The ITIR in Hyderabad, planned with an investment of Rs 2,300 crore, will have external infrastructure with over 50,000 acre of IT and ITeS area. ![]() “In a down economy, corporations are looking forward to cutting down on the costs and that is where India, specifically Andhra Pradesh and Hyderabad, is taking an advantage by offering arbitrage benefits,” he said at the e-India summit 2012 in Hyderabad on Thursday. The state firmly believes that investing in IT is not a luxury but a need. IT is a differentiator, Lakshmaiah said, adding that corporations would and should continue to invest in IT regardless the economic position, failing which they would be deemed to fall behind in competition. Andhra Pradesh, which is home to 1,206 IT companies employing about 300,000 IT professional directly, accounts for about 11% of the total employment in the Software Technology Parks of India (STPI) and the special economic zones (SEZs) in the county. On the talent front, the state produces over 250,000 engineers annually, by far the largest in the country. ![]() Stating that the office space in Hyderabad is expected to reach 20 million sft this year, an increase of 15% over last year, and representing about 12% of the country’s demand, Lakshmaiah said Hyderabad ranked third globally in terms of cost of operations after Qinding in China and Subaya in Malaysia. “There is no secret why over 18 million sft has been leased by various IT companies that are operating in Hyderabad. In 2011-12, 6 million sft of built-up office space has been occupied, as against 5 million sft during the previous year. And, 70% of the space is from expansions,” he said. Plans Media City According to the minister, the state is in the process of developing a Media City to promote animation and gaming sectors in the state. Around 30 acre has already been allocated for the same at Raidurg on the outskirts of Hyderabad. “The IT department officials have been directed to conduct a workshop with major animation and gaming players in the country to take their feedback and make sure that the park is in line with the Manchester and Dubai media cities,” he said. On the National Optical Fibre Network for broadband connectivity to panchayats by 2013, Lakshmaiah said the project was estimated to cost more than Rs 2,000 crore for Andhra Pradesh alone. “The country’s first pilot has recently been completed at Paravada block in Visakhapatnam,”

Meanwhile, the Union minister of state for communications and IT Kruparani Killi said that Rangareddy district will get its 202-sq km Investment Technology Investment Region (ITIR) over the next three months.

Press release (old) of details regarding ITIR, Hyderabad Dt: 08-09-2012 Press Release IT&C DEPARTMENT INFORMATION TECHNOLOGY INVESTMENT REGION (ITIR): • The Policy Resolution of GoI, vide Gazette Notification No.188, dt:29.05.2008 ITIR the envisaged development of self contained integrated knowledge Cluster dedicated to establishment and growth of IT, ITES, EHM units. • Prescribed Minimum area for ITIR is 40 sq.kms ( 40% processing and 60% Non processing ) • ITIR shall be a combination of production units, public utilities, logistic, environmental protection mechanism, residential areas and administrative services. • ITIRs Includes Special Economic Zones (SEZs), Industrial Parks, Free Trade Zones, warehousing zones, Export Oriented Units, growth centres, existing settlements/ industries and estates/services. • The ITIR is required to be developed in two phases over a period of 25 years. • Government of Andhra Pradesh submitted a proposal on 08.10.2010 to DEIT, Govt of India for establishing ITIR in an area of 202 sq.kms (50,000 acres), comprising certain areas such as Cyberabad Development Authority (CDA), including Gachibowli and Madhapur; Hyderabad Airport Development Authority (HADA) including Mamidipalli, Raviryal, Adibatla and Maheswaram; Uppal and Pocharam. • Benefits of ITIR for Andhra Pradesh: • Direct Revenues – Rs.310,849 crores • IT Investment potential – Rs.219,440 crores • IT Exports – Rs.235,000 crores • Direct employment – nearly 15 lakhs • Indirect employment – nearly 53 lakhs • Increase in tax revenue to State – Rs.30,170 crores • Funding of external infrastructure and internal infrastructure in the form of provision of roads, water supply, electricity transmission and generation, sewerage and solid waste management, etc. • External infrastructure to be met through the financial allocations from Govt of India under VGF Scheme, internal infrastructure cost o be met by the State Government Internal Infrastructure: • The total cost of internal infrastructure development is estimate to be Rs. 13,093 crores, spread over a period of 25 years, when the ITIR project is fully developed. This is proposed to be met from the combination of the following sources: • Annual budgetary allocations of the respective Departments and through their existing planned schemes. • External Infrastructure: The total cost of external infrastructure development is likely to be Rs. 2,189 crores. The ITIR Proposal was sent to Govt of India, Ministry of Communications & Information Technology for their approval on 09.03.2010. Subsequently, the concerned Ministries of Govt of India such as Ministry of Information Technology, Commerce, Industries, Railways, Finance, Environment, etc have made certain observations on the proposal of AP ITIR which were clarified by the Govt of AP. A presentation on the salient features of AP ITIR Proposal alongiwth justification on the observations/clarifications sought by the Member Depts of High Powered Committee of GoI, was made by the IT&C Dept on 31.05.2012 and 03.08.2012. The High Powered Committee headed by Cabinet Secretary in its meeting on 03.08.2012 has recommended in Principal approval to the Andhra Pradesh ITIR Project. The project likely to position Hyderabad as a premier IT Investment destination globally. Highlights of ITIR Three clusters in One ITIR - CDA, HADA(including Maheshwaram) and Uppal Pocharam -Connected by the Growth Corridors along the Outer Ring Road Growth Projections IT/ITES Sector Growth from Rs.54,000 Crores to Rs..... by 2035 EHM- Electronic Hardware Manufacturing growth from Current level of Rs.6000 Crores to Rs.80,000 Employment IT/ITES Sector growth from 3 Lakhs employees to 17Lakhs employees (additional 14 Lakhs employment). EHM- Electronic Hardware Manufacturing employee growth from 40,000 to 1.5 Lakhs ( additional employment of 1.1Lakhs ) Builtup space from present 40 million sft to 130 million sft ( additional 90 million sft) To enable the optimal develpment of ITIR state should have the following supportive Physical infrastructure over a period of 25 years. • Power Requirement 3348MW • Water Requirement 452 Mld water • Sewerage 359 Mld Future activities • Detail Project Report including Master Plan will be prepared and submitted to Govt of India • State would create a Nodal wing withing the IT&C Department and implementing agency through SPV by AP Industrial Infrastructure Corporation Ltd (APIIC). Creation of Management Board: steps will be initiated to notify a separate Hyderabad ITIR Development Authority. Identify Developers/Co-Developers for the development of processing area within the ITIR As a part of ITIR development State Govt contemplates to set up an exclusive Electronic Hardware Manufacturing Cluster near International Airport in the proposed ITIR area.
