Oaks in our region do drop their leaves, but they also regrow new leaves almost simultaneously.
FWIW, the crepe myrtles outside my office (Polk/Franklin--outside the Hub) are quite shady. They're also really messy when flowering.

To me, before the city went ahead and decided to redefine a key component of the district's look, they should have at minimum been required to make a public presentation to the Barrio. Afterall, if an Ybor property owner wants to change the look of their structure, they must go through a binding approval process. I don't see why the city's activities aren't held to the same standard.
They'll be back at it in a few years saying they made a mistake and have to pull everything out to plant trees native to Florida!!!

^Hopefully not. This should at least be more attractive looking than oaks that have to get cut off to avoid power lines. Especially during the months when the trees are in bloom. I'm still concerned that they won't be very lively looking in the winter and early spring months though, when we get the greatest number of visitors coming to the area.

That's encouraging. Do you know how long they've been there by chance?

A while. I don't remember them being planted and they're pretty large. It's one of the shadier places in downtown, though the placement of the Tampa Theatre building also helps out.

Isn't there also like a grid of them there though, not single single row like will be the case in Ybor?

I think it just depends what species (?) of Crape Myrtle they are and how much they cut them back. My neighbor has one in their backyard that's a good 30' tall but they don't cut it back every year. It also doesn't flower much as a result.
