AAI seeks land for new terminal
The prospect of a new domestic terminal, adjacent to the world-class international terminal complex here, has brightened with the Airports Authority of India (AAI) approaching the State government again for 32.8 hectares of land to set up the terminal and ancillary facilities. The proposed domestic terminal, adjacent to the terminal complex that had come up on the Chakka side, was part of the third and final phase of the ambitious master plan conceived by the AAI in the 1990s. The delay on part of the State government to acquire and handover the land required (for the domestic terminal) had forced the AAI to go ahead with the construction of the international terminal and commission it. At present, international operations were being carried out from the New International Terminal Building (NITB) and domestic operations from the old international terminal which was refurbished. Airport Director V.N. Chandran had recently met Chief Minister Oommen Chandy and discussed land allocation and other issues concerning the airport. As the domestic terminal and the cargo complex was on the Sanghumughom side, AAI sources told The Hindu that it had been creating problems for airlines and passengers. The construction of a new domestic terminal adjacent to the NITB would have benefited the passengers as it was close to the National Highway 47 bypass and the city. It would facilitate easier operations for the airlines, sources said. Of the 32.8 hectares sought, 39 cents would be from the coconut farm near Valiyathura. The AAI had also demanded shifting of the Kaniyankara temple and the Chakka Oldage Home. The authority had also sought one hectare of land near the Arat gate, near Vallakadavu. The State had also been asked to provide 2.4 hectares of land for the construction of a parallel taxiing track. AAI sources said the State had also been asked effect the essential changes in the Revenue records. The State had spent Rs.41 crore for the approach road and a bridge across Parvathy Puthanar to the Rs.300-crore NITB. As much as Rs.100 crore had been spent to acquire land for the first and second phases. The functioning of the Thiruvananthapuram International Airport Development Society, set up to spearhead development works of the airport, had stopped a year ago. http://www.thehindu.com/news/cities/...cle3806444.ece |

CM to lay stone for BSF SHQ tomorrow
Chief Minister Oommen Chandy will lay the foundation stone for the Sector Headquarters (SHQ) of the Border Security Force (BSF) in Thiruvananthapuram on Friday. The SHQ is coming up on 15 acres of land at the Sewage Farm, Muttathara. Currently, the BSF SHQ is operating out of temporary offices at Sasthamangalam. The Kerala unit of the para-military force was formed three years ago, and the SHQ controls BSF battalions in Thrissur, Kozhikode, Coimbatore and Karahalli in Bangalore. The primary aim of the BSF unit in Kerala is to assist retired personnel and to provide aid to the state police in times of contingencies. Home Minister Thiruvanchoor Radhakrishnan will lay the foundation stone for an administrative block. Foundation stones will also be unveiled for mess facilities and a residential complex on the occasion. Mayor K Chandrika, IG (Frontier HQ, BSF) S A Khader, former DG BSF and Kerala DGP Raman Srivastava and DIG BSF Thiruvananthapuram George Manjuran will be present. The State Government had earlier announced that land would be allocated to the uniformed forces at Muttathara. The Southern Air Command of the IAF also has been allocated land in this area, where they plan to establish accommodation facilities. http://newindianexpress.com/cities/t...icle594287.ece |

Vision document ready; council awaits guidelines
The city Corporation is still awaiting the State government’s guidelines regarding fund allocation and subsidies for the various schemes that the local body is envisaging as part of its 12th Five-Year Plan. The recommendations made during a development seminar on August 18 will be examined and woven into the draft on August 23, when a meeting of the 19 working groups has been scheduled. Saturday’s seminar involved ward-level officials to scrutinise the report and offer suggestions. “We cannot elucidate on the specifics of the plan without getting the allocation finalised by the government. Currently, what we have is a vision document identifying areas that needs work and we have also estimated the financial input required,” Corporation coordinating officer Ravindran Nair said. He added that the Corporation had so far performed as per schedule, appointing the working groups, creating a draft plan, conducting a seminar — all for finalising the Five-Year perspective plan for 2012-2017, in addition to the annual 2012-2013 plan and the two-year rolling plan for 2012-2014. The new guidelines seek to make the implementation process more effective and cut down the time taken in formulating yearly programmes. “In 2007, there were instances where certain programmes were fixed, but the government did not grant approval or the necessary subsidies, leading to the cancellation of a few schemes,” said Mr. Nair, emphasising that it was necessary to look through such details in the formulating period itself. Suggestions put forth during the discussion held on Saturday included developing online facilities for zonal offices and cleaning up of ponds in the city. The meeting also addressed a lack of financial support envisaged for a few sectors, including agriculture, public works, and sports, Mr. Nair said. As per government guidelines, each working group consists of a maximum of 17 members. This step will be followed by further scrutiny by the standing committees and the steering committee, before the council gives the final nod for the development plan. |
