Minister calls for tightening vigil on goods carriers to check tax evasion

Commercial tax department officials should make extra efforts to check tax evasion on goods being transported to other States, said P.V. Ramana, Commercial Tax Minister, here on Monday.


Addressing officials of commercial tax department of eight districts in the central region, Mr. Ramana underlined the need for intensifying the check of trucks and goods carriers, particularly on the borders of the State to check evasion of commercial tax on inter-State consignments.


The Minister advised the officials to take steps to bring more number of traders within the ambit of commercial tax. To achieve this goal, officials should issue monthly demand notices to traders and ensure counselling for them for prompt remittance of commercial tax.


Mr. Ramana referred to the online facility introduced by the department for downloading a few forms needed for marketing inter-State goods.
He said that the State government had allotted Rs.1.75 crore for providing adequate infrastructure to the check posts across the State.


The revenue through commercial taxes stood at Rs.27,148 crore till October this year which was about 25 per cent over Rs.21,739 netted for the same period last year.


The Minister reviewed the progress of various buildings under construction for housing the training centre in Tiruchi at an estimate of Rs.2.5 crore, and commercial tax offices at Srirangam, Lalgudi, Pudukottai and Nannilam at an estimate of Rs.5 crore.



He advised the officials to expedite the process of land acquisition for constructing check posts at Tranquebar and Melavanchur. Sunil Paliwal, secretary to government, Commercial Taxes and Registration Department, K. Manivasan, Commissioner of Commercial Taxes, Jayashree Muralidharan, Collector, and A. Rajaraman and Murugaiah, both additional commissioners, were present.


Officials from Tiruchi, Karur, Perambalur, Ariyalur, Pudukottai, Thanjavur, Tiruvarur, and Nagapattinam participated, and explained the achievements in their jurisdiction.

Corporation plans outcome budgets from 2013-14

The commissioner indicated that the outcome budgets would be brought out along with the regular annual budget of the corporation every year henceforth.

On Tuesday, senior officials of the corporation attended an orientation training on the preparation of the outcome budget conducted by financial experts from Premier Academy under the instructions of the Commissioner of Municipal Administration.

Mr.Thandapani told the officials to utilise the inputs given by the experts to assess the programmes outlined in the corporation budget for the current year.

The assessment would help in identifying the projects that benefit the residents most and make appropriate financial allocations in the coming years.

Similarly, unutilised funds under different heads could also be put to use for priority works.

It was also essential to get the feedback of the residents while assessing the programmes, he said.

TIDITSSIA appeals and represents to TN Govt to make Trichy as 2nd Capital of TN



Extend interest-free loans for purchasing gensets’

Welcoming the initiatives underway to make Tamil Nadu a power-surplus State, the Tiruchi District Tiny and Small Scale Industries Association (TIDITSSIA) has urged the government to prevail upon banks to extend interest-free loans to industries for purchasing diesel generator sets to offset power shortage. Since the cost of production goes up due to the use of generator sets, sales and excise tax exemption on purchase of fuel must be extended to industries, TIDITSSIA president S.Sridharan said in a representation to the government. Industries generating power from diesel gensets for own use should also be spared from paying tax for power generation.

Appealing to the government to realise late Chief Minister M.G.Ramachandran's dream to make Tiruchi the second capital of the State, Mr.Sridharan said the initiative could be given a shape by creating a branch of the secretariat here and mandating its functioning for at least one week every month.

Mr.Sridharan emphasised that a permanent trade centre was a must for Tiruchi to attract foreign investments.

Industrial growth can be nurtured by ensuring environmental clearances for proposals at the district level, empowering district industries centres to secure all other clearances by rectifying hurdles in implementation of single window system, and streamlining various taxes through implementation of Goods and Service Tax. Exempting industries with annual turnover up to Rs.3 crore from payment of tax will promote growth.

Likewise for turnovers between Rs.3 and Rs.5 crore, and beyond that up to Rs.10 crore the taxation must be restricted to 50 per cent and 75 per cent of normal tax respectively. The upper limit for LT service should be increased from the present 150 HP to 250 HP, Mr.Sridharan emphasised.

Staking claim:Corporation officials receiving applications for new water connections at a special camp in the city on Friday.

Corporation to provide new drinking water connections

For households in Puthur and Woraiyur areas

The Tiruchi Corporation on Friday began the process of providing drinking water connections for houses that are to be fed by eight new overhead drinking water tanks (OHTs) in K.Abishekapuram zone constructed under the Rs.221.42 crore drinking water augmentation scheme in the city.

The Corporation had recently completed works on connecting the pumping mains of the new drinking water supply augmentation scheme to provide supply to new OHTs in the Puthur and Woraiyur areas from the scheme’s collector wells at Coleroon River.

Though the new water scheme is still under implementation, the Corporation has begun pumping water from the collector wells of the scheme on a trial basis to some parts of the city.

Corporation Commissioner V.P.Thandapani, while speaking at the Corporation Council meeting on Thursday, had said that the Corporation would begin issuing new house connections from eight OHTs. A minimum of 200 connections would be provided from each of the tanks and the task could be completed by December.

