SMC, MPIC clash on road projects
Conglomerates Metro Pacific Investments Corp. (MPIC) and San Miguel Corp. are on a collision course again over differing proposals on how to fund and build the shared portion of two north-to-south connector roads.
San Miguel-led Citra Metro Manila Tollways Corp. said it planned to build the shared Metro Manila Skyway extension from Buendia to the Polytechnic University of the Philippines (PUP) on its own and just get a reimbursement from MPIC after construction has been completed.
“I think our proposal is fair and makes the most sense. Everybody wins,” Citra president and CEO Shadik Wahono said at a press conference. “If we pay 50 percent of the cost, but receive less than 50 percent of the traffic, then it will be a negative investment on our part,” he said.
He said both firms would end up splitting the cost of construction of the shared road, with their respective contributions being determined by how much traffic they would separately bring in.
Worth an estimated P7 billion, the 5-kilometer extension will be shared by both Citra and MPIC, which both have approved proposals to construct roads on separate alignments that aim to connect the Skyway with the North Luzon Expressway (NLEx).
Both proposed roads, named the “connector road” for MPIC and Skyway Phase 3 for Citra, will start at the end of the shared portion before veering off in different directions to their respective alignments.
MPIC holds the concession to NLEx while Citra controls the Skyway.

Building Of New Expressways Pushed

Malaysia ranks the highest with 2,717 kilometers of expressways and a ratio of 453 kilometers per one million people, followed by Indonesia with over 791 kms and a ratio of 77.7 kms per million and Thailand, at 309 kilometers, with 26 kilometers per million.

And the Philippines’ traffic congestion problem only worsens as urban population expands, travel demand and vehicles on the road constantly increase, he warned.

At present, MPTC operates 852 lane-kilometers which accounts for the bulk, or 59%, of toll roads in the country.

In the next five years, MPTC shall continue to be the country’s leading toll road developer through a three-pronged approach, maintaining its robust financial position while enhancing shareholder returns, expanding its current toll road portfolio and strengthening its position as a leading toll road developer.

However, Fernandez reiterated the need to build more expressways in the country immediately.

“Public-private partnership is the most optimal solution to address this need,” he noted. “Both public and private sectors must perform their part and work together.”

For its part, the Philippine government requested the the Japan International Cooperation Agency (JICA) to conduct a master plan on High Standard Highway (HSH) Network Development in the country.

The HSH will provide high level of traffic services by assuring high speed mobility and safe travel in order to support socio-economic activities in strategic regions as well as the whole archipelago.

So far, the HSH masterplan recommended building 21,236 kms of roads from 2010 to 2016. Of the total 585 kms are toll expressways all located in Luzon.

The masterplan covers d the rehabilitation, improvement and construction of new 2-lane roads spanning 4,400 kms in Luzon and 11,901 kms in Visayas and Mindanao.

It also recommended expanding 2-lane roads to 4-lane ones, involving 1,926kms in Luzon and 1,769 kms in Vis-Min as well as undertaking new toll expressways stretching 886 kms in Luzon and 354 kms in Vis-Min.

MANILA, Philippines (UPDATED) - The final approving body for the country's big-ticket infrastructure projects approved P119.03 billion worth of projects, but the two biggest -- the P43 billion Cavite-Laguna Expressway (CALA) and P25 billion NLEx-SLEx Connector Road Link -- were only "conditionally approved" due to cost issues.

On Thursday, November 29, the National Economic and Development Authority (NEDA) Board, chaired by President Aquino, has given the go-signal for the two major road projects to proceed with other aspects of the project -- including going through a Swiss challenge.

"The President wanted the numbers to be checked again to make sure [or] to see if they could be lowered possibly," Communications Secretary Ricky Carandang said in a press briefing in Malacañang.

He said President Aquino was not convinced and "wanted to do another verification of the costings" because what were presented were "just indicative costs of the project." He said that when the projects will be bid out, "the cost will probably be a little bit lower than what the indicative price is."

For the NLEx-SLEx Connector Road Project -- the one that President Aquino has said he wants completed before he steps down in 2016 -- this "conditional approval" will hit Metro Pacific Investments Corp. (MPIC) led by businessman Manuel V. Pangilinan. MPIC is the proponent of one of the two road links meant to link and cut the travel time between the expressways north and south of the capital.

