Daewoo Wins Kamsarmax

As the contract includes options for two more ships, additional order intake is expected. Newbuilding price is said to be about $40 million each.
The shipbuilding company clinched orders for two bulkers of 82,000 dwt from Larus, Greek ship owner, and 2 bulkers from another ship owner, totaling 4 bulkers worth around $140 million in the second half last year, winning newbuilding order for the first time since the financial crisis in the end of 2008.

All the investment projects we have in mind are designed to move road and railway transportation to inland transportation so that, in the end, Constanta Port may become the second biggest in the European Union,' Transport Minister Boagiu told.

Boagiu pointed out that Romania and Austria are the coordinators of the EU's Danube Strategy and the value of transport projects carried out over the past years in Tulcea County is standing at 240 million euros, which has benefited the county directly.

'Besides these projects, there are two additional big projects. One is about a lease for the construction of the Marina port - a project worth 415 million euros - and the other is a waste management project worth 465 million euros,' said Boagiu.

Among the carried out or underway projects are projects for the consolidation of the Danube banks at Isaccea, infrastructure upgrading works at Tulcea Port and feasibility studies for the establishment of traffic information and management systems for the Romania portion of the Danube.

We plan to develop and implement multi-modal schemes, but cannot give any forecast for the year.

What are the main external destinations that GEFCO Romania is using and how many projects do you have in development since the beginning of 2011?

As main destinations, it depends on the mode of transport; for road transportation projects, we have flows to Turkey, France, Poland, Russia, Germany; for maritime transport, we organize many shipments to the USA (we recently launched a direct marketing campaign for this destination), but also to Asia, India, Middle-East; for Air transport, our main destinations are South Korea, China, Sri Lanka, Brazil and India. For 2011, we target to develop destinations such as Russia and France.

2011 is also the first year where GEFCO operates also in Bulgaria and GEFCO Romania will support strongly this development during the whole year. After 2012, a major growth in the domestic market is expected. We will involve additional investments and opening of new sites in the country. We are going to make an extension of our partners portfolio and we would like to develop exclusivity contracts with Carriers and Shipping lines, with a commitment to a certain volume.

The latest client in the portfolio won at the end of 2010 was the textile retail Kiabi. With what new important clients are you negotiating to collaborate and in what domains is GEFCO developing the most the activity lately?

We will concentrate on the automotive sector as well as the white goods where we have a strong expertise in Romania and internationally. As a development of our activity, we renewed contracts with our main customers.

From the data that you have so far, what is the market share of GEFCO in Romania in almost six years of activity, and also on a scale of 1 to 5, how active and profitable is the local division compared to the other ones in Europe at the group level?

What we can say is that we are among the TOP 5 Logistics Operators in Romania and we have been classified the most productive Transport and Logistics Operator in 2010. The GEFCO group has been expending and profitable in 2010, the group plans to expand his geographic coverage, increase his turnover and strongly develops the multimodal offer; we will follow this trend as well.

Taking into consideration, still the difficult economic situation of the country, did GEFCO Romania have to cut down personnel?

We did not cut any jobs and remained with the same number of employees during the crisis. This is not only a local measure but also a global one. GEFCO took some very early measures to make some savings on the general spent; this allowed keeping the human resources, which is a priority for us. We hired 12 persons in 2010, and have been recruiting also since the beginning of this year, which brings the current number of employees to 88.

How do you estimate the evolution of the transport and logistic market in Romania this year compared to last year?

The future of the local logistic market will be the inter modal transport which is necessary to support big volumes. In addition, the Constanta port will be a strategic hub thanks to its access to the black sea, with the development of the rail transport, which might be as competitive as the road transport, due to the long leadtimes of road transport, caused by the infrastructure. We expect a recovery of the market in 2011, and a new start for the transport and logistics market in Romania. Romania remains a very attractive country for foreign investors and we hope that those investments will have a significant impact in our sector. In 2011, the market will be mainly international and in 2012, we expect to see an increase of the domestic market.

Romania’s GDP could get extra EUR 25 bln with right transport and logistics policies

Some of the solutions proposed by the participants refer to Romania’s VAT, the adoption of the Global Fiscal Representative system, greater use of the Authorized Economic Operator facility, custom duties deferment procedure, developing an inter-modal strategy for Romania and a top-quality supply chain and logistics education in Romania’s universities.

