-------------------------------------------------------------------------------- Countries covered: Philippines BMI View With the Philippine economy set to benefit from increased government spending and a moderate export rebound, 2012 is gearing up to be a relatively positive year for the country amid strong global economic headwinds. Although we see the government's 5-6% target as extremely optimistic, we continue to see the economy expanding by a more attainable pace of 3.9% in 2012, with exports posting modest growth of 2.2%. That said, with the Philippines shipping sector highly reliant on top export partners the US, China, and Japan, all of which are going to have to traverse choppy economic waters this year, the extent of the shipping sector's success is very much intertwined with events in these countries. All of the Philippines' main ports are to enjoy a prosperous 2012 in terms of tonnage throughput, with the Port of Cebu leading the way with a forecast year-on-year (y-o-y) growth of 8.43%, slightly ahead of the country's main port, the Manila International Container Terminal (MICT), which we predict will enjoy healthy y-o-y growth of 7.40%. The smaller ports of Cagayan de Oro and Davao will both see annual growth of 7.36%. Headline Industry Data 2012 tonnage throughput at MICT forecast to grow 7.40% to 20.08mn tonnes. 2012 tonnage throughput at the Port of Davao forecast to rise by 5.82% to 11.46mn tonnes. 2012 tonnage throughput at the Port of Cagayan de Oro forecast to increase 7.36% to 7.08mn tonnes. The real value of Philippines' total trade will rise by 3.85% this year. Key Industry Trends Mitsui OSK Lines Announces Student Graduations Japanese shipping company Mitsui OSK Lines announced in March 2012 that some 84 students graduated from the Magsaysay Institute for Shipping's Third Year Programme after enjoying an education in seafaring safety and practical training. The programme, which targets Philippine students at seven maritime schools in the country, was launched in June 2011. PPA Posts 12% Increase In Container Handling Container throughput grew by 12% per annum between January and November 2011 across facilities in the Philippines to 4.55mn twenty-foot equivalent units (TEUs), the Philippine Ports Authority (PPA) declared, as reported by the Philippines Business Mirror in February 2012. Domestic container and foreign container capacity increased by 21% and 7% to 1.76mn TEUs and 2.78mn TEUs respectively. MCT Records Higher Containerised Cargo Volume Increased box throughput was achieved in 2011 at the Mindanao Container Terminal (MCT), operated by Philippines-based global terminal operator International Container Terminal Services (ICTSI), reported Business Mirror in February 2012. The growth was attributed primarily to rising export volumes of wood products. ICTSI has seen an improvement in cargo volumes during the last three years, with throughput rising by 51% y-o-y to 180,308TEUs in 2010. Key Risks To Outlook On the upside, BMI sees exports returning to expansionary territory in 2012, but growing only moderately at 2.2% as headwinds from a hard-landing in China and weak growth in the US and Japan continue to weigh on the external demand outlook. Also, mid-term investment is going to present itself in the form of the privatisation of the Port of Davao's entire operations in 2013. The port is currently operated by the Philippine Ports Authority (PFA), a subsidiary of International Container Terminal Services International and the move is aimed at matching the pace of fast-growing cargo volume at the port. At the time of writing, the Department of Transportation and Communications was preparing the terms of the port's privatisation plan.Additionally, overcapacity and weakening demand could pose major problems to the Philippines shipping sector, just like they could do to all of the major routes of Asia-Europe and the transpacific. (ICTSI) is eyeing yet another expansion in its southern operations in Davao, whose port has reached critical mass. The Philippine Ports Authority, together with ICTSI, is conducting a feasibility study to be completed tentatively this July. The Manila-based global port operator manages and operates the Sasa wharf in Davao City through subsidiary Davao Integrated Port and Stevedoring Services Corp. (DIPSSCOR) The terminal handles containerized, break bulk, palletized and non-palletized, heavy lift and rolling cargo. Sasa port has a 72.37 percent share of the business in the Port of Davao. Meanwhile, ICTSI president and chief executive officer Enrique Razon said the company will still operate its Subic port terminal, which has not hit critical mass yet unlike the Cebu and Davao ports. “Subic is a long-term project,” Razon said. To date, the Subic Bay port handles 100,000 TEUs a year passing through its two-terminal port. Asked whether the operations of the newly opened Berth 6 in Manila International Containers Terminal (MICT) will affect the Subic Bay operations, Razon said the Manila operations will not have an impact on its northern operations. “Berth 6 is really for the growth of the Manila operations,” Razon said. ICTSI inaugurated Berth 6 last week. The berth was built in response to the growing cargo and non-cargo volume in the Manila operations, ICTSI said. Berth 6 began construction in 2010 and cost P200 million pesos. MICT can accommodate one million TEUs a year, with the volume expected to increase to 2.5 million now that Berth 6 is coming on stream.

