Philippines Shipping Report Q4 2012... Go CDO highest growth Q4.... CEB still the country's busiest...

External demand from the US, Japan, China and the eurozone is key to the performance of thePhilippines' shipping sector over the mid term and although Q112 marked the first time that net exportscontributed more than 1pp to headline growth since Q310, it must also be noted that we continue toexpect exports to post only a modest expansion of 2.2% in 2012 as external demand continues to weaken.BMI believes that recent weakness in imports may be a leading indicator of weakening export demand, asPhilippine firms import less intermediate goods in anticipation of souring demand among their mainforeign markets.

That said, the country's main ports are still expected to record steady growth this year, with the Port ofCagayan de Oro leading the way with forecast year-on-year (y-o-y) gains of 7.36% in 2012. Although thecountry's main port, the Manila International Container Terminal (MICT), has seen its growth forecastscut due to global economic headwinds, we still predict that the port will enjoy y-o-y container throughputgrowth of 6.90%.

Headline Industry Data

2012 tonnage throughput at MICT forecast to grow 2.40% to 19.15mn tonnes.

2012 tonnage throughput at the Port of Cebu forecast to increase 4.43% to 26.50mn tonnes. 7Mn tonnes higher than MICT

2012 tonnage throughput at the Port of Davao forecast to rise by 4.82% to 11.70mn tonnes.

2012 tonnage throughput at the Port of Cagayan de Oro forecast to increase 7.36% to7.08mn tonnes.

The real value of Philippines' total trade will rise by 3.85% this year, with exports totallingUS$71.35bn, ahead of imports at US$85.49bn.

Key Industry Trends

President Inaugurates Berth 6 At MICT

Berth 6 at the Port of Manila's MICT was inaugurated by Philippine president Benigno Aquino in July.The berth was developed by MICT's parent company – International Container Terminal Services(ICTSI) – at a cost of US$200mn and the expansion is aimed at increasing the handling capacity of theterminal from the present 1.9mn twenty-foot equivalent units (TEUs) to 2.5mn TEUs to meet growingdemand.

PPA Approves 15% Hike In Tariffs

Asian Terminals (ATI) announced that the Philippine Ports Authority (PPA) sanctioned a 15% increasein tariffs for international containerised and non-containerised cargo handled at two of Manila's harboursat the end of June. ATI operates the container port in South Harbour and International Container TerminalServices operates at MICT. ATI added that the tariff would be raised in two tranches, with the first rise of8% to become effective on July 16.

Philippines Puts Onus On Dredging

Dredging work has been ongoing at various locations in the Philippines, such as the Iloilo River, which isdesigned to support growing industries, according to PPA manager, Winfred G Elizalde. 'We expect agreat impact [from] these projects to our economy because the vessels will be able to dock with ease andconvenience, and the cargo owners likewise will have a bigger place where they could store theircargoes,' he said.

Key Risks To Outlook

The spectre of overcapacity is never far away as a potential risk to the downside; the Philippines shippingsector is no different in this regard. The increased use of mega vessels on this route will ensure thatovercapacity remains a problem over the medium term. Continued investment is the key to keeping thesefears at bay, as carriers look at alternative options, such as cascading larger vessels onto otherroutes. Rising bunker prices also represent a test both this year and going forward.

Aside from this, slowing demand is posing a major threat to freight rates. A recession in the eurozone,coupled with the sluggish economic recovery in the US, will continue to place downward pressure onrates as trade slows, and we believe that this could lead to another year where a peak season – and byextension a peak season surcharge (PSS) – fails to materialise

Hanjin delivers 2 vessels to Rio Tinto

Taek Yun Yoo, general manager of the Hanjin Heavy Industries & Construction Co. Ltd-Philippines Inc. (HHIC-Philippines), said the vessels RTM Dampier and RTM Zheng He, which were named after a British explorer and a Chinese navigator, respectively, were bought by Rio Tinto Shipping Limited from the firm.

RTM Dampier and RTM Zheng He, whose home port is London, measure 299.9 meters and are valued $60 million each.

With these two new ships, HHIC-Philippines has already delivered a total of 42 vessels ranging from container ships and oil tankers to bulk carriers to various international shipping companies since the delivery of its first vessel made in its Subic shipyard in 2008. From 2008 to 2011, HHIC-Philippines posted P128 billion worth of export sales, making it a major contributor to the Philippines’ export portfolio.

