Aklan SP endorses full implementation of pook ecological-tourism development proj

KALIBO, Aklan--The Sangguniang Panalalawigan of Aklan has now officially endorsed the full implememntation of the Pook Ecological-Tourism Development Project in the capital town of Kalibo as part of the Master Plan for the Tourism Development Program of the Province of Aklan.
The project will serve as an alternate route of tourists disembarking at the Kalibo International Airport to proceed to Boracay Island via water crafts using the jetty port in Pook,Kalibo,Aklan.

The official endorsement was formalized through Resolution No. 2012-264 after the Technical Working Group has officially presented the conceptual framework and blueprint of the said project during the 34th Regular Session of the provincial legislative body on October 3, 2012.

The presentations were made before the body by Atty. Allen Salas Quimpo, the Executive Director of the Aklan Rivers Development Council; Engr. Roger M. Esto, Provincial Planning and Development Coordinator; Dr. Ricarte Javelosa, Consultant of the Provincial Government on Environmental Concerns; Engr. Edelzon T. Magalit, Provincial Engineer and Engr. Kenneth Almalbis, Provincial Environment and Natural Resources Officer.

Project components of Phase I of the Pook Ecological-Tourism Development Project are the construction of a Jetty Port, 20-meter wide Boardwalk, 30-meter wide Boulevard to extend from the vicinity of the Kalibo International Airport, a 10-hectare Mangrove Plantation and Waterways, construction of a Trade Hall for product showcase, coastal protection along the seashore with concrete jackstone and road concreting with embankment.

Altogether, Phase I of the project is estimated to cost some P39. 445 million with funding source coming from the Department of Agriculture, the budget of the Provincial Government to include its P 8 million award for the Seal of Good Housekeeping.

Phase II of the project may further extend to the construction of a Mall, Theme Park, Hotel, Infinity pool and Water Sports facilities.

You know what, kung wala ang Boracay. Ano na lang ayhan ang sitwasyon sang Malay. When it became a municipality in 1949, poorest gid ya sa bilog nga Aklan. Grabe da ang kalisod sang pagpangabuhi sang mga tawo. Laban laban wala gid ikasarang magpaeskuyla sa ila mga bata kag isa pa wala ya tertiary school. Makita mo na kon makabisita ka sa Poblacion. Try mo bala, pinakamingaw siguro nga Poblacion sa Pilipinas.

I agree with you! But now they have all the glory...if you visit their town plaza its quit boring but they have the power now for tourism. They maybe the poorest before but they have stood up and keep on developing very fast. They bring Billions not only millions to the government.

Gov’t resumes demolition of illegal structures in Boracay

ILOILO CITY—The demolition of illegal structures of a controversial posh resort on Boracay Island resumed on Wednesday despite brief resistance from the resort owner.

Glen Sacapaño, Boracay Island operations officer, said the demolition team was able to enter the Boracay West Cove after more than two hours of negotiations with lawyers of the resort, who had questioned the legality of the demolition.

The demolition continued on Thursday with the removal of cabanas and other structures, according to Sacapaño.

The demolition at Boracay West Cove started on July 19 upon orders of the Departments of Environment and Natural Resources (DENR) and Interior and Local Government.

The agencies ordered the demolition of illegal structures for violating the Forest Land Use Agreement for Tourism Purposes (FLAgT) issued by the DENR to the resort in 2009 during the term of then Environment Secretary Jose Atienza.

The resort built permanent structures in an area covering 3,159 square meters outside the 998-sq m area covered by the FLAgT, according to the DENR Environmental Management Bureau in Western Visayas.

A FLAgT allows the temporary use, occupation and development of any forest land for tourism purposes for a period of 25 years and renewable for the same period. The agreement covers forest lands to be used for bathing, camp sites, ecotourism destinations, hotel sites and other purposes.

Sacapaño, however, said the demolition has not been completed because of bad weather and disputes in the areas covered by the demolition order.

Resort owner Crisostomo Aquino repeatedly denied violating the terms of his resort’s FLAgT and questioned the legality of the demolition of parts of his resort in Barangay Balabag at the northern end of the 1,032-hectare island.

The demolition resumed after the DENR affirmed the delineation of the developed areas that were beyond those covered by the FLAgT.

Sacapaño said the demolition of all illegal structures would take longer because members of the demolition team would need backhoes and other heavy equipment to dismantle concrete structures connecting off-shore rock formations.

The DENR has reported that at least 150 residential and commercial establishments in Boracay violated several laws and regulations, including a requirement for structures to be at least 30 meters from the shoreline.

The illegal structures would also be demolished if their owners do not voluntary dismantle these, according to Julian Amador, DENR Western Visayas regional executive director.

Boracay tourist arrivals up by 37.03%

ILOILO CITY, Oct. 14 (PNA) – Tourist arrivals in Boracay Island in Aklan reached 932,648 in the first nine months this year, up 37.03 percent from 680,605 during the same period last year, according to the Department of Tourism.

Tourists from East Asia posted the highest arrivals with 267,155, of which 113,187 were Koreans.

Boracay also generated P17.15 million tourist receipts from January to September this year. (PNA)

Organizers said today that the event will be staged at Bulabog Beach in Aklan from December 10 to 15.

The Bulabog Beach is considered the mecca for windsurfing and kiteboarding in Asia and is regarded as a perfect venue for the event due to its water temperature in December.

