This project was originaly known as the Former Higashinada-ku Government Office Site Development 旧東灘区役所跡地開発, it had a proposed height of 113m. The plans have been reduced a bit and it got a new name. It's located next to the Proud Tower Sumiyoshi (99.95m) that is also U/C right now.

Since there's just 1 tower U/C here the number of updates on the blogs has come down significantly. But here's one again, and it shows that the tower is now T/O and probably has been for a couple of months.