Tension at turnover of Manila Harbour Centre
MANILA, Philippines – Tension rose at the Manila Harbour Centre in R-10, Manila, after the sheriff of the Manila Regional Trial Court (RTC) tried to serve the order to R-II Builders to immediately turn over control and management of the 79-hectare property to business locators operating in the area.

The order was given by Judge Lyhila Abella-Aquino after dismissing R-II 's motion to quash writ of execution issued in favor of the locators of the Manila Harbour Centre Industrial Park Association Incorporated (MHCIPA).

MHCIPA is the association of locators at the 79-hectare property in Vitas, Tondo, Manila, which the Housing and Urban Development Coordinating Council appointed in 2010 to manage Manila Harbour Centre in place of R-II.

The case stemmed from the Smokey Project undertaken by R-II Builders.

While the Builders failed to fully fund the building of socialized housing in the former Smokey Mountain dumpsite, it was able to gain control of the industrial park, which the Courts, including the Court of Appeals and Supreme Court, deemed to properly belong to the government.

Security personnel of Manila Harbour Centre, however, refused to allow the entry of officers of Home Guaranty Corporation who were to supervise the turnover of all common areas, utilities and facilities.

Officers of Manila Police District were also deployed to area to ensure peace and order.

Situation at the Manila Harbour Center is now at a standstill while the Manila Trial Court sheriff is reporting to the Court the service of judicial order.

In Bulacan, reviving a lighthouse

The Sigla Movement of the Philippines (SMP) is facilitating the lighthouse’s revival. SMP Bulacan chapter president Grossman Dax-Uy, a Hagonoy native who has been living in Mindanao, arrived here last week with experts to inspect the damage and to bring out the sections of the lighthouse that needed repair work.

DTI Invites 9 Japanese Shipbuilders

The Department of Trade and Industry (DTI) is courting inviting nine Japanese shipbuilders to expand operations in the country in an effort to sustain the country’s position as one of the world’s top five shipbuilding hubs.

The Japanese shipbuilders are Mitsui Engineering & Shipbuilding Co., Namura Shipbuilding, Sanoyas Shipbuilding, IHI Corporation, Kawasaki Heavy Industries, Mitsubishi Heavy Industries, Sumitomo Heavy Industries, Hakodate Dock Co. Ltd., Imabari Shipbuilding, and Oshima Shipbuilding Co.

Shipbuilding is one of the government’s preferred industries identified under the Investment Priorities Plan (IPP) plan entitling this sector income tax holidays and duty-free importation of capital equipment, among others. Shipbuilding activities include the construction and repair of ships and shipbreaking.

This is in line with the DTI’s move to position the country as a ship repair hub in the Asia-Pacific region taking advantage of its strategic location to the region’s shipping routes.

In the past, the output of shipbuilding industry was limited only to small ships, tankers, barges, fishing vessels but with the entry of new players like Tsuneishi Heavy Industries of Japan and Hanjin Shipyard of Korea, the Philippines is now one of the world largest players in shipbuilding.

The entry of Korea’s Hanjin Heavy Industries, the world’s largest shipbuilder, which has put up a shipbuilding operation on a 600-hectare complex in Subic Freeport under its local unit Hanjin Heavy Industries & Construction – Philippines, Inc. (HHIC-Phil, Inc.) has catapulted the Philippines into the world’s fourth largest shipbuilder. Its Subic operations employ 20,000 people.

According to Panlilio, the Japanese shipbuilders have been encouraged by the successful operation of Tsuneishi Corp. in its Philippine operation under its local unit Heavy Industries (Cebu), Inc. (THICI) and Keppel Shipyard.

Tsuneishi employs about 11,000 people and now building huge cargo ships of about 180,000 tons.

Tsuneishi is one of the medium-sized shipbuilders in the world. It leads several shipbuilding companies operating in Cebu.

Recently, Tsuneishi invested P12 billion to expand its existing Cebu operations to include the manufacture of all types of cargo vessels and generate 3,000 new jobs opportunities. (BCM)

Ferry runs aground in Dumaguete; 200 passengers safe—Coast Guard

MANILA, Philippines – A ferry carrying about 200 passengers ran aground in the port of Dumaguete Thursday morning due to strong waves brought by tropical depression “Auring”, the Coast Guard said.

