Some intresting news
Sao Tome and Principe has put forward and application to become part of the Extractive Industry Transparency Initiative (EITI), which has been accepted by the board of the organisation, which last week met in Lusaka, Zambia, the EITI said. In a statement published on its website (http://eiti.org), the EITI recommended that Sao Tome and Principe present its first report by April 2014 and a year later a validation report that will allow the archipelago to be awarded compliant status. In the Nigeria-Sao Tome and Principe joint development zone (JDZ) prospecting activities have been underway at six blocks since 2004 involving companies such as Total, Anadarko Petroleum, Addax, and Sinopec. In the –Exclusive Economic Zone (EEZ) seven blocks were auctioned, of which only block 3 was awarded to Oranto, although Equator Exploration and ERHC also received rights for two blocks each. According to the EITI, Sao Tome and Principe has received US$81.8 million as a signing bonus although exploration is not yet underway in either the JDZ or the EEZ. (macauhub)

Sao Tome and Principe government plans to privatise electricity and water company
The government of Sao Tome and Principe plans to privatise state water and electricity company Empresa de Água e Electricidade, the minister for Public Works, Infrastructure, Natural Resources and the Environment, Osvaldo Abreu said cited by Pan-African news agency Panapress. At the end of a visit to the Santo Amaro thermal power plant and the Sao Tome hydroelectric facility, the minister said that the government planned to look into the best way of privatising the company. Osvaldo Abreu did not mention which companies were interested in the company, but noted that Empresa de Água e Electricidade needed a cash injection of around US$40 million. Angolan oil company Sociedade Nacional de Combustíveis de Angola (Sonangol) is one of the biggest investors in the Sao Tome and Principe energy sector, which has had a lack of liquidity for several years. Businesspeople from Angola and Sao Tome and Principe sign partnership agreement
The League of Young Businesspeople and Executives of Angola (Prestígio) and the Launch Commission of the Sao Tome and Principe Entrepreneurs Forum e a Thursday in Luanda signed a business partnership agreement, Angolan news agency Angop reported. The agreement is to promote business between the two organisations as well as greater contact between them through seminars, training courses, and other business activities. The agreement follows a statement of intent signed in August 2000 by Prestígio and the Sao Tome and Principe Prime Minister’s Office, which set a deadline of 90 days for a mission of Presígio associates to travel to Sao Tome and Principe. Portuguese group Soares da Costa to build Central Bank of Sao Tome and Principe building
Sociedade de Construções Soares da Costa, a subsidiary of Portuguese construction group Soares da Costa, has been awarded the contract to build the future headquarters building of the Sao Tome and Principe Central Bank, the group said Monday in a regulatory filing. In a statement published by the Portuguese stock market regulator, CMVM, the Portuguese group said that the project, which was worth 6.5 million euros, involved construction of a four-storey and a total construction area of 4,200 square metres. The group said in the statement that this work was in addition to another recently awarded project to build the first phase of national road No. 1 for 5.3 million euros. In the same statement, the Soares da Costa group also said that the consortium in Mozambique, in which its subsidiary has a 50 percent stake, had been notified of an intention to award a construction project in Swaziland, which is to build a road of around 12 kilometres including two bridges for a total of 17.6 million euros. Sao Tome and Principe expected to post economic growth of 5 pct in 2013
Sao Tome and Principe is expected to post economic growth of 5 percent in 2013, the country’s prime minister Patrice Trovoada said Thursday in parliament. The new projection is lower than a previous projection of between 5.5 and 6.0 percent. “By recommendation of the World Bank we have lowered our projections for economic growth,” said the prime minister, adding that, “the aim is to achieve growth of 5 percent this year and 5 percent in 2013.” Trovoada was speaking at the presentation of the State Budget for 2013, which includes expenses of US$142 million, which is less than the US$153 million included in this year’s budget. The budget deficit is estimated at 3.7 percent of Gross Domestic Product (GDP) and inflation is expected to total 10 percent. “This budget is very similar to the one for 2012, but it is a little more prudent and salaries have grown 7.6 percent,” said the Sao Tome prime minister cited by Portuguese news agency Lusa. Angola’s Unitel is second telecommunications operator in Sao Tome and Principe
Angolan company Unitel is the second fixed-line and mobile telephone operator in Sao Tome and Principe as it was the only company to meet the technical and financial requirements set out in the public tender launched by the archipelago’s government, the local press reported. “It is a technically competent proposal, and we are now awaiting conclusion of formalities, namely for Unitel to provide a bank guarantee,” said Isabel Neto, of the World Bank, which advised the Sao Tome government on this tender and analysing the proposals put forward. The Sao Tome government, via the General Regulation Agency (Ager) and Unitel are now discussing complementary investments, which include the whole population having access to telecommunications, particularly linking up Principe Island and rural areas. Unitel was the only one of seven companies competing in the tender to meet the technical and financial requirements to be awarded the second license for a telecommunications carrier in Sao Tome and Principe, and will compete with Companhia Santomense de Telecomunicações, which is part-owned by the Portugal Telecom group. In Angola Unitel is the telecommunications market leader with 10 million customers and in 2012 it posted turnover of over US$945 million. (macauhub)