Air temperature, meanwhile, is also suitable because of the northeasterly wind locally known as "amihan".

Every year, windsurfers and kitesurfers gather here for the world championships.

"The real advantage that Boracay has over other Asian destinations is the reliability of the north easterly wind. To organize major events, we need reliable conditions and this is what Boracay offers plus an exciting night life off the water," said Neil Pryde, one of the founders of the annual event.

Windsurfers may pre-register before November 12 and are encouraged by organizers to be in Boracay by December 8.

Boracay to use bigger 'red flags' vs waves

BORACAY Island – The local government of Malay, Aklan is eyeing to put a "red flag scheme" in the beach area of this island resort to minimize sea-related accidents.

This, after six persons including three Taiwanese drowned in separate incidents two weeks ago due to bad weather and giant waves.

A "red flag scheme" is imposed here to warn tourists not to swim far out in the sea due to giant waves. But the flags are inconspicuous because they are small.

The municipal government wants to put a larger red flag to warning to tourists wanting to swim at the beach.

First aid rescuers stationed in the beaches would then inform the tourists of the meaning of the raised red flag.

The local government hopes this would become effective in saving the lives of tourists coming to Boracay. (PNA)

MANILA, Philippines - Boracay offers more to visitors than probably any other island in the world. Named as “The World’s Best Island Getaway,” by Travel + Leisure magazine, it beat former pack leader Bali, the surfing capital of Asia, by almost three points and displaced such renowned surfing destinations as Hawaii’s Maui, Kauai, and Big Island as well as Australia’s Great Barrier Reef Islands by wide margins, surprising many travelers who had not yet heard of Boracay when the news was released. Even more startling was that during the survey, Boracay did not have surfing, possibly the other contenders’ major draw, as an attraction. Surfing is undisputedly the world’s fastest growing personal sport.

And now, through the magic of technology, Boracay is becoming a surfing island, too. A huge wave pool called “Tsunami,” that mechanically produces two to three feet of perfectly shaped waves every four seconds, just opened on the grounds of Boracay’s Crown Regency Resort and Convention Center primarily to teach kids and adults to surf in a safe, friendly, and conductive environment and for experienced surfing enthusiasts to enjoy exhilarating, no-fuss surfboard rides and feel the “stoke” the sport produces without having to go to distant destinations where waves may not be available when they get there. In a wave pool, waves are there on demand, so surfers are sure to surf. What’s more, natural hazards like undertows, rip currents, sharks, jellyfish, and the like are not present.

Indeed, one can now say that “surf’s up!” in Boracay with the introduction of wave pool surfing and the Wave Rider, a padded, slanted surface with a rushing current of water that guests can bodyboard or skim over. Surfing is the new catchphrase on everyone’s lips on the island these days.

To make sure the surfing lessons and surfing operations are run close to perfection, Richard King, chairman of Crown Regency Hotels & Resorts, has named the Philippine Surfing Academy as the exclusive concessionaire of the surfing facilities. Philippine Surfing Academy (PSA) delivers quality courses for all levels of surfing. It developed the safest, fastest, and easiest basic surfing lessons program by conducting them in the controlled environment of a wave pool starting out at the humongous wave pools of the Club Manila East, a water park and resort situated in Taytay, Rizal, only 30 minutes away from Ortigas Center. It also conducts surfing lessons and tours at the best surfing destinations locally.

The school is an internationally accredited surf education facility by the Academy of Surfing Instructors (ASI) Australia and the Philippine Red Cross certifies its instructors. PSA president and owner Paolo Soler, a devout advocate of surfing since 1997, learned to surf in San Juan, La Union and has since traveled and surfed much of the best waves around the Philippines and in Bali, Indonesia. He saw firsthand how massive the surfing industry was in Bali and its great contribution to tourism. He also learned how it could be a dangerous sport if not done properly, without proper training and certification. Soler is the first Filipino to be internationally certified as a professional surfing instructor by ASI.

PSA has started conducting lessons at the Tsunami wave pool in Boracay and anticipates a growing market that will have foreign surfing enthusiasts who are on the island taking these lessons in great numbers. “Tourists will naturally be attracted to learn how to surf while visiting the island,” Soler says, adding that the Philippines being a world class surfing destination is bound to also be one of the leading spots where foreigners interested in surfing will want to take their lessons. His school has turned out over 6,000 new surfers since it started operations barely four years ago. With Boracay now one of its units, the school indisputably becomes the largest surfing school locally.

The basic surfing lesson is a two-hour session that includes classroom lessons covering surfing basics in terms of its fundamentals, safety, and the proper techniques applied to the sport. These lessons are followed by practical applications that concern proper paddling, surfboard balancing; popping up to a standing position on the surfboard and maintaining the correct, graceful stance that will assure the board will propel the rider forward. In general, all these lessons are learned in just one surfing session even by students as young as four and as old as 60 years old. Basic lessons cost P1,800 for Crown Regency in-house guests and P2,200 for other students. Other courses and packages include Surfcuit Training (intensive surf training program which includes poi, yoga, swimming, treading, underwater rock racing, and more); Grom Surf Camp (comprehensive kids’ surf training program); and Wahine Surf Camp (all-girl surf camp). Activities to watch out for include surf clinics, wavepool surf competitions, and night surfing parties — all of which are currently offered in Manila and will eventually be available in Boracay.
