‘Construction work to start next month’
Construction work on Mareer Chowk Tunnel project is going to be started next month and the project would help resolve the traffic congestion problem at the busiest chowk of the town. The project’s estimated cost would be over Rs 352 million. After construction of new tunnels on the both sides of the Mareer chowk Railway-overhead bridge the chowk ould be a signal free chowk. Earlier, the PC-I of the project was sent to the government for final approval and grant for the project and now the grant in this regard has been released by the Punjab government. According to spokesman of city district government, No Objection Certificate (NOC) in this respect has also been obtained from the railway department. Earlier a proposal in this regard was presented to the CM requesting that the project should be started as there is huge traffic load at Mareer Chowk and the traffic mess at the intersection creates problems for the citizens. It was also mentioned that due to the traffic congestion, the motorists have to wait 10 to 30 minutes normally besides long lines of vehicles are witnessed there. In order to provide relief to the citizens and for the resolution of traffic problems Chief Minister Punjab Muhammad Shahbaz Sharif had given approval of the project and now a grant for the project has also been released. The Mareer Chowk Tunnel project will resolve the traffic congestion problem. City District Government sources told that construction work on mega projects of Rawalpindi city, Sixth Road Flyover, Peerwadhai Road Flyover and underpass projects would also be started soon. The Commissioner Rawalpindi Division while chairing a meeting held here recently directed the departments concerned that solid steps should be taken to shift the utility services from the proposed sites of the projects so that the construction work could be started soon. The Sixth Road flyover and Peerwadhai Road Flyover projects are good and would help improve the traffic flow on Benazir Bhutto road and Peshawar Road. Online adds: The citizens and traders of the city have demanded a flyover on Sixth Road to ease the traffic load on the busiest Benazir Bhutto Road. The stop timing on Sixth Road traffic signal are very long, as the people have to wait long there, which does not only waste their time but also irk the citizens. The people said that the flyover on the road at the point of Sixth Road became imperative as it the four way traffic on the road impedes the smooth flow of traffic due to which people especially students often get late form offices and schools. The traders said that CM Punjab promised to construct flyover at Sixth Road, which was not fulfilled yet. They appreciated that Punjab government built a flyover on Chandni Chowk that helped to resolve traffic problem on the busiest juncture of the city to some extent but the traffic blockage at 6th Road waste the precious time of the people. The people asked CM to launch the construction work of flyover on 6th Road like Chandni Chowk at earliest to get rid of traffic jams on this important point of the city as most of educational institutes and offices are located in the area.

Work on Rehmanabad-Sixth Road flyover yet to kick off
Preliminary report of the project has been forwarded to the Punjab PSDP for approval, says NLC engineer The Punjab government, which made tall claims of constructing another flyover from Rehmanabad to Sixth Road, has so far failed to materialise it into reality despite passage of more than six months. It merits mentioning here that Punjab Chief Minister Mian Shahbaz Sharif, while inaugurating the flyover from Chandni Chowk to Rehmanabad in March this year, had pledged to give the people of Rawalpindi another flyover from Rehmanabad to Sixth Road in next three months. However more than six months have elapsed but the tall claims have not been transformed into reality. Moreover, according to official sources, the Punjab government has also not made any allocation of funds in the budget for this mega uplift scheme in Rawalpindi. Instead of working on this project, the Punjab chief minister paid his attention in implementing schemes of expansion of Peshawar Road and construction of underpass at Pirwadhai Morr in March this year. Sizeable funds were also allocated for these two schemes of high nature, but amount for much trumpeted flyover from Rehmanabad to Sixth Road not provided in the annual budget by the Punjab government. According to sources, the project of flyover would be executed by National Logistic Cell and not by RDA. NLC had done work on flyover from Chandni Chowk to Rehmanabad in period of three months. Due to non-implementation of mega project of flyover, problem of traffic congestion occurs from Rehmanabad to Faizabad Chowk during office hours and school and college timings. When this correspondent tried to approach the officials of city district government, Rawalpindi, including District Coordination Officer, Captain ® Saqib Zafar, he was not available for comments. However, NLC Engineer Naveed Ashraf dealing with the project informed that the preliminary report of the project has been forwarded to the PSDP, Punjab for approval. In this connection, a meeting was convened today (Tuesday) however; it was postponed due to some reasons. He said that an amount of Rs1,042 million would be spent on the project, which would be completed in 130 days from the time of inauguration of work on it. However, he did not disclose the exact date as when the construction work on the project will kick off. “It depends upon the approval of the project by PSDP. If the project is approved then work on its feasibility and study, designing would be done and it takes at least two to three months,” he added.

Heavy Machinery reached 6 road - Muree road intersection, i think it's for flyover at 6th road. Hope work start in few days. Right in front of Midway mall on main Muree road saw machinery for pile work and construction material.

Civilians can own inherited property in Cantonment
RAWALPINDI, Aug 29: Civilian residents of the city Cantonment can, at long last, look forward to owning the properties their ancestors had built on leased land in the 19th century. On Wednesday, the Rawalpindi Cantonment Board (RCB) formed a three-member committee to simplify the legal procedures that the inheritors of the properties found too fastidious to get the properties transferred in their names. An announcement by the RCB said the move would facilitate the “regularisation of the property (standing) on Old Grant lease into commercial units” and asked the holders of the more than 3,000 of such properties to do that by December 31, 2012. It recalled that the Military Lands and Cantonments’ Old Grants lease policy provided people the opportunity to establish legal ownership of their property within cantonments on rational terms and conditions. It was in 1857 that the British colonial rulers invited civilians to construct shops and residences in the Rawalpindi cantonment to provide civic services to soldiers. They were allowed to construct buildings but the ownership of the land granted to them remained with the British government. After the creation of Pakistan, some changes were made in the lease terms, which put “the old grant properties” in the hands of the government. That created unrest among the inheritors of the properties. In 1996, the federal government decided to convert the old grant lease into permanent lease and the Cantonment Board authorised the holders of the properties to further develop them. Most of them converted their properties in and around Saddar, The Mall, Tench Bhata, Lal Kurti and Royal Artillery Bazaar into commercial units and the Board collected millions of rupees in taxes from them. However, only a few of lessees applied for regularisation of their old grants because of the red-tape and high fee that the board charged for that. The committee now formed to simplify the procedure comprising RCB member and former RCCI President Rauf Chaudhry, Brigadier (Retired) Mohammad Jabbar and RCB Additional Cantonment Executive Officer Shakeel Anwar Jappa. The committee is tasked to persuade and help the old grant lease holders to regularise their properties in accordance with the Board’s rules and regulations. Under the new policy, the Military Land and Cantonments will charge Rs500 to Rs1,000 per square-yard for commercial and Rs250 to Rs500 per square-yard for residential plots as development charges. It will collect premiums at District Controller rates of the property if the person applied for transfer of the land in his name. However, premium for residential properties measuring less than five marla will be given special concession. RCB Cantonment Executive Officer Rana Manzoor Ahmed Khan told Dawn that the old grant policy would benefit most the traders who converted their old grant lease into commercial units. “The government can cancel old grant lease any time but after the regularisation, the lessee will have the right to use the land for next 200 years without renewal of the lease,” he said. Mr Khan said the Board also approved Rs70 million worth of new development schemes in the different areas of the cantonment, including construction of roads and laying water supply lines.