Southeastern Romanian shipyard Daewoo Mangalia Heavy Industries, or DMHI, will build four container carriers for Israeli group Ofer Global Holdings, under a $400 million contract, the ship owner announced Thursday.

The ships will be delivered by the end of 2013, and the contract comes with an option for another four ships.

"The order placed (at DMHI) represents only a part of the $2.4 billion investment operated by Ofer in Central and Eastern Europe, the first binding order of such magnitude in the past three years," Ofer Global Holdings said in a news release.

Ofer Global Holdings is active in international maritime transport and in real estate.

GSP Orizont completed the preparative process in Lamprell Shipyard, Hamriya, UAE. The rig is heading onboard the semi-submersible heavy marine transport vessel Swan to Ciudad del Carmen, Gulf of Mexico, in order to enter the new contract.

GSP Atlas is also subject of scheduled repair and reclassification process as preparative for a new offshore drilling campaign under the new contract. The offshore drilling rig shall be transported onboard the semi-submersible barge Swift.

GSP Atlas is a cantilever type self elevating drilling rig built in 1985 and rebuilt in 2007, under GL supervision. GSP Orizont, GL classified cantilever type offshore drilling rig, has been built in 1982 and upgraded in 2010.
GSP has invested since 2005 for the modernization of GSP Atlas and GSP Orizont 66.5 USD mil.

Romania plans to spend about EUR 136 million over the next three years to stabilize the Black Sea coastal area, according to the Romanian Minister of Environment and Forests, Laszlo Borbely, during the meeting of Environment Ministers from the member states of the Black Sea Economic Cooperation Organization (OCEMN), that was held in Bucharest.

“Since Romania has, for a period of six months, the presidency of OCEMN, we appeal to the European Union, regional organizations, neighboring states bordering the Black Sea, and say that now is the time to pay a greater importance to environmental protection”, said Laszlo Borbely.

The Minister also said Romania pays a special attention to environmental protection activities developed within the OCEMN and is committed to contribute, along with other member states, to analyzing and finding solutions to common problems in the Black Sea region.

OCEMN was officially launched through the declaration signed in Istanbul on June 25, 1992. Its founding members are Albania, Bulgaria, Greece, Romania, Turkey, Moldova, Russia, Ukraine and the three Caucasian countries, Armenia, Azerbaijan and Georgia

On June 17, Hamburg-based Fairplay Towage took delivery of their latest tug, ‘Fairplay-33’, the first of two seagoing-tugs built at Romanian shipyard Daewoo in Mangalia.



To sail under the flag of Antigua and Barbuda, ‘Fairplay-33’ is the strongest tug in Fairplay’s fleet. The tug will be employed for offshore work as well as for long distance tows.



Both ‘Fairplay-33’ and her identical sister ‘Fairplay-32’, still under construction and due for delivery mid-September, were originally ordered at Daewoo Romania by a Hamburg-based family. Early in 2011, the owner and Fairplay Towage agreed to jointly operate these tugs. Fairplay bought ‘Fairplay-33’ from its partner and will take over the full management of ‘Fairplay-32’

Two MAN STX engines (Type 6L32/40), each of 3,000kW at 750rpm and two Lips controllable pitch propellers with a diameter of 3.20 metres in Kort nozzles are expected to produce a bollard pull greater than 100 tonnes.

Two shaft generators with an output of each 640kVa, two KTA19DM1GA Cummins auxiliary engines, each 390kW, as well as a Cummins 6BT5.9DMGE generator of 90kW generate electrical power on board.

Gazprom commissioned USD 270 mln gas pipeline installed by Romanian company

The gas pipeline installed by the Romanian company GSP (Petrol Services Group) was commissioned by Russia’s energy company Gazprom in June 2011. The project involved laying a 177 kilometers gas pipeline along the Russian continental shelf of the Black Sea, between Dzhubga-Lazarevskoe-Soci and connecting it with the Russia - Turkey inter continental pipeline. It is projected that the gas pipeline will have an annual throughput capacity of approx 3.8 billion cubic meters.

The Dzhubga – Lazarevskoye – Sochi gas pipeline is part of the Program for Construction of Olympic Facilities and Development of Sochi as a Mountain-Climatic Resort by 2014, when the Winter Olympics will be organized in this region. Works on the pipeline project began in 2009 and were finished in the summer of 2011.

