DOTC seeking bids for seaport improvements

The Department of Transportation and Communications (DOTC) again has issued invitations for private firms to participate in various projects around the country worth a total of half a billion pesos.

The DOTC, through the Philippine Ports Authority (PPA), on Friday said it would bid out contracts for the improvement of 10 provincial seaports estimated at P474 million.

“The PPA intends to … improve 10 ports in the country in anticipation of their increased passenger and cargo throughput,” the DOTC said in its invitation for bidders published in local newspapers.

Bulk of the funds, or about P230 million, will be used to improve the Port of Zamboanga in Zamboanga del Sur. New wharves as well two roll-on, roll-off ramps will be constructed at the port.

Also, the Port of Masbate in Bicol will get P71 million for the construction of a new wharf, the installation of rubber dock fenders to accommodate bigger vessels, and other “furnishing accessories.”

Ports in Cagayan de Oro, Iligan City, Ozamiz City, Albay, two ports in Roxas City and two ports in Iloilo—all operated by the PPA—are also up for improvement.

Each port project will be auctioned off separately. A pre-bid conference will be held on September 27 to clarify queries from interested parties. Work on each project is expected to be completed in less than a year.

In a separate invitation, the DOTC announced that it would renovate six Land Transportation Office (LTO) regional offices around the country for a total of P25.2 million.

Run-down LTO offices in Caraga, Butuan, and Surigao cities, as well as in municipalities in Patin-Ay, Tandag, and Bislog, are scheduled for improvement in the fourth quarter of this year.

The DOTC hopes that, by improving the LTO offices, the agency will get to raise service standards to “levels suitable to the Filipino public.”

The DOTC also called on interested parties to conduct feasibility studies for possible international airports in Camarines Sur, Bicol, and Calbayog in Samar Province.

DOF expects deal with San Miguel on MRT-7 finalized by yearend

MANILA, Philippines - The Department of Finance (DOF) may finalize by yearend an improved concession agreement with San Miguel Holdings Corp. to operate Metro Rail Transit Line 7 (MRT-7), a ranking official said yesterday.

The department is also targeting to issue its performance undertaking and secure the approval of the National Economic and Development Authority-Investment Coordination Committee (NEDA-ICC) for the project, Finance Undersecretary John Philip Sevilla told The STAR in an interview.

“I would like us to do it by the end of the year (the NEDA approval and the performance undertaking). We want the contract to become effective as soon as possible,” he said.

The DOF and San Miguel’s wholly-owned subsidiary SMHC, the proponent for MRT-7, are discussing ways to enhance the existing concession agreement for the much delayed $1.2-billion rail project.

Sevilla said the talks are going well.

“We’ve had pretty good discussions with San Miguel. I think we’re going to get there,” he said.

Discussions with SMHC are centered on ensuring compliance with performance standards stipulated in the agreement and that the government must be able to terminate the contract if the proponent is unable to operate at a certain capacity.

Furthermore, Sevilla said the government wants to ensure that it can slap penalties for non-compliance and termination of extended non-compliance.

He said the government also wants to make sure that there are adequate mechanisms to monitor both passenger and real estate developments of the project to ensure that the government will get its fair share from those developments.

“We insisted that we define performance standards and penalties for not meeting those performance standards. It’s useless to have performance standards if you don’t have carrot and stick,” Sevilla said.

He said that after the talks are sealed, SMHC is expected to submit a detailed project design and commence construction according to an agreed upon schedule.

“Hopefully, construction has started and operations have started by the end of 2016,” Sevilla said.

The MRT-7 project has been delayed because the DOF wants to clarify provisions in the contract before issuing a performance undertaking.

Finance Secretary Cesar Purisima, for his part, has said the DOF could not issue a performance undertaking without knowing the precise amounts which government would have to pay after all the cost adjustments.

The proposed MRT-7 is expected to complement the existing mass transit lines. It will run from San Jose del Monte City, Bulacan to SM City North Edsa, linking up with the existing Light Rail Transit Line 1 and MRT 3.

Gov’t rolls out another PPP project

ANOTHER public-private partnership (PPP) project has been rolled out by the government, which yesterday called for offers to rehabilitate and operate two turbines of the Angat power plant in Bataan.

The P1.16-billion project involves a 20-year contract for the rehabilitation, as well as operations and maintenance, of the Angat facility’s "underperforming" auxiliary turbines four and five.

The Metro Manila Waterworks and Sewerage System (MWSS), in a notice, advised that bid documents would be available for P100,000 starting tomorrow until Jan. 31 next year.

Only two PPP projects have been awarded so far by the Aquino administration: the P1.96-billion Daang Hari-Southern Luzon Expressway link and the P16.42-billion project to build 9,300 classrooms in Luzon.

Three other projects -- the P5.6-billion Orthopedic Center rehabilitation, P60-billion Light Rail Transit-1 extension and the P15.86-billion Ninoy Aquino International Airport Expressway 2 -- are in the prebidding stages.

