Tension at turnover of Manila Harbour Centre
MANILA, Philippines – Tension rose at the Manila Harbour Centre in R-10, Manila, after the sheriff of the Manila Regional Trial Court (RTC) tried to serve the order to R-II Builders to immediately turn over control and management of the 79-hectare property to business locators operating in the area.

The order was given by Judge Lyhila Abella-Aquino after dismissing R-II 's motion to quash writ of execution issued in favor of the locators of the Manila Harbour Centre Industrial Park Association Incorporated (MHCIPA).

MHCIPA is the association of locators at the 79-hectare property in Vitas, Tondo, Manila, which the Housing and Urban Development Coordinating Council appointed in 2010 to manage Manila Harbour Centre in place of R-II.

The case stemmed from the Smokey Project undertaken by R-II Builders.

While the Builders failed to fully fund the building of socialized housing in the former Smokey Mountain dumpsite, it was able to gain control of the industrial park, which the Courts, including the Court of Appeals and Supreme Court, deemed to properly belong to the government.

Security personnel of Manila Harbour Centre, however, refused to allow the entry of officers of Home Guaranty Corporation who were to supervise the turnover of all common areas, utilities and facilities.

Officers of Manila Police District were also deployed to area to ensure peace and order.

Situation at the Manila Harbour Center is now at a standstill while the Manila Trial Court sheriff is reporting to the Court the service of judicial order.

ATI Plans P4.2-B Port Investments

Asian Terminals Inc. (ATI) is planning to invest P4.2 billion over the next three years to pursue various expansion plans of its existing port operations in the country on back of brighter economic prospects.

ATI vice president Sean Perez, in a presentation at the Philippine Ports and Shipping Conference in Makati on Thursday, said the investments would improve the capabilities and capacities of existing ports that include Port of Manila (South), Port of Batangas, depots in Laguna and Sta. Mesa, Manila as well as the integrated port in General Santos City.

For one, Perez said the $300-million South Harbor Development Plan earlier set is on schedule.

The Port of Manila (South) alone, which is a core business, has added 3,500 twenty-foot equivalent units (TEUs) in the fourth quarter of 2012 due to the sudden surge of volume.

This particular port is also geared for further expansion as its capacity is expected to hit 4 million TEUs in three years.

At present, the port can handle 1 million TEUs in containerized cargo; 1 million metric tons in general cargo and 300,000 TEUs in domestic cargo.

Apart from the expansion of pier 3, Perez said ATI would also acquire new equipment including two rubber-tired gantry cranes and one quay crane.

Also, the Batangas container terminal with a capacity to handle 300,000 TEUs is very competitive as an alternative port to Manila particularly following the grant of discount on fees on cargoes that use the port.

Meantime, domestic operator Manila North Harbour Port, Inc. (MNHPI) said it is pursuing its P6-billion modernization program wherein the first phase is expected to be completed in May this year.

In his presentation, MNHPI chief executive officer Richard Barclay said the dedicated domestic freight port in 2010 handled 654,000 TEUs but rose to 840,000 TEUs in 2012.

Barclay said the volume could grow to a million TEUs this year.

The first part of the three-phased modernization project would increase the port capacity to 2.8 million TEUs from the current one million TEUs.

This means increasing its passenger terminal capacity to 2,000 seats from the existing 1,400 seats.

This project involves the construction of the new passenger terminal and operations center before end this year. The succeeding phases of development would depend on the volume of trade this domestic port, Barclay said.

At present, the existing port handles 800,000 TEUs annually, 2 million tons of break bulk cargoes and 800,000 passengers annually.
