Sanitation work must be privatized otherwise the fate we are suffering will only be prolonged. The corporation alone cannot give good results. The machines and equipments they used are outdated and outmoded. The trucks and compacting vehicles are in a terrible shape. I am not at all surprised that Cholera is making a come back. A few years I was proud that I lived in one of the better city in terms of sanitation but now I cannot say that now.

I have been using the portal regularly. Though things move very slowly in there, happy that they are using it and actions are taken. I even received a call from them before reg my complaint on burning of waste at Perungudi dump yard.

New micro plan for garbage clearance in north Chennai

Quote:
The Chennai Corporation will prepare a modified micro plan of action for improving garbage clearance in old city limits of North Chennai, where conservancy operations are not privatised. The plan will be implemented in zones of Tondiarpet, Royapuram, Thiru-Vi-Ka-Nagar and Anna Nagar. The measures will help the civic body cope with the challenges to garbage clearance in the congested areas till the proposal for gradual privatisation of conservancy operations is implemented.

Conservancy operations in zones such as Teynampet, Kodambakkam, Adyar and parts of Ambattur have already been privatised. Chennai Corporation has sought privatisation of conservancy operations in all 15 zones.

The modified micro plan is likely to include the detailed plan of action at the street-level for collection, segregation and transportation of municipal solid waste. The plan would also cover the time of commencement of conservancy operations on a street, conservancy workers and equipment involved.

A modified plan of action, including the identification of areas in the four zones where conservancy operation has to be strengthened at night, is likely to be chalked out by the civic body. Councillors of many of the wards in such areas said that the officials were reluctant to take action against Corporation drivers who fail to do their conservancy duty properly.

Srinivasan, a resident of Railway Station Road in Villivakkam, stressed the need for the daily transfer of garbage generated in bins. “The tricycles have started collecting the waste at home, but the waste remains in the bins nearby because of delay in transfer by compactors,” he said. Dhanasingh, a resident of Periamet, said that some of the tricycles were damaged and needed to be replaced.

About 1.5 tonnes of meet from AP was seized in Egmore Railway station and it was buried in Kodungaiyur Dumping Yard. We don't when we going to get the relief from these dumping yards.

Garbage dilemma for corporation if private firms shown door

Quote:
Chennai Corporation will face an uphill task to keep the city clean, if it terminates the services of the two private waste management agencies, Ramky Enviro Engineering and Neel Metal Fanalca (NMF). The civic body, already severely short-staffed and banking on outsourced workers, is likely to become even more dependent on manpower agencies.

Senior corporation officials remained unfazed on Sunday, a day after the two garbage collection agencies were issued final notices to improve their operations. But middle-level officials and engineers are staring at trouble ahead — they will have to come up with solutions to clear garbage over the next few months.

"We will have to recruit thousands of temporary workers in 10 days, or all of south Chennai will start stinking," said a civic body official. Ramky Enviro currently employs 4,500 workers to clear Adyar, Kodambakkam and Teynampet.

With the northeast monsoon round the corner, it will be crucial for the civic body to come up with a solution fast, or garbage will clog drains and create massive sanitation problems. The civic body currently has only 9,664 permanent staff and clears 12 of the city's 15 zones with the help of 1,421 temporary workers outsourced directly or through manpower agencies. But the corporation is still short-staffed. Though every ward being allocated 125 garbage collection workers, parts of central Chennai were stinking last month.

"Barely 60 workers turned up on a daily basis. So garbage was not collected in one of every three roads along Sowcarpet, Mint Street and Thiru-vi-ka Nagar every day," an official said.

The corporation also requires more compactors, lorries, drivers and bins. A shortage of compactor lorries recently led to the civic body taking lorries on rent for 12 zones.

Residents in the area fear a return of the nightmare of December and January, when garbage was not collected in several areas. NMF stopped garbage clearance in December because its contract was nearing completion.

This led to large piles of garbage accumulating on almost every street corner in localities in the south. "We could not even take a morning walk because the roads were stinking," said B Kannan, a resident of Kasturibai Nagar.

Ranga Sir

Very true. When i travel from Bangalore to Chennai the bus passes through madhuravoil..and one side of the road is completely littered and dirty. Road side vendors happily dispose their rotten leftovers in polythene bags . i had written to the Chennai corporation complaints section about this but no action taken. Just because this garbage thing is not managed well even @ city entry points like madhuravoil, central it gives a very wrong impression to the outcomers..And this makes me SAD...

when everyone is an armchair critic,he started to work for a change in an unusual field in a very needy ,and utterly neglected segment (by the govt whose focus it should be along with infra, and education) of the community .

i salute his social responsibility, and work to bring change.

