You are not supposed to be there until the desired check-in time. If you are handicapped and need some assistance, they will be provided to you free. If you arrive early, you are supposed to wait NOT in a PRE-DEPARTURE AREA. That is not the waiting place. In terminal 2 you can easily find them outside. Considering the Disability Access Act, airport were required to put those facilities there for the convenience of our less fortunate brethren who may have mobility problems. That is the reason why the chairs are there, and not near the pre-departure line for the reason stated above. That also answers your question why they were put far away. It is just unfortunate that you never knew who the beneficiaries of the chairs were. They were never intended for healthy passengers.

Why do you think people are discouraged to come much earlier? You would just add to the Chaos going on around most especially during the peak hours and peak season. That area in MCIA should have not been there to begin with and from my understanding, this is one of those portion that would be removed when MCIA do it's internal expansion, it may have changed now but I know for the fact that the idled business office is built there so that these areas in MCIA can be freed up to give more space for expansion. I don't really know why some people would really get in the airport early just so they can lounge around for a bit. I know T3 is built like that because the goverment knew how most filipinos are, they always love to go with thier families to the airport just to send off one or two. Chief Commercial Officer Shauqi Ahmad said MASwings, a wholly owned subsidiary of Malaysian Airline System Berhad, awaits the granting of permission by the Transport Ministry to fly to Puerto-Princesa by end this year. “This is our next plan for further expansion in the Brunei-Indonesia-Malaysia- Philippines East Asean Growth Area (BIMP-EAGA) region, to achieve MASwings’ vision of becoming the most reputable and preferred airline in East Asia,” he said. “We are looking at the positive way in this expansion planning, especially with the recent signing of the Framework Agreement for the Bangsamoro between the Philippine government and the Moro Islamic Liberation Front, which is good news for airline companies,” he said. He added the move towards ending more than 40 years of conflict in southern Philippines is a welcome development for the airlines. This will also boost the tourism industry in the Philippines, as tourists will be confident of safety and security in the country. MASwings has successfully taken off to Bandar Seri Begawan of Brunei, Pontianak and Tarakan Indonesia. It aims to transform from being just a domestic operator to an active regional player. In the past five years, MASwings has enjoyed tremendous achievement and success notably in its operations in the BIMP-EAGA region. Sales Marketing and Charters of MASwings Sabah said with the introduction of Kota Kinabalu to Puerto Princesa route, it will be not only be a potential business for the tourism sector, but it be drive MASwings forward in its effort to support the BIMP-EAGA initiatives. The average of MASwings On Time Performance was registered about 94 percent last year, and we are expecting to achieve more positive results this year. “We are working hard to achieve a better performance and we are positive on this based on the growing number of passengers,” he said. The Civil Aviation Authority of the Philippines earlier said it will give incentives to airlines that would be opening flights in BIMP-EAGA. The air linkage technical working group of the BIMP-EAGA is working towards the designation of more entry points and enjoy the privileges provided for under the fifth Freedom Air Services Agreement. The BIMP-EAGA initiative, launched in 1994 is aimed at accelerating the development of Brunei Darussalam particularly in the areas of Kalimantan, Sulawesi, Maluku; in Indonesia , primarily in Irian Jaya; in Malaysia, in the areas of Sabah and Sarawak States and Federal Territory of Labuan and in the Philippines, the Mindanao and Palawan. 8 PH international airports to get security cameras—CAAP
By Jerome Aning Philippine Daily Inquirer 6:33 pm | Wednesday, February 6th, 2013 MANILA, Philippines—The Civil Aviation Authority of the Philippines said Wednesday it has allocated P100 million for the installation of closed-circuit television cameras in the immigration areas of eight alternative international airports in the country. CAAP Director General William Hotchkiss III said the installation of the surveillance camera systems was in line with the agency’s safety and security program for all Philippine airports. According to Hotchkiss, CAAP will be signing this month an agreement with the Inter-Agency Council Against Trafficking (Iacat) which would co-manage the operation of the CCTV systems that would record goings-on at the immigration counters. “The agreement is a joint effort by the Iacat and the CAAP designed to enhance airports’ capability in monitoring passengers and other airport users’ movement in the immigration areas,” Hotchkiss said in a statement. The eight airports are the Clark International Airport in Pampanga; Francisco Bangoy International Airport in Davao City; Iloilo International Airport; Bacolod–Silay International Airport; Kalibo International Airport; Puerto Princesa International Airport; Zamboanga International Airport; and Laoag International Airport. Under the agreement, CAAP will provide funding for the surveillance equipment through competitive bidding while Iacat will co-manage the operations of the integrated surveillance systems. The Iacat, composed of five government agencies and three private-sector representatives, is tasked with crafting and implementing policies to stop trafficking in persons. There have been allegations that unscrupulous immigration and airport officials are conniving with traffickers to allow in and out of the country Filipinos or foreigners who are undocumented, and other people pretending to be tourists but actually planning to work or stay illegally here or overseas.
