Now that Benham Rise is officially ours, it goes to say na nag-extend na ang territorial waters natin...

May tanong lang ako mga sir... lalong lalo na kay kuya Isagani...

Sa ngayun, politically, under ng anong lalawigan ang territorial waters ng Philippines na sumasakop sa Benham rise? Kung walang lalawigan ang nakakasakop sa kanya, anu ang status ng Benham rise including the territorial waters? will it be part of a Philippine province in the future?

People of CamSur reject split, senators told

A survey showing strong opposition among the people of Camarines Sur to a move to carve out a new province out of it should serve as a guide to senators in handling the bill creating Nueva Camarines, according to one of the critics of the move.

In a letter sent to senators, Gov. Luis Raymund Villafuerte said the survey, conducted at the time of the approval of the Nueva Camarines bill by the House of Representatives, showed 73 percent of residents of Camarines Sur oppose a new province.

The survey, conducted by the Philippine Survey Research Center (PSRC) among 1,200 respondents in Camarines Sur from July 30 to Aug. 15, showed only 25 percent of Camarines Sur residents are in favor of the bill.

It also showed that 92 percent of the province’s residents are aware of the issue.
The bill seeks to create Nueva Camarines out of the fourth district, bailiwick of Deputy Speaker Arnulfo Fuentebella, of Camarines Sur. It was approved by the House last Aug. 3.
Villafuerte said proponents of the bill are reviving efforts to pressure senators to pass the bill in time for the deadline for filing of candidacies on Oct. 5 to accommodate politicians who will run for positions in the new province.

Sen. Antonio Trillanes IV earlier identified Fuentebella and the governor’s father, Camarines Sur Rep. Luis Villafuerte Sr., as those behind efforts to divide the province.
The two congressmen have been frequenting the Senate to lobby for passage of the bill.
Sen. Joker Arroyo, another Camarines Sur native, said the creation of a new province is just a case of gerrymandering meant to accommodate officials on their last term, apparently referring to Fuentebella.

Governor Villafuerte sent a letter to senators saying House Bill No. 4820 “obviously lacks public support … contrary to the claims of its proponents.”

“The people are patently rejecting it,” said the governor in his letter.

Wala tayong matatawag na unincorporated territory (officially) kasi sa Pilipinas lahat ng piraso ng lupa ay sakop ng isang barangay, na sakop ng bayan o lungsod. Ang pinakamalapit siguro na halimbawa ay ang Scarborough/Panatag Shoal, na parang afterthought lang na inassign sa pinakamalapit na bayan (Palauig, Zambales). May batas na pinasa noong panahon ng mga Amerikano na lahat ng mga pulong hindi pa sakop ng kahit anong probinsya ay ituturing na bahagi ng pinakamalapit na probinsya, pero hindi kasama sa depinisyon ng teritoryo ng Pilipinas noon ang Kalayaan at Panatag. In effect, naging pormal na teritoryo lang ng Pilipinas ang Kalayaan nang itinatag ang munisipalidad noong 1970s. Ang Scarborough/Panatag Shoal naman ay hindi pa pormal na isinakop sa kahit anong barangay, bayan o lalawigan. Basta ayon sa interpretasyon ng gobyerno ng Pilipinas sa UNCLOS, ito ay bahagi ng teritoryo ng republika. Tulad ng Scarborough Shoal, ang kahit anong feature sa ilalim ng dagat, tulad ng Benham Rise, ay hindi pa naa-assign sa kahit anong LGU, dahil wala naman kasing mga taong maaring makatira doon na mangangailangan ng serbisyo ng isang lokal na pamahalaan. Sa tingin ko ay hindi rin makatuwiran na kung may mapagkakitaan mang yamang dagat (langis, gas, etc) mula sa Scarborough o Benham ay may mga piling barangay, bayan/lungsod o probinsya na makikinabang dahil nagkataon lang na sila ang pinakamalapit, kahit na wala naman silang kinalaman sa pamamahala o pagtatanggol ng mga ito.

Though hindi po ba, kahit na walang lupa, ang mga coastal waters ay nasasakop din ng isang probinsiya?

Kung hindi man ganun, ano po kaya ang magiging status ng Benham Rise? May mga bahaging tubig po ba ang Pilipinas na tulad ng Benham Rise ngayun ay walang nakasasakop na lalawigan?

The Federal States of the Philippines

Speaking at a briefing for reporters in Malacañang Monday, Leonen explained the ramifications of the agreement's provisions for a transition from the ARMM to Bangsamoro by 2016.

"Insofar as the major political commitments are made by this administration in that framework agreement, we see no necessity for now to amend the Constitution," Leonen said.

Charter Change is required to legalized the new autonomous State in the Southern Philippines.

The previous 14th congress resolution approved the proposed Federal States of the Philippines which could be seen in this link. Though several changes are expected but the planned Charter Change for the new constitution was approved by the majority member of the senate during the 14th congress.

The Visayas and Mindanao Language and Culture

The majority Visayas and Mindanao Language and culture have been rejected by the manila Government and discrimination persist to these groups.

In spite of the majority spoken language by the whole country is Binisaya or also called Bisayan (Cebuano), the Manila government insisted that the national language must pattern to Tagalog as the language of the people in the capital.

People in the remote Visayas and Mindanao strive hard to understand Tagalog but always failed and finally give up to get involved in the Manila political discussion as it could not be understood by the majority Filipinos in the Visayas and Mindanao.

People from Visayas and Mindanao are always at the last priority in anyway. Job applicants from Visayas and Mindanao are less entertained compared to the people from the Katagalogan regions.

The discrimination of Visayans and Mindanaoan seems to be never ending which independence from the Manila Government is the best solution. An independence that doesn't need to be a separate country from the Philippines, a genuine independence that the discrimination will end, and independence that the majority Spoken language "Binisaya" could be recognized as official language for both Bisayans and Mindanaoans.

Huge amount of taxes from Visayas and Mindanao are also sip by manila Government for its own development and less prioritized the impoverished remote Visayas and Mindanao Islands. Independence of Visayas and Mindanao could be the solution to have an even development in these regions in par with what is in Manila now.

kung magiging federal republic ang Philippines, dapat each state ay merong 2 Senators para lahat represented unlike sa present system, eh halos monopolized ng mga taga-Mega Manila ang mga seats sa Senado.

Malaki talaga advantage ng mga bayan sa Cavite dahil suburb sila ng Metro Manila. Ang mga economic activities na nangyayari sa Manila ay tulad na rin ng nangyayari sa Cavite at sa ibang pang province na nakapalibot kaya di nakakapagtakang magsulputan din ang mga bagong cities around the Metro...
