Still needs a redesign. There is zero room in that proposal to place additional seats for a major event like the Grey Cup. Stretch the stadium lengthwise, and add a wide concourse beyond the end zone seats. Then you can add about 5-7,000 temporary seats at each end for the Cups. Cost a few more dollars now, but worth it down the road.

I love the design, but agree about the need to tweak the seating. Perhaps they could build 38,000 seats between the goal posts and have 12,000-17,000 additional seats in the end zones.
The bigger flaw would be a case where 20-30 years down the road Regina needs 50,000 seats for regular season games on a permanent basis. If you build too few seats between the goal posts you end up with a good third of fans having to sit in end zone seats.

Especially impressive considering there are only 210,000 people in the entire Regina metropolitan area and only 1,050,000 people in all of Saskatchewan.

To put it simply, if you make the stadium too big for a certain market, your going to end up with a lot of empty seats as the problem is that there's not enough people interested in the team. The Jacksonville Jaguars are a very good example of that.