GSP is a member of UPETROM Group and it’s headquartered in Constanta Harbor, Romania.

Dutch companies target Romanian logistics and shipping industry

Dutch Vopak, a global provider of independent tank terminal capacity to the chemical and oil industries for the storage of liquid chemical products, is interested in investing in the port of Constanta, Bernard Wientjes, president of the Confederation of Netherlands Industry and Employers (VNO–NCW), told BR last week at the end of his visit to Romania.

“They want to make some investments in Constanta. There is a storage company there which is fully owned by the Romanian state and Vopak would be interested in some form of joint venture, to buy this company or extend it because they have storage capacity all around the world and because they see that Constanta could be a very interesting place for the future,” said Wientjes.

Discussions with the Romanian authorities touched on the European Gateway Platform, a PPP project funded by the Dutch public and private sector with the aim of making the port of Constanta a gateway to Central and Eastern European markets.

“We are happy with the cooperation between Rotterdam and Constanta but we want to take the next step, which would mean more involvement. This could mean some kind of joint venture, which would perhaps be the best solution as Rotterdam has done the same in many other places, like Qatar for example.

They bring knowledge, and of course Rotterdam is the most modern and advanced harbor in Europe, so this joint venture could be a win-win situation,” Wientjes added.


Experts of Rotterdam Port Authority will be involved in Constantza Port management

On the agenda was the subject of cooperation on the inland waterways transport, the Romanian Minister presenting the advantages of cooperation under the Danube Strategy and arguing that the goals of the Strategy are complementary to the development plans of the partnership between the ports of Constantza and Rotterdam. "If the Danube Strategy will be a success, the importance of Rotterdam and Constantza ports will grow even more for until 2020 the Danube traffic will increase by 20%. Especially the obstacles for navigation must be removed, the passenger transport between the main cities must be encouraged, but also the tourism must be promoted by the creation of a brand for Danube.", said the Minister Anca Boagiu. During the visit in the Netherlands, the Minister of Transports and Infrastructure, Anca Boagiu, participated in a series of meetings with Dutch businessmen. "The common Romanian-Dutch studies shows that until 2020, the Port of Constantza will generate over 150 thousand jobs in the Romanian economy and incomes of 10.7 billion in gross domestic product."

China Shipping expands container transport capacity to 5,668 TEUs vessels

China Shipping (Romania) Agency Co. Ltd. SRL, the exclusive agent in Romania of China Shipping Container Lines, a company dealing in container shipping affiliated with China Shipping (Group) Company, celebrated Tuesday the increase of the transport capacity of the Asia-Black Sea Express (ABX) service between the ports of Shanghai and Constanta, from 4,200 twenty-foot equivalent units (TEU) to 5,668 TEUs per vessel.


The event, organised at the Constantza South Container Terminal (CSCT) of the Constanta South port, was attended by H.E. Huo Yuzhen, Ambassador of the People’s Republic of China to Romania, by Luo Zhongming, Managing Director of China Shipping (Romania) Agency, by Petre Catalin, General Manager of China Shipping (Romania) Agency, along with many Romanian and Chinese diplomats and trade representatives, local and port authorities. “I am proud to declare that China (Romania) Agency evolution has been remarkable even against the background of the global economic crisis. In only six years we managed to double the volumes as well as the values in terms of turnover and earnings (…)I am sure that China Shipping decision to upgrade the ABX service will give satisfactions to all relates partners”, Luo Zhongming added.“

ABX (Asia Black Sea Express) Service connects the most important China ports with Constanta. Service’s full rotation takes 56 days and the main ports and the direction are: Shanghai – Ningbo – Shekou – Singapore – Port Kelang – Piraeus – Istanbul – Constanta – Ilyichevsk – Port Kelang – Shanghai”, Petre Catalin said in the opening of the event. China Shipping vessels call CSCT terminal, the most modern container terminal in East Europe, by which China Shipping (Romania) Agency offers prompt, efficient and high quality services to the clients.

The ambassador emphasised that this upgrade is a new major step in the development of trade relation between China and Romania. “In 2011, commercial exchanges between China and Romania, as provided by our internal data, reached a total of USD 4.4 bln, up 17 pc against 2010, while imports to our country amounted to approximately USD 1 bln. In their turn, exports to the country advanced by 15 pc against 2010. China thus becomes the first source country of Romanian imports outside the EU,” the Chinese diplomat added.
