Knew it had to happen...
![]() --------------------------------- INTERNATIONAL AIRPORT Dholera plan revised for Centre’s green nod LINK Gandhinagar: Sensing major complications in getting crucial environmental clearance for the prestigious Dholera international airport, the Gujarat government has decided to prepare a fresh proposal for it for the Government of India’s Ministry of Environment and Forests (MoEF). Part of the Delhi-Mumbai Industrial Corridor (DMIC), the proposed Greenfield airport has got Airport Authority of India clearance, but is stuck in MoEF, officials said. Well-placed Sachivalaya sources told TOI that “a new proposal is now being prepared for environmental clearance”. The Gujarat Infrastructure Development Board (GIDB), responsible for implementing the project, has been given the task of preparing it, as “the earlier proposal seemed not to satisfy the MoEF”. Headed by a top aide of chief minister Narendra Modi, AK Sharma, GIDB has been toying with the idea of having an international airport about 85 kilometers south of Ahmedabad since 2008. To be outside Dholera special investment region (SIR), seen as a new modern urban conglomeration off Gulf of Khambhat, once established, the airport is being contemplated as Gujarat’s future international airport. “The present airport in Ahmedabad will confine to national flights. All international flights will be shifted to the new site”, a senior official said. The site consists of 1,690.22 hectares (ha) of Pipli, Paccham and Valinda villages of Dhanduka taluka. Sources said, high-level discussions between GIDB executives and MoEF officials a few weeks ago revealed that there was “some confusion” in Delhi regarding whether the proposed site, especially its runway, fell under the coastal regulatory zone (CRZ), in which all developmental activity is banned. ( )In the new proposal, the runway will be aligned in such a way that all planes land from the sea side, like before. However, it is away from the CRZ boundary. |

Here are the three villages where the airport is to be shifted: Pipli, Paccham and Valinda.
Surprisingly, they are still south of Federa and nearer to the gulf... ![]()

This is view of the same area with the Dholera SIR land-use plan overlaid on it. The light blue areas are parts of Dholera SIR that are within CRZ. Quote:

Work on Dholera Special Investment Region to start within a year
AHMEDABAD: Work on Dholera Special Investment Region (SIR) in Gujarat will start within a year, a senior official associated with the project said. The central government has approved Rs 3,000 crore to create basic infrastructure for giving a fillip to the project.
The greenfield SIR is coming up over 903 square kilometres, 90 km south of Ahmedabad within the Delhi Mumbai Industrial Corridor (DMIC) in Ahmedabad and Bhavnagar districts, near the Gulf of Cambay. It is planned on the lines of the Punggol city of Singapore and will be a self sustaining city comprising industrial parks, manufacturing areas, banking and financial institutions, townships, educational centres, entertainment zones, multi-modal transport and logistics hub. Planners expect that the proposed city will inhabit close to two million people by 2040 and employ 0.8 million. The entire project will see an investment of over Rs 1 lakh crore. The actual construction will take place over 540 square km. "Infrastructure facilities like drainage, road, sewage system, internal roads and flood management will be created initially to take care of the project. We are very cautious of not having another real estate project. Planning for Punggol project took about 8-9 years. Here, we have crossed the concept stage and prepared the master plan as well as development plan," Amitabh Kant, CEO and MD of DMIC Development Corporation Limited (DMICDC) told media persons on the sidelines of a seminar 'Special Investment Regions, Industrial Parks and Logistics Park - Taking Industrial Infrastructure To The Next Level,' organised by the Confederation of Indian Industries and Gujarat Infrastructure Development Board (GIDB). The Dholera SIR is being developed by GIDB. DMICDC is a Special Purpose Vehicle (SPV) created to execute DMIC project. About 40% of DMIC passes through Gujarat. The comprehensive development plan for the SIR project was submitted by UK-based Halcrow Group in December 2010. The detailed development plan for the project has been recently approved by the government. It will soon be notified. The digital plan is being prepared by Cisco Limited. Conceived as a transportation led sustainable city, it will have high speed connectivity. Commuters will be able to reach Dholera from Ahmedabad in about 30 minutes. The multi-modal transport system will have international air connectivity, regional goods corridor, public transport corridor, internal transport, Bus Rapid Transport (BRT), Mass Rapid Transport (MRT) and Light Rail Transit (LRT). Japanese companies are likely to invest in the SIR. "Gujarat is a good investment destination, with a business friendly attitude. More Japanese companies will be coming to Gujarat. We are coming up with smart eco city project at Dahej and Sanand. Hitachi and Itochu have formed a consortium for world's largest desalination plant at Dahej," said Juntaro Shimizu, deputy director general of Japan External Trade Organisation ( JETRO). No no, GIFT is planned along the lines of Shanghai while Dholera will be planned like Punggol (maybe because both are situated near the port).

![]() Yeah, well OmegaMan was the closest contact we had with GIFT. But as you said he proved to be a disappointment. There is no one else. (although up2009 managed to get some excellent updates early on.) |

Kobe, Shangai and now Punggol. Let's stop these nonsensical comparisons and develop it as DHOLERA which could serve as a new identity/example to the future port cities.

It makes sense if you consider where the comments were made and to what audience. Dholera needs to attract foreign investment and expertise in modern infra-development to be a success.
If Modi compares it to Yangshan when in China or Kobe when in Japan its good marketing to raise the profile of the project, especially for companies who have helped build the respective ports/urban infra in the places mentioned. Singapore based Universal Success group is one of the anchor tenants for an Industrial Park as part of Dholera SIR. Last weds there was a Vibrant Gujarat pre-event focussing on Industrial infrastructure at Dholera. Prob explains why Punggol in Singapore is suddenly being mentioned. Representatives of JETRO and Cisco, also mentioned in the article were speakers at the event. link |

Gujarat seeks Rs 11000 Cr from Japan for DMIC (inc Dholera)
Quote:
cancelled. Its already a bit ridiculous how little other states have done. GOI/DMICDs monthly reports really leave no hiding space for the laggard states. According to the newest one available (31st July), only significant change for Dholera is that the Environmental Impact Assessment (EIA) for Dholera has been completed and reviewed by the DMICD. So everything seems to be good to go as long as the financing is sorted out

From GOIs monthly DMIC report for August link (pdf)
Quote:
TP1: 51sq km (12602acres) TP2:102sq km (25205acres) ---------------------------- Total: 153 sq km (37807acres) So even for the first two TP schemes, we're talking about an area over 40x bigger than GIFT. 45 sq km (11120acres) of that is for an Industrial park. As at the end of August, Govt of Gujarat has acquired 285 sq km (70,430acres) for Dholera SIR in total. The scale of this project is fucking epic

If they are planning 30-40 lakhs for tiny GIFT, I wonder how many people they hope to accommodate in Dholera...

If they get most of the population from Gujarat itself it might push urbanisation from 40% to atleast 50% I believe
