Number of NRKs falls in district
The number of Non-Resident Keralites (NRKs) from Thiruvananthapuram district in 2011 was lower than the corresponding figure for 2008. Although there was a small increase in the number of emigrants (4 per cent) at the state-level, most of the traditional emigration centres, including the state capital, experienced a decrease in emigrants and emigrants per household. Also, the number of return emigrants (REM) to Kerala in 2011 was 11.503 lakh, about half the number of emigrants, reveals the report on Kerala Emigration Survey-2011, conducted by S Irudaya Rajan, Chair Professor, Ministry of Overseas Indian Affairs Research Unit on International Migration, Centre for Development Studies (CDS), who carried out the study with K C Zachariah, Honorary Professor, CDS. The survey indicates that, like emigration, return emigration to Kerala also experienced an increasing trend since 1998. But in Thiruvananthapuram, the number of return emigrants stood at 1,96,101 in 2011 while it was 2,15,280 in 2008, a decrease by 19,180. In 2003, the number of return emigrants was 1,03,059 and in 1998, it was 1,18,878. The return emigrants per household was 23.3 per cent in 2011 while it was 24.9 per cent in 2008. “One reason for this decline in return emigration could be the increase in the proportion of educationally qualified emigrants who could stay in the host country for a much longer period. Related to this is the increase in the proportion of emigrants going to countries outside the Gulf region. Persons who emigrate to the USA and other developed countries take emigration as a way of life with no plans to return,” said the report. There were a total of 4,25,833 NRKs in Thiruvananthapuram in 2011, while the figure was 5,23,761 in 2008. As should be expected on the basis of data on EMI and REM, Malappuram district has the largest number of non-resident Keralites, ie, 16.4 per cent of the total of 3.431 million NRKs in Kerala in 2011. And Thiruvananthapuram comes second with 12.4 per cent of the State’s NRKs. In Thiruvananthapuram, out of the total NRKs, 1,42,771 were Hindus, 43,480 Christians and 43,480 Muslims. Another interesting finding in the study is that in 2011, Gulf wives were about 11.0 per cent of the married women in Kerala.The corresponding ratio varies from 1.2 per cent in Idukki to 24.7 per cent in Malappuram. In several of the districts, the number of Gulf wives increased, but in several others, the number decreased. In Kannur district, the number of Gulf wives increased from 63,000 in 2008 to 128,000 in 2011. On the other hand, in Thiruvananthapuram district, the number of Gulf wives decreased from 149,000 in 2008 to 104,000 in 2011, the report said. |

Experts give thumbs down to Air Kerala Express, Gulf ship service | TNN | Jul 26, 2012 The assembly session that was adjourned sine die on Wednesday saw the government proposing two ambitious plans to alleviate the travel troubles of the 2.5 million non-resident Keralites working in the Gulf region. Chief minister Oommen Chandy said on Monday that Kerala would once again approach the Centre for approval to establish Air Kerala Express airline for the benefit of people working in the Gulf. Experts and senior civil aviation ministry officials, however, consider the move immature and unfeasible. Aviation experts said it would not be advisable to start an airline at this juncture as most airlines in the country were struggling to make profits. The second proposal, mooted by state rural development minister K C Joseph, who is also the vice-chairman of non resident Keralites affair department (NORKA), to start a ship service between Kerala and Dubai was given the thumbs down by maritime experts. Composting units in all police stations soon
Thiruvananthapuram: When waste disposal has reached a stalemate in the city and continues to be a source of worry for the local body as well as the police who are entrusted with the task of protecting the Vilappilsala plant, the city police have come out with their own plan to deal with the issue. All the 20 police stations in the city limits will soon set up waste composting units following an order of the city police chief two months ago. And the Medical College police station has already set up a waste composting unit which became operational a month ago, setting an example for other police stations. “It has been functioning very well, making the station premises more clean,” said Medical College Circle Inspector Pramod Kumar. “The direction to set up the waste composting units was given when waste management became a serious issue in the city. All the police stations would set up units in a couple of months. The size of the units would be according to the need of each police station,” said City Police Commissioner T J Jose. However, even without the waste composting units, the police personnel never made any lapses in cleaning the station premises. “An order to keep the station premises clean was issued by the DGP in 2011. After that, cleaning the stations and the premises were done with extra care. The officers, when visiting the stations or passing through them, ensure that the order is implemented with due importance,” said Jose. After the order came into effect, it has been ensured that the cleaning is done at least once a week. Usually, in most stations, the waste is being buried. As almost all the police stations have ample space, digging pits and burying waste was not a big headache and the garbage generated from the functioning of the stations was never much in quantity. But ever since waste management turned a big issue with the closure of the Vilappilsala plant and the houses and firms started opting for waste composting units, the cops also felt the need to get updated with the latest method of managing waste.

