ZAMBOANGA | Ports and Shipping

Port of Zamboanga

The Port of Zamboanga, Zamboanga City, Philippines, is located on the island of Mindanao, in one of the fastest growing zones in Mindanao, Zamboanga. The Port of Zamboanga consists of a number of ports, all contained by the Zamboanga City Special Economic Zone Authority (Zamboecozone), otherwise known by its corporate name as the Zamboanga Freeport Authority (ZFA). The Zamboanga International Container Port ranks 2nd in whole of Asia under the 'Super Efficient Ports in Asia' study carried out in 2010 and published in the African Journal of Business Management (Vol. 5(4), pp. 1397-1407) on February 18, 2011.

Quote:
GEOGRAPHICAL LOCATION

Zamboanga City is located at 06°54’N Latitude and 122°04 E Longitude at the western tip of the Western Mindanao Peninsula facing the Basilan Strait. Its hinterland road network is linked to the main road traversing the eastern side of the Peninsula to Misamis province and the rest of Mindanao. The Government Port is at the southern side of the city.

NAVIGATIONAL APPROACH

Vessels enter the port from the west at the Caldera Bay, from the South at Isabela Channel and from the East at Tictaoan Channel.

ACHORAGE

Owing to the steep bank, strong currents and hard, uneven bottom, there are no good anchorages off Zamboanga. However, anchorage may be made anywhere southward of the wharf at a distance of about 3 cables from shore eastward of an imaginary line from the tide indicator, at a depth of between 25 to 30 fathoms and giving 7 shackles of chains in the water. This will hold vessels even at the strongest current of 6 knots. In the event of very bad weather, the vessel should transfer her anchorage to Lamitan, a town 16 miles southeast of Zamboanga on the north coast of Basilan Island.

P306-M projects expected for Zamboanga City port
Thursday, 15 December 2011 18:14 Bong Garcia Jr.

Quote:
ZAMBOANGA CITY—The Philippine Ports Authority (PPA) is set to implement P306 million worth of projects at the local wharf next year.

The projects include the construction of passenger terminal for foreign vessels, P16 million; 150 meters expansion of the newly constructed birthing area, P200 million; and removal of 65,000 cubic meters broken rocks, P90 million.

Zamboanga Port Manager Leonilo Miole said they will be implementing three major projects next year to further enhance the agency’s service to the public in general and to the travelers in particular.

Miole said there is a need to build a separate terminal for passengers of foreign vessels to separate them from domestic travelers.

The terminal will also house the Customs, Immigration, Quarantine and Security (CIQS) office, Miole said.

The Zamboanga wharf is the home port of a locally owned vessel plying the Zamboanga-Malaysia route via Sandakan and vice-versa.

[Miole said there is a need to extract 65,000 cubic meters of broken rocks since the 50 meters expansion of the newly constructed birthing area needs an additional 11-meter deep area.

Zamboanga Port set for privatization
Friday, 06 May 2011 13:02

Quote:
The Philippine Ports Authority (PPA) is set to be privatized next year as per government policy of privatization of ports in the Philippines.

PPA Manager Leonilo Miole said, “we are scheduled for privatization next year, that is the policy.”

The privatization of the Zamboanga City Port according to Miole will make the port more efficient and will improve the business environment in the city.

After privatization, Miole said, “the government will still own the port. Sila lang ang mag operate.” referring to the investor.

The port operations will be handled by the investors while the collection of port charges will be handled by the PPA

Foreign travelers’ hub to rise at Zamboanga port area

Quote:
ZAMBOANGA CITY — Foreign travelers or crewmen of foreign vessel making a short stop or call at the Zamboanga City port will soon have their separate passengers’ terminal, according to Philippine Ports Authority (PPA) Port Manager Leonilo E. Miole.

Miole said the construction of a travelers’ hub passenger terminal for foreign vessels will provide “short time” accommodations for foreign visitors or crewmen and a bit of comfort while they are here in the city.

At present, both domestic and foreign travelers utilize the port’s Terminal II for passing through and for basic information about what they can do during their stay.

Once finished, the said terminal will also house certain government bureaus and department to include the Bureau of Quarantine; Bureau of Immigration, Department of Foreign Affairs (DFA) and Customs International Quarantine Security, Miole said.

He said that these government offices in the terminal will facilitate and hasten processing of travel papers/documents of these foreign visitors.

With the foreseen emergence of the terminal for foreign travelers, Miole hopes that there will be an increase in the number of foreign vessels that are making stops/calls at the PPA.

PPA recorded 29 foreign vessels that made call at the port in 2011, a slight decrease as compared to 33 foreign vessels recorded in 2010.

The foreign passengers’ terminal project is now in the process of bidding, Miole said. (PNA)

Customs Incurs P6.5-B Deficit
By RAYMUND F. ANTONIO
October 6, 2012, 7:56pm

MANILA, Philippines --- Collection records in the Bureau of Customs (BOC) showed that major collection ports failed to meet their respective revenue targets for September, with a total deficit of nearly P6.5 billion.

The Port of Manila (POM) has reportedly the biggest deficit collection of P2.17 billion for the month, after it only collected P4.36 billion as against its target of P6.53 billion.

The Manila International Container Port (MICP) has the second largest shortfall of P1.93 billion. Its collection was P6.30 billion as against its target of P8.23 billion.

The source of the document claimed that the failure of the Manila ports to meet targets do not augur well for the BOC, since they account for half of the agency’s entire revenue goal for the year.

Two other ports, where oil depots are located, followed the revenue slowdown of the POM and MICP, the record showed.

The BOC data also showed that the Port of Batangas incurred a shortfall of P1.45 billion, while the Port of Limay had a deficit of P152 million.

The Ninoy Aquino International Airport (NAIA) was unsuccessful in meeting its P2.37-billion target with its collection of P1.68 billion.

Ports such as those in San Fernando, Cebu, Tacloban, Surigao and Aparri also posted collection deficit.

Overall, for September, the BOC incurred a shortfall of P7.13 billion vis-a-vis its target for the month.

It was only the smaller ports that recorded a surplus, namely, Port of Subic, P94 million; Davao Port, P30 million; Zamboanga, P1.8 billion; Cagayan De Oro, P81 million; and Port of Iloilo, P15 million.

Due to the looming shortfall, Customs Commissioner Ruffy Biazon suggested that the inter-agency Development Budget Coordination Committee, the body that sets the target of the Bureau of Internal Revenue and BOC every year, should revise its targets.

He claimed that the BOC revenue goal “is not being realistic.”

Globalport nears first acquisition outside of Manila

Manila: Manila-headquartered Globalport is close to completing the buyout of Zamboanga Port in the far south of the Philippines. It will be the company’s third port, to go alongside two concessions in the Philippine capital.

Zamboanga Port, located at the western tip of the Western Mindanao facing Basilan Strait, has a total port area of 156,000 sq m containing a container berth, transit shed, passenger terminals, and storage areas.

Globalport is also looking at possible acquisitions in the Visayas in the centre of the country, with a particular focus on the island of Cebu. [10/01/13]