MPIC's road project proposal is subject to a Swiss challenge, while the consortium of San Miguel Corp. and the Citra group does not.

Carandang explained that "the San Miguel-Citra [project] was not required for approval because that’s being done on their own. ‘Yung sa MPIC, that requires a Swiss challenge. With the approval of the NEDA Board, then the process can move forward...which means there will be a Swiss challenge. Once that Swiss challenge has been resolved then the project can proceed.".........

Philippines expressways are nice! They bear many similiarities to Indonesian expressways I see, like the view from the roads.

I have one question, does Philippines has its own uniformed expressway standards?, I think almost all expressways I see here doesn't have any similiarities to each other expressways (like signage. I know that European standards is the one Philippines use for, but I saw that SCTEx use the American one)

SMC and Citra will operate Skyway 3 for 25 years while the MNTC will operate the South Luzon Expressway-North Luzon Expressway (Slex-Nlex) connector for still undisclosed period.

There is no development yet regarding the connector as it is under the Department of Public Works and Highways, not DoTC.

“We are finalizing the STOA. It is now in TRB’s court as they draft the agreement and have it approved by the president,” Abaya, a former congressman of Cavite, told The Daily Tribune in an exclusive interview.

Once the STOA is finished,it will be submitted to the president. Once it reaches the Office of the President, the DoTC will no longer have jusrisdiction on it.

I hope they will consider planning in-city Expressway, something like from Skyway Stage 3(Manila Area) to C6 Expressway (San Mateo, Rizal Area)

may LRT extension naman papuntang Rizal so okay na yun. I think Skyway's purpose is to connect NLEX and SLEX lang para mabawasan ang traffic sa EDSA.

Kelan sila gagawa ng ganitong advance electronic toll system technology sa pilipinas? I think it's about time na habang maaga pa at naguumpisa palang sila magsigawa ng mga additional highways. Ipagkalat nyo ito para may makapansin sa gobyerno (who knows):

This technology has been invented and developed right here in canada in 1998, and applied to our ontario's HWY 407 since then.

The electronic system works basically with cameras that will take a picture of your car and license plate to bill the owner. This way, the motorists doesn't have to slow down and stop:

The system automatically matches transactions at entry and exit ramps to form 'trips' supporting a distance-based tolling policy.


The 407 Express Toll Route (ETR) was one of the first open access all electronic toll highways.


As a vehicle passes under the gantries, a Vehicle Detector and Classifier (VDAC) identifies it, with a Transponder inside the car (by the windshield or front dashboard).


Entry and exit data are sent to the roadside computer and then via fiber optic cable to the Operations Centre.

I bet the filipino government officials who are undertaking this new toll way system to connect north and south expressway haven't heard this canadian invention yet. Once they see and hear this technology, i'm pretty sure they will bring this issue up and may take a serious look at this new system. It's really nice to have this automatic electronic toll system in the philippines, given the fact that this system doesn't require any motorists to stop and so will help to decongest their terrible traffic, PLUS it's very convenient to the motorists.

Plaridel Bypass Toll Road

Project Description

The project entails conversion of the Plaridel Bypass road into a toll road. It covers road expansion; and construction of additional interchanges, flyovers, toll plazas and other miscellaneous works.

The Plaridel Bypass Road is a 24.61 km-road starting at the Balagtas interchange in North Luzon Expressway (NLEx) up to San Rafael. It traverses 5 Bulacan municipalities, namely: Balagtas, Guiguinto, Plaridel, Bustos, and San Rafael.

Implementing Agency: Department of Public Works and Highways (DPWH)
Indicative Date of Issuance of RFP: 11 February 2013
Scope of Services: Feasibility study, PPP structuring , preparation of bid documents, and advisory support until financial close

wala pong mga overpass na constructed dyan kaya di yan Toll.. intersections lng yan.. lagi akong duamadaan dito.. kaso hanggang bustos palng to.. i think matatapos to on April..

Nice designs but who reads/uses Baybayin these days? I would love to learn how to read/write Baybayin, though.
