Draft environment policy to get ready in a month

A draft environment policy for the State will be ready in a month and will be submitted to the State government.

A decision in this regard was taken at a workshop on the formulation of State Environment Policy, organised jointly by the Environment and Forest Departments.

T.S. Srinivasamurthy, Chief Conservator of Forests (Forest Extension), said that deliberations of the workshop would be made available to the public on the State Environment Department's website. Members of public could send their comments through e-mail to tndoe@tn.nic.in or through letters to the Environment department.

Legal, technical, economical and social aspects have been taken into consideration in the formulation of the policy.

A drafting committee has been formed with representatives from the National Institute of Technical Teachers' Training and Research, Centre for Advanced Studies, Institute of Remote Sensing, Anna University, Central Leather Research Institute, Zoological Survey of India, Confederation of Indian Industry, State Fisheries Department and Centre for Environment Education.

The representatives, in association with the Forest and Environment department officials, would compile the comments/feedbacks from members of the public before the draft policy is prepared. Coastal management, green energy concept, climate change, solid waste and e-waste management are some of the key issues that will get adequate attention in the policy.

This is the first time that a draft environment policy is being prepared for the State.

Rajasthan and Gujarat are among the States that have such a policy. The national environment policy was formulated and announced by the Union government in 2006.

தமிழகத்தில் முதல் முறையாக, அடுத்த 10 ஆண்டுகளில், அரசு மேற்கொள்ள வேண்டிய துறை வாரியான பணிகள் குறித்த, தொலைநோக்குத் திட்டம் தயாரிக்கப்பட்டுள்ளது. இத்திட்டத்தின் படி, ஒவ்வொரு துறையிலும் மேற்கொள்ளும் பணிகள் குறித்து, முதல்வர் ஜெயலலிதா பட்டியலிட்டுள்ளார்.

நெடுஞ்சாலை திட்டங்கள்: இதில், நெடுஞ்சாலைத் துறையில், 10 ஆண்டுகளில் மேற்கொள்ளப்பட வேண்டிய பணிகள் பட்டியலிடப்பட்டுள்ளன. இதன்படி, 2,000 கி.மீ., நீளமுள்ள சாலைகள், ஆறு மற்றும் எட்டு வழிச் சாலைகளாக மாற்றப்படும்; 5,000 கி.மீ., சாலை, நான்கு வழிச் சாலையாகவும்; 16 ஆயிரம் கி.மீ., சாலைகள், 10 மீட்டர் அகலம் கொண்ட இரு வழிச் சாலையாகவும் மாற்றப்படும் என, தெரிவிக்கப்பட்டுள்ளது. இதன்படி, ஆறு மற்றும் எட்டு வழிச்சாலை, 40 ஆயிரம் கோடி ரூபாய்; நான்கு வழிச்சாலை, 50 ஆயிரம் கோடி ரூபாய்; இருவழிச்சாலையை அமைக்க, 40 ஆயிரம் கோடி ரூபாய் தேவை என, நிர்ணயம் செய்து, திட்டப் பணிகளை, 10 ஆண்டுகளுக்குள் மேற்கொள்ள, ஒரு லட்சத்து 30 ஆயிரம் கோடி ரூபாய் தேவை என, மதிப்பீடு செய்யப்பட்டுள்ளது.

ஆண்டுக்கு ரூ.13 ஆயிரம் கோடி: தமிழகத்தில் தற்போது, ஆறு மற்றும் நான்கு வழிச்சாலைகள், 1,000 கி.மீ., மட்டுமே உள்ளன. எனவே, அரசின் தொலைநோக்குத் திட்டப்படி சாலைகளை மேம்படுத்தினால், சர்வதேச தரத்திலான சாலைகள் மாநிலத்தின் பல பகுதிகளிலும் ஏற்படுத்தப்படும். இப்பணிக்கு , ஒரு லட்சத்து 30 ஆயிரம் கோடி ரூபாய் மதிப்பிலான திட்டங்களை தொடர்ச்சியாகச் செயல்படுத்த, இத்துறைக்கு ஆண்டுதோறும், 13 ஆயிரம் கோடி ரூபாய் ஒதுக்கீடு செய்ய வேண்டும்.

