Yeah, that's why I was asking some about who will shoulder the costs related to your assertion that it is a public right not to have the a structure near the heritage site. It has nothing to do with legality, it's about people's rights: one --> the public's right to an unobstructed view of the monuments versus the property owner's right to profit from his/her activities on said property!

One of the restored buildings in Iloilo's Calle Real
Currently the city government is restoring the old buildings of JM Basa Street (Calle Real)
Most of the buildings date back to the American period

Commercial value of history.

In Dresden, they turned their ruins into hotels.

We can learn from them.

I prefer to stay in hotels with history, than some business hotels with no story to tell.

In the 1800s, it was hard to miss the Alberto mansion in Biñan, Laguna.

Aside from being large and stately, it stood right beside the town plaza which tells everyone who listened to his or her Philippine history class that the Albertos were a prominent family.

For sure, they were wealthy; but as the decades rolled on, they became prominent in a different way.

The Albertos count national hero Dr Jose Rizal among their progeny and no less than his mother, Teodora Alonso, grew up in the Alberto house.

Rizal himself spent a year of his youth in the ancient bahay na bato while studying at a nearby private school.

Fast forward to today and the mansion is still hard to miss.

This, however, is not due to its stateliness and grandeur.

The roof has all but completely caved in, exposing its gutted insides to the cruel elements. Below lies an avalanche of wood and metal totally laying waste to rooms where Rizal may have slept, studied or eaten a hearty breakfast.

The once gorgeous ventanillas hang precariously by rusty hinges, some lie shattered on the ground below amidst broken pieces of capiz. In truth, the house can come crashing down any moment due to its decayed foundations.

A monument of our national history, a relic from our hero’s past is now an eyesore.


Desperate owner

In 2011, the Biñan local government pulled together P20-M supposedly to expropriate the house so that restoration efforts could begin.

But this came to nothing because of the lack of response from Gerardo Alberto, owner of the mansion.

Yet Alberto has just sold the house to real estate developer Jose “Jerry” Acuzar, owner of New San Jose Builders. It was Acuzar’s company who gutted the Bahay Alberto, taking its original wooden planks, doors and stairs to his resort in Bagac, Bataan.

Those who can afford the steep room rates in the Las Casas Filipinas de Acuzar Heritage Resort get to spend a night in glorious replicas of Spanish-period mansions.

But the “replicas” are more than that.

They are, in fact, the real houses themselves, transplanted from their original locations in Escolta, Binondo, Pampanga, Nueva Ecija and Bulacan, among others.

It is said that the Alberto house is set to be the newest addition to this collection; so while the original house languishes in Biñan to the dismay of locals who have considered it a local landmark, its spruced up clone in Bataan will house the wealthy.


Wrong idea of restoration

Jerry Acuzar has incurred the wrath of many heritage advocates who condemn his version of “restoration.”

Thus, knowing the pragmatic costs of preservation is critical, and this is what the Economics of Heritage Summit focused on when it was held in Batangas City in November.

Organized by the Heritage Conservation Society, a non-profit organization devoted to preserving cultural and historical sites in the Philippines, the summit tackled financial incentives and working business models that can help heritage investors to actualize their dreams of protecting historical sites.

INCENTIVES FOR PRESERVATION
Mark Evidente, president of the tourism development consultancy TwoEco, Inc. and the lead drafter of the Tourism Act of 2009, talked about how the bill can be applied by those who want to turn heritage sites into profitable tourist destinations. Although the law is three years old, he said, only a few players in the tourism industry have understood its provisions.

Also known as Republic Act No. 9593, the law gives tax and other financial incentives to those who invest in tourism zones-- and one way of attracting tourists is to preserve and invest in the local culture.

These incentives are: a six-year income tax holiday -- and after the six years, investors then are charged a 5% gross income tax rate which is lower than the regular 32% on net income, 100% off on duties and taxes on importation of capital and raw materials, a 100% tax credit on locally sourced raw materials, and a 50% tax credit on preservation work and corporate social responsibility projects.
&ldquo;Investment in heritage can pay for itself down the line,&rdquo; said Mr. Evidente.

I'm new to these pages, and the first thing I like to do is thank you for your commendable work by the amazing and abundant information you offer everyone about all kinds of topics.

Took a few months gathering information about Manila and the Philippines due to a family heirloom that has become my quest on a great adventure.

I found among the old pictures of my family a couple of paintings attributed to the brilliant Luna. Such has been the surprise that I'm hooked on the artist's work and I've even created a web page as a tribute. Unfortunately, I think there are no really good sources to find the old master´s works on the web and any effort would be appreciated.

Anyway, fact missing from the web, information about character, and books with all the tremendous work of the author are unattainable, especially to try to see if works are cataloged.

I think it's interesting book Santiago Albano Pilar, The Filipino As Painter.

I thank God for having found the destination, and I send greetings to all.
