SAN FERNANDO CITY, La Union — At least 20 houses were destroyed or damaged when a whirlwind swept across three barangays in this city shortly after noon on Monday, the Office of Civil Defense in Region 1 reported Tuesday.

In his report to the National Disaster Risk Reduction Management Council (NDRRMC), OCD Region 1 Director Melchito Castro identified the barangays affected by the whirlwind as Ilocanos Sur, Ilocanos Norte, and Poro, all in this city.

The whirlwind occurred around 12:30 p.m., causing wreck to 10 houses in Barangay Ilocanos Sur; three houses in Barangay Ilocos Norte; and seven more in Sitio Tawi-Tawi, Barangay Poro, said Castro.

BAGUIO CITY—Kennon Road may not be included as a toll road component of the Tarlac-Pangasinan-La Union Expressway (TPLEx) after government engineers realized that its modernization would be too expensive if private investors are allowed to recover their expenses through toll.

Wayne Naban, chief of the Baguio-Bontoc-Kennon-Naguilian Toll Road Office, said teams from the Department of Public Works and Highways and the National Economic and Development Authority reported that the reengineering and design proposed for the 107-year-old road would require a huge investment.

The agencies were asked to determine whether modernizing Kennon Road could be covered by public-private partnership arrangements, he said. Vincent Cabreza, Inquirer Northern Luzon

balak rin na i-pprivatize nalang yung Kennon road, so ang mangyayari may bayad na kapag dadaan ng Kennon road. Pag bibiyahe galing ng Maynila, mapipilitan na sa Marcos Highway (now Aspiras Hgwy) dadaan. Kung ganoon expect then a toll plaza sa Rosario

As per Kennon, isinasara ito agad kapag may bagyo o kaya kapag panahon ng mga monsoon rains. laging may landslide rito. kung minsan beneath the road pa ang na-eerode. Malaki ang maintenance expenses rito

Oo Aringay Mall iyan. actually super tagal na ng construction niyan, since 2008 pa nagsimula ang construction niyan. hindi pa tapos sa ngayon pero malapit nang matapos, pero sana matapos na agad