மே மாதம் தெரியும்: தமிழக அரசின் இந்த ஆண்டுக்கான பட்ஜெட்டில், நெடுஞ்சாலைத் துறைக்கு, 5,651 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளது. ஏற்கனவே திட்டமிடப்பட்டிருக்கும் சாலை பணிகளுக்கு, இந்த தொகை செலவிடப்பட உள்ளது. முதல்வர் சட்டசபையில் வெளியிட்டுள்ள அறிவிப்பின்படி, திட்டங்களை நிறைவேற்றத் தேவையான நிதி ஆதாரம், தனியாரிடமும் திரட்டப்படும் என, தெரிவிக்கப்பட்டுள்ளது. எனவே, முக்கிய சாலைகளை கட்டி, பராமரித்து, ஒப்படைக்கும் நடைமுறையில், இத்திட்டத்தை நிறைவேற்ற அரசு முயற்சி மேற்கொள்ளும். நெடுஞ்சாலைத் துறையில் செயல்படுத்தப்படும் திட்டங்களுக்கான நிதி ஆதாரங்கள், செயல்படுத்தப்படும் முறை குறித்து, மே மாத இறுதியில், வெளியிடப்படவுள்ள இரண்டாவது தொகுதி அறிக்கையில், வெளியிடப்படும் என, முதல்வர் ஜெயலலிதா தெரிவித்துள்ளார். எனவே, இத்திட்டம் எப்படி உருவாக்கப்படும் என்பது அந்த அறிக்கை வந்தபின் தெரியும்.

This needs co-ordination with NHAI. Now only NH's are built with private partnership and we got good roads.

If private is allowed for upgradation of Tier II cities arterial roads, new bye-pass/city ring roads, important SHs, bridges etc, can change the infra much better.

Tolls can be introduced on SH too after 4-laning. But revenue generation out of city roads might not be possible.

Yes all major roads are with NHAI now, almost all of them are 4 laned except a very few. SH 4 laning may not yield so much of revenues for the Pvt operators to justify their investment. Govt should also contribute by paying Annuity (which already finds place in the vision doc). While improving SH, again proper Traffic density analysis should be done for deciding on the width of the road, otherwise it would be unnecessary locking up of resources on unproductive assets.

Tamil Nadu govt to hand-hold small entrepreneurs
The aim of the state?s Vision 2023 document is to boost the creation and sustenance of SME clusters

In a move to boost the micro, small and medium enterprise (MSME) sector in Tamil Nadu, the state’s government has come forward to address three major constraints – finance, infrastructure and marketing – of entrepreneurs.

Besides, the state government has also said it would hand-hold entrepreneurs while they start their businesses and play the role of a facilitator in finding customers for them. The state government also announced an allocation of Rs 150 crore for the MSME sector in its Budget for 2012-13.

The sector in Tamil Nadu is the largest, with 700,000 registered units operating in the state and providing 5,000,000 jobs. According to the state government’s estimate SMEs have made investments totalling Rs 32,000 crore in the state.

Tamil Nadu Chief Minister J Jayalalithaa, who released the Vision 2023 document for Tamil Nadu recently, has said that one of the strategic aims underlying Vision 2023 is to boost the creation and sustenance of SME clusters across the state.

The expected dual benefit is geographically diversified growth in the state and high employment generation, the latter being a characteristic of the SME sector.

According to the Vision Document, the main pillars for SME development include access to finance, a conducive regulatory and policy environment, access to technology, market access and infrastructure availability.

In a move to address these issues, O Panneerselvam, Tamil Nadu’s minister for finance, has said the state government will revamp all the District Industries Centres across 32 districts with better infrastructure at a cost of Rs 50 crore, so that these centres can serve as hubs for the promotion of MSMEs.

