New GM for Mangalore SEZ

This is a huge project that will transform India. Piped gas is something that is available in many countries around the world . India needs to join the league. There will be huge employment opportunities all over India for power engineers as the NATIONAL GRID expands in India. I hope land aquisition is transparent and people do not create unnecessary hurdles as is always the case.This is a basic necessity and not luxury. This will pave the way for heating in homes during winter in the northern states .Currently the options are very limited.

Earlier Reliance Logisitics had a plan for Mangaluru-Bengaluru gas pipeline. No news on this plan now.

6.7.13 SEZ in port

NMPT has decided to participate in the Special Purpose Vehicle (SPV) for the development of the Mangalore Special Economic Zone (MSEZ), almost adjacent to the New Mangalore Port.

A part of the port territory (some 300 acres) is to be handed over to the SEZ and will be connected to other SEZ areas by a special dedicated corridor. The port area selected is southwest from the present KIOCL berth 8 and includes the back area behind berth near 10/11.

On the port area southwest of berth 8 (now forest) plans are made to install a LNG jetty and a liquid gas tank farm. The LNG gasification plant would in this plan be located south of and outside the port area, along the coast. Studies were made to assess the feasibility and the environmental and navigational hazards.

An extraordinary situation may eventually occur that handling of cargo becomes tax free (according to SEZ rules) while other handling outside the SEZ, remain taxable. This unequal (and fair competition disturbing) playing field for cargo handling operations may create discrimination between customers due to tax differences. Such a situation should be avoided. The consultant has no specific recommendation in this respect, other than ensuring fair competition.

The SEZ, having another principal goal and strategy than the NMPT (e.g. establishing industries), may desire to use NMPT port land for so-called “port based“ activities. This could be accepted by NMPT as far the activities are essential (core) to the ship-shore operations of the port. No secondary activities (stuffing/stripping of containers, distribution centers, product manipulation, long time storage, etc) should be allowed, no matter how attractive these activities financially may be. The NMPT should protect its prime goal (mission) and refrain from any non-core activity. The consultant nevertheless
supports the development of the SEZ as such (primarily outside port area) in view of the new cargo flows that will be generated from local industries. It is expected that in particular the container flows will further grow once the industrial operations are established.
This is 'Port based SEZ'. There is a proposal for FTWZ nearby port. Whether FTWZ is within port area or outside is not known. (FTWZ = Free Trade Warehousing Zone). And whether FTWZ and 'Port based SEZ' are the same project is also not known. Smartech Infrastructure (P) Ltd had signed a EoI for FTWZ during Karnataka GIM-=2012.

Your Company has already procured from Wartsila, Finland, three Dual Feed DG sets. The balance three DG sets and the Ammonia – Urea plant modification are
expected to be ready synchronized with gas supply.
So, modernization programme for switching from Naphta/Furnace oil to Natural Gas is going on.

MCF's Profit Before Tax is Rs. 102.47 crores and Profit After Tax is Rs. 69.10 crores for the period 2011-2012. Fot the period 2010-2011 Profit Before Tax is Rs. 111.60 crores and Profit After Tax is Rs. 77.54 crores.

BASF bets big on leather

CGEL to build $4 billion LNG terminal in Karnataka

US- based Composite Global Energy Ltd (CGEL) is planning to build LNG terminal in Karnataka government has reportedly given a nod to the project. The project is likely to come up at Mangalore where exploration major ONGC too has shown interest to set up LNG import terminal.

When contacted, J Jayer Thack, Chairman, Composite Global Energy LTd, Ohio, USA, chose to play it safe by saying, “We have submitted the project details to Karnataka Government which we want to implement. The project will supply gas to the state and its people”.

"We have actually signed an expression of interest in recently held global investors meet for supply of gas which will have an investment of $4 billion in LNG facilities such as a regassification plant near Mangalore or any other area, that would be found suitable for the project," said Jayer Thack. According to the company sources a minimum of 80 acres of land may be required for the project.

The deal is being negotiated by Power Company of Karnataka Limited (PCKL) and Composite Global Energy Ltd(CGEL) for setting up LNG terminal and Composite Global has agreed to provide gas at a fixed price for 20 years.

The company has also taken up plans to supply gas to Bidadi and Taladi Power plants for which the Karnataka government had signed an agreement with CGEL, explained the sources.

I think it is Tadadi instead of Tatadi. (Bidadi rhymes well with Tadadi as per English spelling but not as per pronunciation). Check GIM Karnataka.

An old news states that ONGC in talks with Mitsui for LNG terminal at Mangalore. But now, it will be Composite Global Energy Ltd (CGEL)?

As in post #204 above (Development of Business Plan For New Mangalore Port Trust) there is a problem of berth expansion and safe maneuverability of large ships carrying LNG with the existing plan of having LNG terminal on South-West side of the port. The above report mentions that they require 80 acres land. But, due to space congestion, they may even opt for offshore LNG Terminal like SPM system for crude oil depending upon cost effectiveness.

Mangalore Refinery and Petrochemicals Ltd's expansion capacity will reach 21MT in 2021

Sudhir Vasudeva, chairman, MRPL and CMD, ONGC Ltd briefing reporters at the end of 24 thannual general meeting of MRPL here on Saturday said the proposed capacity expansion to 21 MT is as per the plan perspective of the ONGC group. MRPL is a subsidiary of ONGC. "We have drawn up a perspective plan ONGC 2030 and this will see the capacity of MRPL raised to 18 MT first, and then to the proposed capacity of 21 MT," Sudhir Vasudeva explained.

