Minister calls in $1 billion Jewel

THE $1 billion Jewel development at Surfers Paradise is all but guaranteed to proceed following a Newman Government decision to "call it in".

Deputy Premier and State Development Minister Jeff Seeney will today announce he will take over the decision-making process on the project.

The move follows months of legal delays.

While Mr Seeney will not make a final decision for another six weeks, his comments about the importance of Jewel to the Gold Coast economy and the state leave little doubt it will get the go-ahead.

"I formed the view that this development is important to the future economic well-being of the state and especially the Gold Coast and the application needs to be dealt with as quickly as possible," Mr Seeney said.

"There is a $1 billion investment at stake here, along with several thousand construction jobs and possibly hundreds of future hospitality jobs. We need to ensure applications such as this do not languish or get bogged down in protracted legal proceedings."

Project spokesman Graham Staerk welcomed the news.

"The decision shows Queensland and the Gold Coast is open for business," he said.

"Riyu Li (owner of Ridong) now intends to develop and open a six-star international resort before the Commonwealth Games in 2018."

Jewel was expected to generate 2500 jobs and revitalise the struggling construction industry.

The development on Old Burleigh Rd would consist of three highrise buildings, including a hotel, apartments, office and retail.

Jewel is seen as helping the Coast to get past the building slump.

Mr Seeney intervened in May after the project, already approved by the Gold Coast City Council, was put at risk when two Brisbane men lodged protests with the Planning and Environment Court.

Lawyer and developer Howard Stack and town planner Victor Feros appealed the development, potentially tying it up in red tape for years and adding millions in court costs and delays.

The company behind Jewel, Ridong Developments, asked Mr Seeney to step in.

Mr Seeney said he sought comment from those involved in the application and received 16 submissions.

"Those submissions were taken into account in arriving at the decision to call in the application."

Mr Seeney will now be the sole decision maker on the project and has 20 business days to act.

His final decision cannot be appealed on planning grounds.

It is the first time the Government has activated a call-in under the Sustainable Planning Act 2009.