The ferry which came from Zamboanga City and was owned by George and Peter lines incorporated, had run aground as it was docking at port around 10 a.m., CPO Crispin Chiong of the Dumaguete Coast Guard Station said in a phone interview.

Chiong said that the ferry was already at the port and was about to dock but was not properly roped causing strong waves to push it to shallower waters.

He said that all passengers onboard were successfully taken off the ferry.

He said they would wait for the high tide at around 3 p.m. which would allow the ferry to float back into the sea.

All trips have been cancelled due to Auring, Chiong said.

Coast Guard divers find hole in ship

US anti-mine ship to dock in Manila port

THE United States has sent another battleship in the country, which is expected to arrive on Sunday at the Manila Port, the US Embassy in Manila said in a statement released on Saturday.

“[The] USS Guardian [MCM-5], a US Navy Avenger-class mine countermeasures ship, will arrive in Subic Bay on Sunday, January 13, for a routine fuel stop. This visit will allow the ship to replenish supplies, as well as give the crew an opportunity for rest and relaxation. After an overnight visit in Subic, the ship will proceed to Puerto Princesa for another brief visit,” the embassy news release said.

It added: “The USS Guardian is assigned to the US Navy’s 7th Fleet and is forward-deployed to Sasebo, Japan. Her crew of around 80 officers and enlisted personnel include eight Filipino-Americans. Notably, the ship’s highest-ranking enlisted sailor onboard is a Filipino-American originally from Olongapo City.”

Two cruise ships expected in Boracay in Q1

ILOILO CITY, Jan 10 (PIA) -- Two cruise ships are expected to call in at the ports of Caticlan and Boracay in the first quarter of 2013.

In a press conference, Department of Tourism 6 (DOT-6) Regional Director Atty. Helen J. Catalbas said that this is an indication that Boracay has drawn more interest as a destination for the lucrative cruise ship market.

“The cruise ship MS Columbus 2 of Hapag Lloyd Cruises is scheduled to call in at the Port of Caticlan/Boracay on February 24 while MS Europa, another cruise ship of Hapag Lloyd Cruises, is expected to arrive on March 19,” said Catalbas.

STS ‘Sedov’ docks in Manila on circumnavigation route

President Aquino says government expected to post higher foreign direct investments this year

President Benigno S. Aquino III said his government expects to post higher foreign direct investments this year as more investors from Australia, United States and Europe are visiting the country to explore investment opportunities.

The Chief Executive said, in an interview with the dzXL-Radio Mindanao Network on Thursday, that the Philippines remains globally competitive in attracting foreign investments.
"We just inaugurated ‘yung planta ng B/E Aerospace that deals with galleys in airplanes, seats, lavatories, etcetera. They just inaugurated their plant—the first outside North America in Europe—in Santo Tomas, Batangas," President Aquino said.

"Austal, a ship-building company based in Australia, is expanding their facilities in Cebu," he said.

The President said a consumer goods company is also putting up another plant in the country.

"Among the biggest players that have really brought in a lot, ‘yung Nestlé inaugurated again their third plant—one is in Cagayan de Oro, the other one is in Batangas," he said.

President Aquino said that prospects are also bright with the country’s business process outsourcing.

"A BPO firm called Excel based in New York is expanding their third site again in Cebu. ‘Yung BPO industry is expanding exponentially throughout the county not just in the urban centers of Manila and Cebu," he said.

"So currently we have about 700,000 direct employees already. By 2016, we expect that to be 1.2 million direct employees tapos imu-multiply mo ng three at ‘yung figure na ‘yon ia-add mo doon sa 1.2 (million) it will give you the total number of people working directly or indirectly because of the BPO industry," he said. US Navy ship stuck on reef after running aground off Philippines

A U.S. Navy minesweeper, the USS Guardian, ran aground in the Sulu Sea off the Philippines on Thursday, and was stuck on a reef, the Navy said.

No one was injured in the incident, which occurred at 2:25 a.m. local time (1:25 p.m. Wednesday ET) on Tubbataha Reef about 80 miles east-southeast of Palawan Island, in the Philippines, the Navy said.

There were no reports that any fuel leaked from the vessel.