The officials said, however, that the PPA will conduct the bidding on a level playing field, giving no preference to any bidders including its current and biggest operator, the Davao Integrated Port Services & Stevedoring Corp. (DIPSSCOR). DIPSSCOR, a subsidiary of global port operator and manager International Container Terminal Services Inc. (ICTSI), operates Sasa Wharf, taking a 72.37 percent share of cargo business at the Port of Davao. Juan Sta. Ana, PPA general manager, said that once the authority receives the approval from the National Economic Development Authority, it will begin sending out invitations to bid for the development and privatization of the southern city’s port. The Port of Davao, where the bulk of trading of banana and other fruits takes place, comprises several ports, the biggest of which is Sasa Wharf. Sta. Ana said the bidding is likely to happen in the middle to the latter part of the year. “By July 15, we will be submitting to NEDA-ICC for approval the privatization documents of the Port of Davao,” Sta. Ana said. “There will be no preference given and the contract will be bid out via a competitive bid and not a negotiated bid,” Sta. Ana explained. “There will also be no conflict with the existing contract of DIPSSCOR as the existing project for Davao right now will extend until the end of the contract of the company to operate cargo-handling at the port,” Sta. Ana added. Meanwhile, Enrique Razon, ICTSI president, said the company prefers to bid than to be given preference to take on the contract. “Whether Davao port will be privatized via negotiated or competitive bid doesn’t matter, In fact, we even prefer bidding. We always prefer to bid for a project,” Razon added. Malaya Business Insight previously reported that PPA is currently doing a feasibility study on the said privatization. PPA has been projected to privatize the port, mainly the Sasa Wharf, by this year to modernize the gateway considering the exponential growth in cargo volume. To date, about 70 percent of the products that are shipped out from the port are bananas from Davao and nearby areas. Berth utilization at Sasa Wharf is at 90 percent, of which 70 percent is mostly banana shipments from Dole, Del Monte, La Panday, Nader Ibrahim and Davao Central since the middle of last year. Cargo throughput has been growing at an average of 7 and 8 percent annually since eight years ago, the PPA said. Among the possible bidders include ICTSI, Asian Terminals Inc. and joint venture partners Manila North Harbour Port Inc.

