her speech, Dir. Gobenciong congratulated all the winners and encouraged other schools and LGUs in the region to actively participate and take part in this campaign by establishing their own best practices on DRRM.

For the Highly Urbanized City Category, the local government of Butuan City was awarded as Best City Disaster Risk Reduction and Management Council. City Mayor Ferdinand Amante Jr., received the cash prize of P50,000 with a plaque of appreciation.

Winners for the 1st to 3rd Class Municipalities Category are as follows: 1st Place – MDRRMC Hinatuan, Surigao del Sur; 2nd Place – MDRRMC Esperanza, Agusan del Sur; and 3rd Place – MDRRMC Sibagat, Agusan del Sur. All winners received cash prize with plaque of appreciation.

Mr. Victor Manpatilan of Esperanza, Agusan del Sur received the award as Best in Heroic Act on Humanitarian Assistance.

For Urban Secondary School Category, Agusan National High School of Butuan City awarded the 1st place, and 2nd place to Surigao City National High School in Surigao City, Surigao del Norte.

Two winners from the province of Surigao del Norte were awarded for the Rural Secondary School Category: 1st place – Placer National High School, and 2nd place – Ipil National High School, both in Surigao City.

Surigao City Pilot Central School in Surigao City, province of Surigao ddel Norte was the lone winner for the Urban Complete Elementary School Category.

Also, for the Rural Multi-grade Elementary School Category, the 1st place was awarded to Hinimbangan Elementary School in Kitcharao, Agusan del Norte; and 2nd place to Arturo Borja Elementary School in Surigao City, Surigao del Norte.

Finally, the Mat-I Elementary School in Surigao City, Surigao del Norte was the lone winner for the Rural Complete Elementary School Category.

Along with the awarding of the said winners, government agencies which participated during the month-long celebration of the National Disaster Consciousness Month last July were also given certificate of appreciation.

Meanwhile, Department of the Interior and Local Government (DILG)-Caraga Regional Dir. Lilibeth Famacion, one of the vice chairpersons of DRRMC cited the importance of being prepared at all times 'since it is the best way to survival in times of disasters'. She also commended the efforts of the LGUs and schools that are constantly practicing DRRM.

Gawad Kalasag is the recognition scheme of OCD in its search for excellence on disaster risk management and humanitarian assistance. It aims to recognize the outstanding performance of Local Disaster Coordinating Centers (LDCC's), private volunteer organizations, non-government organizations, donor agencies, and other stakeholders, in providing humanitarian response and assistance to affected communities. Teenage childbearing high in Caraga


BUTUAN CITY, Aug. 30 (PIA) -- Caraga ranked number 1 among the regions in the country in terms of the incidence of teenage childbearing.

Results of the 2011 Family Health Survey disclosed that 15 percent of the women aged 15 – 19 years old have begun childbearing followed by Region XI (13.8 percent) and Region XII (13.6 percent).

Study further revealed that teenage mothers had increased to 11.6 percent, from 4.3 percent in 2006.

The Commission on Population, in its various IEC/advocacy activities, associated teenage childbearing to higher risks to illnesses and death of both mother and baby, and it would also mean higher total fertility especially if they do not have access to family planning services.

RD Camilo S. Pangan always reminded teenagers to have appropriate values and grounding when put in the crossroads of giving-in to sexual desires. Delaying sexual gratification is almost always the best option.

“Due to the lack of quality parent-child relationships, many youths turn instead to their friends, media or surf the internet as they believe these could be valuable sources of information,” Pangan said.

In support of the arising problem of teenage childbearing, Popcom distributed a film entitled “Crossroads” to the Provincial/City Population Offices, as another strategy to reach the hearts and minds of teenagers as the movie illustrates some risky behaviors of the youth and portrays life choices which have great consequences on a young person’s life.

In a related development, the Provincial Population Office of Surigao del Norte presented the film to the officers and members of the Population and Development (PopDev) club in its recent Annual convention. (NCLM/Angie Balen- Antonio/POPCOM-Caraga/PIA-Caraga)