The expansion project is as envisaged in a memorandum of understanding signed with the state government at the recently concluded Global Investors Meet 2012, Vasudeva said adding it would entail an investment of Rs 8000 crore. Vishnu Agarwal, director (finance), MRPL said while the capacity increase to 18 MT will be on the strength of inhouse efforts, there is need for additional infrastructure to take it to the projected capacity of 21MT in the next nine-years.

PP Upadhya, managing director, MRPL pointed that the successful commissioning of the crude distillation unit and the vacuum distillation unit of phase III project on March 29, two-days ahead of the sunset date for availing benefits under section 80(B) of the Income Tax Act has given a big boost in increasing refining capacity to 15MT. However, continuous delays in captive power plant being built by BHEL are hampering scaling up refining capacity to the 15 MT, he said.

On the first quarter loss of Rs 1,521 crore this fiscal, Upadhya said this is a cyclic phenomenon. Noting that things had improved vastly in the second quarter, Upadhya who hoped for better numbers said the issue of water shortage that forced MRPL to shut operations for more than 10-days in April this year will be addressed in time before next summer. The state government has sanctioned an additional 2.5MGD of water for sustained operations, he added.

Mangalore: MRPL's Refining Capacity Increased to 15 MMTPA: Chairman

In the financial year 2011-12, the company has earned a net profit of Rs 9086 million against net profit of Rs 11,766 million during the previous year. He reasoned the decline caused from reduce in crude prices, rupee value and through-put levels. The boards of directors have recommended a dividend of 10 %, Rs 1 per equity share in view of the on-going project investment and the reduced profitability.

The company has achieved an overall progress of 96.5 % as of September 1, 2012 in phase III project and is in the process of progressive commissioning of Diesel Hydro Treater Unit (DHDT), Sulphur Recovery Unit (SRU), Captive Power Plant(CPP), Petro Fluidized Catalytic cracking unit, delayed coker unit and coker gas oil hydro treater unit, in the sequential order.

He also said that the company suffered a net loss of Rs 15,210 million in the April-June quarter of financial year 2012-13 as the refinery was shut down for more than 10 days due to water scarcity. However, he added that as the new dam at Thumbe will be completed by March 2013, there will not be any problem of water supply as it has a water storage capacity which would be available for 25 days. Also, a sewage treatment plan will meet the water needs in the future years. “Every day there is need of 6.5 MGD water,” he said. “There is plan to procure crude oil from Iraq and Kuwait in future,” he revealed.

In the recently held Global Investors Meet by the government of Karnataka, the company has signed an MOU worth Rs 80,000 million envisaging enhancement of their fining capacity of 21 million tonnes per annum by 2020 and adding newer product, PTA in its product range.

SPM to start trial run by Sept end: MRPL MD

The ambitious Single Pooint Mooring (SPM) facility along with coastal booster pumping station located about 16 kms away from the sea shore, is expected to be commissioned on September 20, informed MRPL Managing Director P P Upadhya.

The facility set up at an estimated cost of Rs 10,440 million, has a draft availability of more than 30 metres for handling Very Large Crude Carriers (VLCC).

Speaking to media persons soon after the 24th annual general meeting at MRPL premises near here on Saturday, he said the SPM is 99 per cent ready and the firm is awaiting better weather conditions to commission the facility. “The facility will take trial operation latest by September end,” he said.

Stating that SPM facility offers practical solution to many constraints and entails a number of advantages to MRPL, he said that use of VLCC will reduce the average freight cost of crude, enhance flexibility to receive opportunity crudes from West African and Latin American countries, de-congest existing jetties at New Mangalore Port and will also help in handling more petroleum products.

Explaining the facility, he said that once the crude arrives at the point, the crude will be pumped to the Indian Strategic Petroleum Reserve Limited (ISPRL) underground cavern at Mangalore and Padur (in Udupi dist) for storage. “However, the full benefit of this project will only be available once the ISPRL caverns are operational,” he said.

Retail outlets

To a query on the delay in opening the retail outlet near Kadri Park, he said the facility is under dispute (litigation) and the next hearing is on October 29.

On the other hand, though the ONGC-MRPL has license to open 1,100 retail outlets, the firm would lose about Rs 6 - Rs 7 on a litre of petrol and over Rs 10 on a litre of diesel due to under recoveries in the selling petroleum products. To another query on whether the rise in diesel and LPG prices would benefit the MRPL, CMD Sudhir Vasudeva said that it is too early to rejoice.

Four-laning will be completed by May: Moily

This will not require forest land as the British government had itself planned a 40 metre road the Agumbe Ghat even before the independence.

He said the proposal to develop NH-13 covering Sholapur-Theerthahalli-Sringeri and Karkala-Moodbidri-Mangalore is being considered. However, there are many hurdles in the entire stretch.

So the NH officials have come up with alternatives favouring two-lanes and four- lanes depending upon the geography of the area.

Moily said although 3,000 acre of land had been reserved for SEZ in Udupi district, there had been no progress despite holding talks with the district administration.

The minister said that he is contemplating to introduce a national policy supporting the idea of 24 hours power supply to the entire taluk where the power project is situated .

Great news that Udupi is going to get another SEZ. This could be a multiproduct SEZ? Once again environmental impact is a concern.

Great news on 24 hours power supply. Udupi Taluk will get 24 hours supply as UPCL is there. Hydel projects like Varahi should enable same to other taluks like Kundapura and Karkala in Udupi district. Even in Dakshina Kanndada districts many of Hydel, Gas based power plants, etc should enable 24 hours supply in each Taluk.

There is also a possibility that this could also be a Petrochemicals SEZ. IOC is planning for another refinery in western coast and there may be many more including B R Shetty Group.

There is also Kasargod district in south with a huge land bank of 13,000 hectares. Check my post #199 in "Kasaragod Projects and Cityscapes" thread. I don't know why no SEZ is planned in Kasargod.