As a long-term policy, besides promoting clusters in new areas, the government will also form and promote industrial estates in areas where MSMEs are scattered amidst residential areas, to encourage these units to migrate there to avail of better infrastructure and uninterrupted power.

“I also expect that this initiative of facilitating the migration of units to defined areas of industrial estates will help in the upgradation of technology and reduce pollution and congestion in the residential areas,” said the finance minister.

In order to assist educated youth to become first-generation entrepreneurs, the state government announced in its Budget for 2012-13 that it will implement a new scheme called New Entrepreneur-cum-Enterprise Development Scheme (NEEDS) from 2012-13.

Under this scheme, educated youth will be given entrepreneurial training, assisted to prepare their business plans and helped to tie up with financial institutions to set up new business ventures. They will also be helped to connect with major industrial clients.

They will be assisted to avail of term loans from banks and the Tamil Nadu Industrial Investment Corporation (TIIC) with a capital subsidy of 25 per cent of the project cost (but not exceeding Rs 25 lakh) and soft loans with three per cent interest subvention.

Around 1,000 entrepreneurs will be trained each year under this scheme, and at least 50 per cent of the beneficiaries will be women.

The Entrepreneur Development Institute and TIIC will play a crucial role in this process. A sum of Rs 100 crores has been provided as capital subsidy and other assistance for this scheme in the Budget.

A good number of roads have been laid under the Pradhaan Manthri Rural roads scheme in some parts of TN. I have seen them with great quality in West TN (Palladam, Dharapuram region) and Sivaganga district and South of Madurai (Tirumangalam, Usilampatti areas)

Tamil Nadu to Ink More Investment Agreements: Jayalalithaa

The Tamil Nadu government will sign investment agreements with several automobile and auto component makers and come out with a series of industry-specific policies soon, Chief Minister J. Jayalalithaa said Wednesday.

"Tamil Nadu will soon sign memoranda of understandings (MoUs) with a number of companies, including both vehicle and components manufacturers," Jayalalithaa said, inaugurating the Daimler India Commercial Vehicle's truck plant at Oragadam, around 45 km from here.

Referring to the Vision 2023 document released by her recently, Jayalalithaa said: "My government is currently finalising a set of policy reforms that will translate my vision into reality."

Jayalalithaa said the government would soon announce industry-specific policies for automobiles, auto components, biotechnology, aerospace and renewable energy with special focus on solar power generation soon.

"The new industrial policy 2012 will accelerate the pace of growth of the manufacturing sector to 14 percent," she added.

She said the government was committed to improve the infrastructure network in the state by laying 2,000 km of six- and eight-lane expressways and 5,000 km of four-lane highways and providing 20,000 MW of power capacity before 2023.

Jayalalithaa said the state government had offered attractive package to support Daimler following which the latter has agreed to scale up its investment to Rs.4,000 crore as against its original investment plan of Rs.3,000 crore.

Tamil Nadu’s Grand Growth Vision; Rhetoric Or Reality?

Do stretch goals and 10-year growth targets work when set by the states of India? Some would argue that the setting of a vision and a target for spending itself is a start. The cynics would say bigger promises don’t mean corresponding delivery.

IndiaSpend’s Dhritiman Gupta looked at the ambitious Vision Tamil Nadu 2023 document presented on 22th March, 2012, a few days before the State Budget was presented. But in order to assess how this Vision document could hold up, he began with the Tamil Nadu 2012 State Budget and did some careful extrapolations. We leave it to you to be the judge.

As a background, Tamil Nadu is one of the few states in the country with a very high number of giveaways. They range from free rice, school uniforms, footwear, laptops and free healthcare. The approximate total for just 2012-13 for this is: Rs 9,000 crore.

There is considerable (and perhaps laudable) spend on education related areas such as textbooks, kits and uniforms. But the amounts are large and would call for careful monitoring to ensure proper delivery.