Civic body gets money and muscle power

Inflow of funds and filling of vacancies are expected to speed up infrastructure development in extended areas

Quote:
The sanctioning of 784 new posts and filling of 2,405 vacancies in the Chennai Corporation is music to all ears.

Civic body officials and residents, alike, welcomed the State government’s announcement that is expected to improve delivery of civic services and development of infrastructure in the newly-added areas.

Major impetus

Describing the move as a historic one, Corporation commissioner D. Karthikeyan said it would be a “big boost to local administration in Chennai.”

“In the past, newly-created districts have had to wait four to five years for creation of new posts. But here, the government has sanctioned filling up of vacancies in a relatively shorter period after expansion of the city,” said Mr. Karthikeyan.

Residents, who have been complaining about inadequate civic services, expressed optimism about the addition of new employees.

“The Corporation has not been doing anything to redress our grievances. With the addition of employees, we expect them to apply their mind in solving civic problems,” said V.S. Jayaraman of T. Nagar Residents’ Welfare Association.

“We want the Corporation to upgrade extended areas with the additional workforce. Even after a year of joining the Corporation limits, we are yet to benefit in terms of improved civic infrastructure,” said Ganesh Babu, a resident of Adambakkam.

Residents stressed the need for strengthening mosquito control measures.

New post

Last November, the Corporation council had passed a resolution requesting the government to fill 6,413 vacancies. It included 159 posts in Ripon Buildings, 24 posts in regional offices, 62 in zonal offices and 6,067 at the ward level.

The government also announced the creation of a new post of chief engineer (special projects) in addition to the existing posts of chief engineer (general) and chief engineer (buildings and bridges).

“The massive infrastructure development projects in the city will receive special attention with the creation of the new post,” said a senior official of Chennai Corporation.

New employees

As many as 3,189 new employees are expected to strengthen Chennai Corporation’s workforce and speed up civic infrastructure development works announced by the Chief Minister this year. The State government has given financial sanction for commissioning Rs. 879.78-crore civic infrastructure in Chennai under the Mega City Development Mission in 2012-2013.

280 km of grid roads

Even though a chunk of the works would be taken up by Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), the Chennai Corporation will develop yet another phase of grid system of roads along 280.83 km.

A total of Rs. 333.27 crore was approved for implementation of a 175.36-km grid system by the Corporation last year.

As many as 360 roads in new areas of the Chennai Corporation were taken up for integrated development as part of the project in 2011-12, many of which are still under construction. The shortage of staff had an impact on the implementation of many such projects in the added areas.

Corporation looks to suburbs for waste management

Quote:
The Chennai Corporation has taken another step towards setting up solid waste management plants in Minjur and Kuthambakkam.

The request for proposal (RFP) for setting up the plants, each of which can process 2,500 tonnes of waste per day, will be made shortly. Some of the 18 companies that have been shortlisted for RFP stage will be screened by the civic body for the final decision on setting up such facilities. The civic body will supply the municipal solid waste from the city limits to each of the plants which will process the waste.

The civic body had already identified a few pieces of land, of which the two villages have been found suitable for the project.

These localities on the outskirts of Chennai have been identified based on the study done by consultants and civic body officials with the support of district administration of Tiruvallur.

A 42-acre plot of land in Vallur Village of Minjur is likely to be used for one of the solid waste management plants. The other plant will be set up in a 100-acre piece of land in Kuthambakkam village. Following a round of discussions on the solid waste management plants, the civic body has decided to modify some of the templates submitted by the consultant to suit the local conditions in the two villages as part of making the project more environment-friendly.

The civic body is in the process of putting in place a system to ensure that the solid waste management company adheres to stringent environmental norms for processing of waste. The Corporation Council will also hold discussions on these issues shortly. As many as 31 companies expressed interest in March to participate in the massive solid waste management initiative for the city. Most of the 18 companies that have been shortlisted have world-class technology to design and commission a scalable and modular plant with a future capacity to process larger quantities of municipal solid waste. Initially, the civic body sought technology that included the design of a scalable and modular plant with a future capacity of processing 10,000 tonnes of municipal solid waste per day.

The waste-to-energy plants as part of the project will, however, materialise only if a power purchase agreement gets finalised. The solid waste management plants are likely to be a stepping stone for the gradual remediation and scientific closure of the Perungudi and Kodungaiyur dumpyards.

Efforts are under way to put in place a foolproof system for treating the large quantities of leachate, which will form 15 per cent of the municipal solid waste.
