I'm loving it. Every African city should have a plan for an extensive BRT like Dar's. if/when its all in place the city can build its metro system and stations around this map.

Over 2,000 daladalas to be taken off Dart routes Send to a friend
Sunday, 04 November 2012 09:06

By Louis Kolumbia
The Citizen Correspondent

Dar es Salaam. Over 2,000 commuter buses will be hived off the routes that will be covered by buses under the Dar Rapid Transit Agency (DART) when it finally kicks off.

Under the plan the buses would be relocated new routes not covered by Dart, with special focus on the city’s outskirts that face serious transport problems.

Drivers from these buses will be given an opportunity to train at the National Institute of Transportation (NIT) with expenses paid by the agency to enable them move along with the new system.

According to the agency, capacity building initiatives are underway to empower commuter bus owners to continue providing services under the new system. It said buses falling victim would be relocated to other routes.

The agency was expected to cooperate with a consultant in the capacity building initiatives that include evaluation of the negative impact brought by the Bus Rapid Transport (BRT) before buses were relocated to other routes.

These observations were made by the DART director of transportation and development, Ms Esteria Mlambo, in Dar es Salaam, in a paper on the BRT progress. The occasion was the Sixth Joint Infrastructure Sector Review (JISR) meeting that was attended by local and foreign transport stakeholders.

“Most places of the city are not covered by the BRT. Therefore the demand for commuter buses is still high and procedures will be made to ensure that the victimised buses are rescheduled to other routes,” she said, elaborating:
“The total number of buses to be withdrawn will be known after completing the project’s second feasibility study since it concerns general operations.”

The agency said the process to identify buses that would be withdrawn had started. Drivers from those buses and others not touched by the project would be taken to the NIT for training.

Ms Mlambo said it was compulsory for would-be BRT drivers to undergo training at NIT. Those from withdrawn daladalas would be privileged because DART was expected to cover training expenses, she said.

“We will bear training expenses for these drivers and accommodate them in the agency investment costs of the project…… terms and conditions will be designed to accommodate training of only qualified drivers,” she explained.
She said since DART was not going to own and operate buses but assist bus owners, drivers would not be guaranteed of employment.

As a result, they were supposed to impress bus owners who are also their employers.
Training for the BRT system was said to be the most important criteria for drivers seeking employment in the BRT project for the 2015 deadline to be met, according to Ms Mlambo.

“This is the government’s commitment that has the political will. Since donors have assured us of enough support, the 2015 commencement plan remains intact,” said the director, refuting claims of further extension of the deadline.

Ms Mlambo said during the implementation of transport operations, the agency designed a system of integrated transport fares. This would enable the public travel to and from various locations at reasonable and affordable costs, she said.

“That is to say, if one is travelling from Kimara along Morogoro Road, with Kigamboni being the final destination, then he/she will board another bus at the ferry area to Kigamboni using the same fare paid previously,” she said.

Timely completion of DART phase one, as a measure to overcome overwhelming traffic congestion in Dar es Salaam, was among resolutions reached by the Sixth JISR meeting.

The resolutions would realised through endorsement for implementation by ministries of Works and Transport, Prime Minister’s Office Regional Administration and Local Government (PMO LARG) and development partners.
