CAR to benefit from 2 watershed projects worth P3.8B

BAGUIO CITY, Dec. 3 (PIA) –- The Department of Environment and Natural Resources (DENR) has announced that the region is a recipient of two big watershed projects worth P3.8 billion.

These are the Forestland Management Project for Upper Magat and Cagayan River Basin, a 10-year project amounting P1.2 billion under the Japan International Cooperation Agency (JICA) program, which will strengthen forestland management through collaboration and holistic implementation of comprehensive and sustainable forestland management strategies in critical river basins. Said project was launched recently in Ifugao.

The second is the Integrated Natural Resources and Environmental Management (INREM). This is also a 10-year project amounting P2.6 billion funded by the Asian Development Bank (ADB) and will be implemented in the Chico River Basin.

Francis Basali, planning officer of DENR said during the fourth quarter meeting of the Regional Development Council that the INREM aims to increase revenues of local government units/people’s organizations/indigenous peoples organizations based watershed through enterprises from watershed management, biodiversity conservation and livelihood investments.

“The INREM project will also improve livelihoods in the Upper River Basins (URBs) through effective provision of ecosystem services. The outcome will contribute to the increase of rural household incomes in four selected URBs resulting from improved livelihood support and watershed management,” Basali said.

The project covers 454,621 hectares located in all the provinces and one city in the region namely Barlig, Bauko, Bontoc, Sabangan, Sagada, Natonin, in Mountain Province; Balbalan, Lubuagan, Pasil, Pinukpuk, Rizal,Tanudan,Tinglayan, in Kalinga; Conner and Kabugao in Apayao; Banaue, Hungduan, and Tinoc in Ifugao and Buguias in Benguet and Tabuk City.

Basali disclosed the project has the following components: river basin and watershed management planning, small holder/commercial/institutional investment, enhance capacity on river basin and watershed management, project management and support services.

Aside from the Chico River Basin in CAR, the location of the INREM projects in the country are Wahig Inabaga River Basin in Region 7, Lake Lanao River Basin in ARMM, and Upper Bukidnon River Basin in Region 10.(JDP/MC–PIA CAR)

Cordillera cops to give one day's salary to 'Pablo' victims

Police in the Cordillera region are giving what could be among the most meaningful donations to victims of Tropical Cyclone Pablo (Bopha)—a full day's salary.

Cordillera police head Chief Superintendent Benjamin Magalong said this is part of their bayanihan system during calamities, radio dzBB's Tuesday Niu reported Monday.

Magalong was quoted in the report as saying the one-day salary donation applies only to commissioned officers, or those with the ranks of Inspector and up.

He said noncommissioned officers and non-uniformed personnel will not be required to donate part of their salaries, but will be welcome to give donations as well.

Noncommissioned officers are those with ranks from Police Officer 1 to Senior Police Officer 4.

Tropical Cyclone Pablo dissipated early Monday, a day after it reached the Northern Luzon area.

Pablo had plowed through parts of Mindanao and Visayas, leaving behind more than 600 dead and P6 billion in damage. — KG, GMA News

Nominations on for Search of 2013 Cordillera Champions

BAGUIO CITY, Dec. 14 (PIA) - - Cordillerans or non-Cordillerans with extraordinary achievements who significantly contributed to the creation and attainment of the Cordillera region’s development goals should be nominated to the search for the 2013 Cordillera Champions Awards.

The Regional Development Council - CAR launched the search last July 2012 during the culminating activity of Cordillera Month celebrating the 25th founding anniversary of the Cordillera Administrative Region.

The search is open to all Cordillerans or non-Cordillerans whose extraordinary accomplishments significantly contributed to the creation of the region, its overall development and total human development,and improved quality of life of the Cordillerans including those who died in line of duty for the last three years may also be nominated.

The awards with cash prizes hope to inspire Cordillerans to excel in various endeavors that make a significant contribution to improve the lives of the people in the region and ensure these are replicated or applied for the development of the people, communities, and the environment.

To qualify, the nominee should meet the following requirements: good moral character and unquestionable integrity meaning no previous conviction of any criminal or administrative offense; no pending administrative or criminal case filed against the person or all the members of the group at the time of nomination; noteworthy accomplishment/s or achievements on any of the development areas in governance, social justice, agriculture, ecotourism, education, entrepreneurship, science and technology, environment, arts and culture, peace and order, community development, medicine or health, media/journalism, sports among others such as international understanding.

Nominees will be adjudged based on noteworthiness on originality, uniqueness, and no financial remuneration involved.

The impact of accomplishment also matters such that it benefited a number of people or communities, resources were generated or saved, preservation of the cultural heritage and indigenous practices and elicited change in attitude and perspective of people and institutions for the good of the region.

The consistency of performance as one of the contest criteria must have shown continuous good performance based on historical data and work records.

On demonstrated teamwork for team or group work category, the group must have demonstrated tangible areas of mutual support and the ability to influence and motivate others.

Self-nomination or any individual or organization with extensive knowledge of the accomplishments of the nominees can be nominated.

Nomination forms may be downloaded from the CSC –CAR website: www.csc-car.net and RDC-CAR website: www.cordillera.gov.ph.

Documents required are: seven sets each of duly accomplished nomination form, personal data sheet or resume with passport size ID picture with name tag, and photocopy of proofs of accomplishments.

Deadline of submission of said documents will be on March 5, 2013 which may be submitted either to the Regional Development Council and Devadcom through NEDA office located at NEDA CAR Compound, Baguio City or the Civil Service Commission Regional Office located at 116 Wagner Road, Military Cut-off, Baguio City and Field Offices in Baguio City, Benguet, Abra, Mountain Province, Ifugao, Kalinga, Apayao or the provincial government offices and municipalities through their Personnel or Human Resource Office.

Along with the search for Cordillera Champions Awards is the search for best logo and appropriate title for the awards which may be in the vernacular. Deadline of submission is on December 21 at 5 p.m. The winning entry will be used as the official logo and title of the search.(JDP/SCA- PIA CAR, Baguio)