Thanks to Sir eflex Davao-Bitung Ro-Ro ferry service to start January DAVAO City will soon have its own Roll-on/Roll-Off (Ro-Ro) ferry service directly to Bitung, Indonesia, an executive said on Friday. Research Education and Institutional Development (Reid) Foundation deputy team leader Marc Ayes, during the 8th General Membership Meeting of the Davao City Chamber of Commerce and Industry Inc. (DCCCII) at the Marco Polo Hotel Davao, said they are hoping to begin servicing both exporters of both countries with the Ro-Ro project in January of next year. Ayes said that with the opening of the Davao-Bitung Roro route, exporters from both countries can benefit from better service like lower transportation cost which is 5 percent to 10 percent cheaper compared to a regular shipment, faster shipping time and safer shipment of products. Bitung is where the international port of Indonesia is located, according to Ayes. He said they are looking at local commercial products of Mindanao to be exported to Indonesia like timber, corn and housewares. Ayes said they will also coordinate with Nestle Philippines for its cereal products be exported to Indonesia via this new route since its cereal plant is situated in Cagayan de Oro (CDO) City, which is much nearer to Davao. Nestle currently has to ship its cereal products to Manila, then Singapore before reaching Indonesia, according to him. Bitung has a distance approximately 350 nautical miles away from Davao City or it is as far as Metro Manila is to Cebu City with only more 24 hours travelling time. Indonesian exporters, on the other hand, are expected to ship out saw, timber and corn to the Philippines. Ayes said Mindanao shippers and representatives from Davao City Chamber of Commerce and Industry Inc. (DCCCII) Philippine Association of Business Advisory Council (Pabac), Philippine Chamber of Commerce and Industry (PCCI), and Mindanao Development Authority (MinDA) are set to fly to Indonesia within this month for a joint business meeting with Indonesia's port authorities. Among the issues that will be discussed are the possible shippers, types of cargo, frequency of service, customs clearance, port fees, freight rates, and mutual recognition of chassis. Incentives like lower docking rate will also be ironed out. He said Super Shuttle Ferry, a Cebu-based shipping line, signified interest to service the new Ro-Ro route next year by providing a cargo ship to exporters. Ayes, deputy team leader of Research, Education and Institutional Development (REID) Foundation which is tasked to coordinate the initiative, said his group is on track with the target of signing an agreement between the two countries on Nov. 17 in time for an investment conference organized by the Davao City Chamber of Commerce and Industry. The Davao business chamber is one of the most aggressive lobbyists for the RoRo connection between the two areas, which are separated by roughly 350 nautical miles, a little more than the distance between Manila and Cebu where commercial ferry travel takes under 24 hours. Bitung is North Sulawesi’s largest seaport. This early, Mr. Ayes said, the Super Shuttle Ferry based in Cebu already expressed its intention to service the route. "These are not the small inter-island RoRo vessels that you usually see [but] are long-haul large vessels," he said. During the November meeting, the participants will discuss the types and volume of the cargo vessels, frequency of service, customs clearance, port fees, freight rates, incentives for investors, frame of reference, for chassis/truck. Those expected to attend the meeting are Mindanao shippers, the Mindanao Development Authority, Philippine Consul-General to Bitung, RoRo operators, Philippine section of the ASEAN Business Advisory Council, and the Davao business chamber. The Indonesian delegation will be represented by Bitung and Manado shippers, the North Sulawesi governor, a local RoRo operator, as well as customs and port officials from Bitung. If all goes well, Mr. Ayes said, the first RoRo vessel will sail to connect Davao and Bitung in January 2013. He also revealed that aside from the Davao-Bitung connection, the group is also hammering out an agreement to link Brooke’s Point town in Palawan and Labuan in Sabah, Malaysia. "A Filipino operator is willing to service (these two ports) twice weekly with or without harbor," he said. Brooke’s Point, a major town in southern Palawan, is only a few hours by boat to Sabah, Malaysia in the island of Borneo. The RoRo connection is part of the Master Plan on ASEAN Connectivity that was adopted during the 17th Association of Southeast Asian Nation (ASEAN) Summit in October 2010. In December 2010, the ASEAN Connectivity Coordinating Committee was created to oversee the implementation of the master plan. The Philippine government, meanwhile, has included as priority sea travel points the Davao-Bitung linkage and Brooke’s Point-Labuan-Muara. Davao City, Zamboanga and Puerto Princesa were also identified as priority developments for air services. Davao Chamber President Maria Lourdes G. Monteverde said the city shouldn’t be left behind when the Philippines joins the ASEAN Economic Community by 2015, which will impose zero tariffs on nearly all goods.