THIRUVANANTHAPURAM: Now, city residents can have a minute by minute account of the temperature, humidity, wind speed, radiation index and forecast of rains online. First automated weather station of the Hazard Vulnerability Risk Assessment (HVRA) Cell started functioning in the city last week. "This is the first automated weather station of HVRA cell under the Institute of Land and Disaster Management (ILDM) installed last week and now the online facility www.weatherlink.com/user/hvracellaws1 is available to monitor the changing climatic conditions, including forecast of rains, temperature, wind speed and radiation account every minute round the clock in the state capital," said HVRA Cell director Sekhar Kuriakose. "This is not meant for duplication of the weather forecasts of Indian Meteorology Department (IMD), but intended for early warning and to minimize the risks," he added. Imported from US at a cost of Rs 1.2 lakh, this automated weather station is cost-effective and easy to maintain, unlike the highly technical ones which would cost about Rs 6 lakh each. "We plan to install 10 such automated weather stations soon in four districts - Kottayam, Pathanamthitta, Idukki and Alappuzha - to monitor the flow of rivers Meenachal and Manimala, in addition to closely follow other weather conditions," Kuriakose said. "If found successful and feasible, then it would be scaled up with the installation of more such automated weather stations across the state," he added. |

Bangalore firm to help do away with plastic waste
Discussions on to set up pyrolysis plant The Corporation, still in the dark about how to dispose of the organic waste generated in the city with the Vilappilsala plant remaining closed, has some hope on the plastic waste disposal front. The civic body has arrived at an understanding with the Bangalore-based Green Transit Renewable Energies, which has come forward with an offer to collect and process plastic waste from the city. Final round of discussions was held last week by the city Corporation and the Suchitwa Mission authorities with the representatives of the company regarding the setting up of a pyrolysis plant for processing plastic waste. The plant with a capacity to process 10 tonnes of plastic waste per day is proposed to come up near Thonnakkal on the land leased out by the Sathya Sai Orphanage Trust. As per the agreement reached between the Corporation and the company, the Corporation will provide segregated, cleaned and dried plastic to the company, which will use it as a raw material for the pyrolysis plant. “This is entirely a private project coming up on a private land. The State government and Corporation have only agreed upon providing plastic waste to the company. As of now, there are no financial deals between the company and the Corporation. The plastic waste will be provided free of cost,” an official of Suchitwa Mission said. Soon to take off Mayor K. Chandrika said the project was expected to take off within a couple of months soon after the pyrolysis plant was constructed at Thonakkal. “Once this project is implemented, we will be able to collect plastic waste from every household in the city. We can employ Kudumbasree Clean Well unit workers for the work,” Ms. Chandrika said. G. Murali Krishnan of Green Transit Renewable Energies said the “100 per cent eco-friendly plastic pyrolysis” plant would decompose the plastic waste into furnace oil, carbon black and natural gas. “Furnace oil, which can be used for boilers or refined further into liquid petroleum products, will be the major by-product of this pyrolysis plant. Around 35 per cent of the residue will be carbon black and around 12 per cent will be natural gas,” he said. “While furnace oil and carbon black can be sold out, we will be using the natural gas to run the plant, making it a self-sufficient project in terms of energy. All kinds of plastic waste and even rubber and used lubricants can be processed in the plant,” Mr. Krishnan said. He said the construction of the plan would begin within a fortnight of signing formal agreements. “We have similar plastic pyrolysis plants in Maharashtra, Gujarat, New Delhi and Andhra Pradesh. The plant coming up in Thiruvananthapuram will be a Rs.2.64-crore project. ![]() An international conference on cyber security and policing - Cocon-2012 - will be held here on August 3 and 4 in connection with the Cyber Security Day being observed under the aegis of the State Police, Home Minister Thiruvanchoor Radhakrishnan told reporters here on Monday. The conference, to held in association with state IT Mission and Information Security Research Association, will be inaugurated by Chief Minister Oommen Chandy at Taj Vivanta. Top police officials from other states and those from national agencies such as IB, NIA, CBI, RAW, NCRB, BPRD, CERT and IT and cyber security experts will take part in the conference, he said. Thiruvanchoor said that nearly 80,000 complaints had been registered in connection with cyber crimes in the state and, among them, 50,000 were related to girls and women. |

‘Southern Air Command ready for any emergency’
Koodankulam plant getting IAF cover Setting up of the Kudankulam nuclear power plant has increased the responsibility of the Southern Air Command (SAC), said outgoing chief of SAC, Air Marshal S P Singh on Tuesday. He was addressing the farewell press meet at his office here on Tuesday. The air marshal said that the SAC has already set up air defence artillery to guard the high-value targets such as the nuclear power plant against air raids and threats. "For this the nearby bases are also being strengthened with more aircraft," he said. "The Thanjavur Air Force base will have a squadron of 16 Sukhoi Su-30MKI aircraft positioned there. There has been a slight delay in the Light Combat Aircraft project, but Sulur, another Air Force base in Tamil Nadu,is likely to get its LCAs in two years," he said. Unmanned Aerial Vehicle (UAV) squadron, a multi-role transport aircraft squadron jointly developed by the HAL and a radar unit are also likely to be positioned at Thanjavur. "The southern peninsula of the country is strategically significant in many ways and the SAC is well prepared to meet any contingency. With 85% of the world's oil being transported through this route, it is important to provide a secure international shipping lane," he added. During the Air Marshal's tenure at the SAC, five joint exercises were held with the Army and the Navy to augment operational readiness of the Command.