Sao Tome’s debt to Brazil has new repayment schedule
The Brazilian Senate Tuesday approved a government proposal to renegotiate Sao Tome and Principe and Senegal’s debt, in the joint amount of US$11 million, the Senate’s press service said. In Sao Tome and Principe’s case the debt totals US$4.32 million and it will be paid down in seven instalments, each worth 10 percent of the total, starting two months after the contract is signed. The remaining instalments, worth 15 percent of the total each, will be paid yearly, the first of which will be made a year after the initial payment. Senegal owes Brazil US$6.57 million and the Senate approved a pardon of 45 percent of the total and made a decision that the remaining US$3.6 million would be paid in ten half-yearly instalments beginning two months after the contract is signed. The Finance Minister, Guido Mantega, said that these debts were taken on in export financing operations in the 1970s and 80s. (macauhub)

IMF advises Sao Tome government to pay closer attention to banking system
The International Monetary Fund (IMF) has advised the Sao Tome and Principe central bank to pay closer attention to the country’s banking system, according to the report from a mission that visited the archipelago from 8 to 20 March, published Wednesday in Washington. “The mission found that retail banks posted no profits in 2012, that bank loans had come to an almost total standstill and that loan defaults are increasing,” the statement said adding that the central bank should inspect the banks and demand that their shareholders quickly put in place plans to replace capital. The IMF mission, headed up by Ricardo Velloso, recognised the efforts made by the Sao Tome and Principe government to solve the deficiencies of the system to combat money laundering and called for a proposed law to introduce the necessary changes to be approved by the country’s parliament. The extended credit agreement approved for the archipelago in July 2012 is worth US$4 million. The mission concluded that by the end of last year execution of the programme had been positive, and that the government had achieved all the performance criteria and progress required for structural reform. The mission recommended that the Sao Tome government make efforts to increase public revenue, by improving tax and customs administration and expanding the taxpayer base, in order to use the revenue to build infrastructure and for social welfare. African Development Bank donates 8.4 million euros to São Tomé and Príncipe
São Tomé and Príncipe has received an 8.4 million euro donation from the African Development Bank (AfDB), the island country’s Planning and Finance Ministry announced in São Tomé. The AfDB donation is meant to help São Tomé’s government improve economic and financial governance. The amount is co-financed by the African Development Fund and the Facilities for Fragile States. The agreement to grant the donation was signed on 26 February in Tunis by São Tomé’s Minister of Planning and Finance, Hélio Almeida, and the vice-president of the African Development Fund, Aly Abou Sabaa. Five projects budgeted at 33 million euros financed by the European Development Fund are currently under way in São Tomé and Príncipe. (macauhub)