PH to push upgrade of structures in Spratlys

The Philippines’ top diplomat on Wednesday said the country would push through with plans to upgrade infrastructure in its claimed parts of the contested Spratly islands in the West Philippine Sea even as it continues to seek a peaceful solution to the dispute.

In a press briefing Wednesday, Del Rosario said Philippine infrastructure in the Kalayaan Island Group (KIG), the Pag-asa Island in particular, was due for rehabilitation, backing earlier statements on military plans to enhance the runway on the territory.

Nat’l Transport Policy on track for approval

MANILA, Philippines - The government is on track in the development of the infrastructure and transport sector with the looming approval of the National Transport Policy (NTP).

The NTP will ensure coordination among transport agencies to bring about a more integrated transport network and centralize collection, monitoring and evaluation of much needed information and statistics to track the development of the sub-sector.

Based on the Socio-Economic Report (SER) 2010-2012 of the National Economic and Development Authority (NEDA), several expansion programs are planned for existing transport infrastructure facilities across all modes. Among the priorities is bidding out the capacity expansion for the Metro Rail Transit 3 (MRT3).

Prospects for the roads and bridges sub-sector will also involve Public- Private partnership (PPP) programs to augment regular General Appropriations Act (GAA) budget allocations, including the development of long-term road maintenance programs for national roads and PPP Bridge Programs, and the implementation of the High Standard Highway Master Plan for Metro Manila and 200-kilometer radius where priority expressway projects will be developed.

In response to the growing traffic congestion in Metro Manila, the Metro Manila Sky Bridge Project will also be studied.

The Sky Bridge project is an elevated, two-way road right on top of the San Juan River. It will be a steel-and-concrete snake stretching 6.75 kilometers from E. Rodriguez Ave. in Quezon City to J. P. Rizal St. in Makati City. It will also be passing through parts of Manila, Mandaluyong and San Juan.

The proposed six-lane road (three in each direction) will stand on pillars and towering A-shaped pylons, the latter promising to be a new landmark on the Metro skyline. Motorists coming from ground-level streets can access the Skybridge through strategically located ramps. The riverbed, which is made of adobe, can support such a massive structure.

An improved road-based transit system and information technology (IT)-enabled regulatory and enforcement system will also be pursued.

The government shall continue to pursue the integrated water resources management (IWRM) approach as the overall strategy in the water resources sector.

For the information and communication technology (ICT) sector, government wants to implement a consistent and transparent regulatory environment conducive to private sector investments.

The secondary networks of ports and airports will be improved to provide alternative routes to tourist, traders, and regular commuters. The completion of the RORO Spine Project should provide quality and adequate multimodal transport services through a combination of quality superhighway systems and modern, fast and safe RORO ferry services with matching port/terminal facilities.

Aquino Approves P146-B Projects

MANILA, Philippines --- President Benigno S. Aquino III has approved five major infrastructure projects worth around P146 billion for implementation this year.

Included in the list of approved projects are the road project connecting the North Luzon Expressway (NLEx) and the South Luzon Expressway (SLEx) as well as the Cavite-Laguna Expressway, according to Secretary Ramon Carandang of the Presidential Communications Development and Strategic Planning Office (PCDSPO).

The projects were tackled in a meeting of the National Economic and Development Authority (NEDA) board chaired by the President in Malacañang.

Carandang said the NEDA board gave the green light for the P25.5-billion NLEx-SLEx connector road project slated from 2013 to 2016. He said the government will pay for the 5.5-kilometer common alignment of the proposed connector roads.

Carandang said the project cost of the Cavite-Laguna toll road project was reduced from P43.3 billion to P35.6 billion during the NEDA meeting. “We varied the specs a little bit, we lowered the height of the embankment and this added up to significant savings,” he said.

Also approved were the P1.03-billion dam project in Isabela and the P2.9-billion Cordillera Highland Agricultural Resources Management.

The last project approved was Phase 2 of the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) that will cost P81.9 billion from 2013 to 2018. “The President approved this last project conditioned on the assumptions presented being validated,” Carandang said.

Carandang said the funding for the projects will come from a mix of government equity and loans from multilateral agencies.

DTI revives bid to relax foreign restrictions in construction industry

According to a notice on the Department of Trade and Industry (DTI) website, the Philippine Contractors Accreditation Board (PCAB) will hold public consultations on the proposed amendments to the implementing rules and regulations of Republic Act No. 4566 or the Contractors’ License Law, particularly on the 60-percent Filipino, 40-percent foreign equity requirement.

MANILA, Philippines—The power generation arm of the Sunwest Group of Companies, led by businessman Elizaldy S. Co, is planning to list at the local bourse in three years’ time in compliance with the Electric Power Industry Reform Act (Epira).

In a press briefing, Suweco president Jose Silvestre Natividad explained that the group was still considering which vehicle the group would use in listing at the Philippine Stock Exchange, whether it would be a holding company like Eco Utility Ventures or Sunwest Water and Electric Co. Inc. (Suweco), which has a total of 56 power projects in its portfolio.
