Tarlac-Pangasinan-La Union Expressway to open in May 2013

TARLAC CITY, Aug 16 (PIA) -- The 89-kilometer Tarlac-Pangasinan-La Union Expressway (TPLEX) will be partially opened to motorists by May 2013.

“Although the completion of the project is set to be way earlier than the new proposed date, some issues and concerns were being taken cared of before we could begin a particular segment such as right of way problems," TPLEX Project Manager Johnson Villar said in a meeting with the project monitoring committee of the Regional Development Council and independent consultant
Some lot property owners have put up barricades in their areas to disrupt construction activities until they receive full payment in spite of an already issued Writ of Possession to their properties, Villar said.

Villar said heavy rains and severe flooding also resulted in suspension of work due to unfavorableground conditions at site, hence incurring huge slippage.

An all-Filipino consortium composed of R.D. Policarpio and Co. Inc., C.M. Pancho Construction Inc., New Kanlaon Construction Inc., D.M. Wenceslao and Associates Inc., J.E. Manalo and Co. Inc., and D.M. Consunji Inc. currently handles the TPLEX construction.

The road is initially eyed to have two lanes and subsequently expanded to four when capacity reaches 25,000 vehicles per day.

Once fully operational by July 2014, it will provide seamless travel to Ilocos, Cordillera and Central Luzon regions as it will be linked to the North Luzon and Subic-Clark-Tarlac Expressways. (CLJD/JGB-PIA3)

Pagdating ng May 2013 at hindi pa bukas yan kahit Section 1 dapat pasagasaan na si Pison sa sangkaterbang deadlines na hindi na nameet

sinabi naman niyang "will be partially opened" kaya Tarlac-Rosales lang ang magbubukas

And I doubt if in the span of 1 year mula 2013-2014 ay aabot na hanggang La Union yung expressway, following its slow pace ng construction sa Tarlac-Carmen section

Yup sa Rosales nag-umpisa ang construction dahil sa mga problema sa land acquisition sa Tarlac Area.

magulo nga yung sinabi niyang "although the completion of the project is set WAY TO EARLIER TO THE NEW PROPOSED DATE"

pero baka ang ibig niyang sabihin ay matatapos ang project nang malayong mas maaga kaysa sa target completion date, say ang target completion date ay Dec 2013 pero matatapos ang project ng July 2013

logical naman ang statement na iyon.
agno viaduct started 1st quarter , recent naman ang sctex-tplex link.

kahit rosales ang naging start ng construction, ang original direction ng project is from south to north.

understandable ang delays kung caused ng natural calamities,
pero yung delays dahil sa compensation na kulang,
mga undocumented land ownership,
iyon ang mga dapat sisihin

Sison, Pangasinan


just got curious of this place because of an old issue of transferring the toll plaza from original plan at rosario, la union.

btw, manila north road is 3 or 4kms away from the bued river.

question, where is the right of way of the project? the blue line beside the river or the red line parallel to mnr and traversing a small space?

Oo isyu iyan last year. I-tatransfer raw yung terminus ng expressway 7 kilometers away mula sa Saitan Junction sa Rosario. Probably dadaan na siya then more on Sison at baka sa may Santo Tomas, LU junction na siya mag-end. That would be additional cost sa construction. Pero kinalaunan stick to the original plan parin ang final say ni DPWH Sec. Singson.

Posibleng sa Red line mag-traverse yung Expressway. Pag sa blue line kasi, maraming parte ng river ang tatamaan. kailangan diyan ng viaduct kapag ganoon

Dahil after Urdaneta section ay sa west side na ng Nationa Highway magtatraverse ang expressway, kailangan ng ROW na diyan, be it underpass or overpass

flood control is always a concern in Pangasinan.
maraming barangay road ang madadaanan, underpasses are needed to cross the other side.

if tplex will be partially opened next year,
we need to pass sctex and get ticket at mabalacat toll plaza.
where we will pay the toll if you are entering tplex tarlac toll plaza?

when TR3 opened to connect slex and star tollway, they built a toll barrier for motorist to pay their use of TR3.

is tplex and sctex already integrated in toll fee collection?

may credibility ito dahil mismong project coordinator nagmula.
i recall last year na magkakaroon ng partial opening hanggang gerona.
ang nagsabi ay isang dti official.