On Friday, the Corporation began conducting special camps in the areas to receive applications from residents for getting the water connections. The new connections would be provided to residents around the Mangalam Nagar, Selvam Nagar, Fathima Nagar, Woraiyur, Balan Nagar, Rainbow Nagar, Fathima Nagar and Bharathi Nagar.

The special camps began at Ammaiyappa Nagar in ward 52 and at Kodappu ration shop for Selvam Nagar and Rainbow Nagar residents in ward 53. Similar camps would be held in other areas also in the coming days.

Residents seeking new water connections would have to pay a deposit of Rs.3,000 besides the centage charge for laying the connections from the distribution mains on the roads to the houses. A corporation engineer said notices would be issued to households that do not have water connections in the areas.

‘Crime rate in city down by 20%’

The Crime Rate in the city limits has decreased by 20 per cent in the current year up to November as compared to the corresponding period of 2011, Commissioner of Police Shailesh Kumar Yadav said on Friday.

The property offences rate and the fatalities due to road accidents had reduced by 37 per cent and 16 per cent respectively this year, Mr. Shailesh Kumar Yadav said while speaking at the inauguration of Sessions Court police station here.

Stating that the conviction rate in respect of IPC cases was 60 per cent and 97 per cent with regard to special laws, Mr. Yadav termed it as a good achievement by the city police.

The law enforcers, he said, had accorded primacy to effective maintenance of law and order, crime prevention and prevention of violence in tune with the government’s priority.

The Commissioner said he had instructed the police personnel to be friendly with the people and execute policing on procedural fairness and effectiveness.

The comprehensive plan for expansion of territorial limits of the Commissionerate had been forwarded to the State government, he said adding that a request had been made to provide additional manpower strength in order to have a quick response time to attend to emergencies.

The Sessions Court police station will also have under its jurisdiction the corporation office, collectorate and the combined court complex.

A total number of 30 police personnel had been attached with the Sessions Court police station, he said adding that the ratio of police and public with respect to this station was 1: 1,433.

The Principal District and Sessions Judge P. Velmurugan inaugurated the police station in the presence of Collector Jayashree Muralidharan, Deputy Commissioner of Police (Crime and Traffic) S. Selvakumar, senior advocates and city police officers.

Sewage drains into channel as power failure puts pumping motors to rest

Houses and apartments dot the banks of the channel at Ramalinga Nagar and the overpowering stench that pervades the area forces residents to keep their doors and windows shut all through the day. The foul smell rending the air is nauseating, says A.Nisha, a resident. And children are prone to respiratory problem and fever, she adds. P.Anand, a trader, points out the problem is more pronounced during strong winds. The discharge compounds the mosquito menace in the area. S.Babu, a real estate dealer, who has rented a house, says that it’s quite difficult for him to do business because of the bad odour.

The residents question the propriety of releasing sewage into a channel that runs across residential areas. P.Thangam, another resident, says that the channel comes in handy for residents to drop their garbage. Solid wastes and discarded mats and pillows thrown into the channel chokes the flow of water. The stagnant sewage in turn becomes a breeding ground for mosquitoes.

A number of auto rickshaw drivers and mechanics who have set up workshops on the other side of the channel point out that though a petition has been submitted to the civic authorities, nothing has materialised. City corporation should take steps to stop the discharge of sewage, says P.Jayabal, an auto driver. A.P.Sahadevan, municipal councillor, agrees that the problem has been posing a health risk to residents. However, he puts the blame on the intermittent power which throws a spanner in the pumping work.

Chowk Corner serves readers of Tiruchi for over a century





Its is a space you find by habit and not by chance; here memory triumphs over knowledge; and its narrow dinginess has over the decades entwined itself to the city’s literary heritage: Chowk Corner, opposite Town Hall, houses 11 old book shops that have survived over a century, hand in hand. Run by third generation owners today, the book shops have established an intricate network of readers, book lovers, students, scrap paper dealers, and old book shops in other cities.

“About 50 years ago, we used to sell books in Latin, French, Bengali, Malayalam, Sanskrit and Hindi as well,” says V. Ganesan, owner, Sri Baba Book Centre. With the demand for other language books falling, the shops began stocking mainly Tamil and English titles. “Today, high school textbooks and college-level reference books have usurped almost all our sales,” he adds.

A casual scanning of the spines stacked all around the shops reveals a variety of books on engineering, medicine, law, mathematics, science, history, computers, literature, astrology, fiction and traditional medicine. “We have no inventory of the books we stock,” says D. Marimuthu, owner, Kumar Book Shoppe. His grandfather (who set up the shop) could pick out any title from his stacks despite not knowing how to read or write. “It’s all in here,” says Mr. Marimuthu pointing to his head.

The clientele at Chowk Corner has grown younger and more textbook oriented over the years, while the number of customers seeking fiction and Tamil titles has steadily fallen. “Ten years ago, there wouldn’t be space here to even stand on Sundays, and a few customers bought books worth Rs.5,000 or more in a single evening,” recalls S. Murugesan, owner, Sri Angalaparameshwari Book Centre, who rues the city’s loss of literary appetite.

Explaining the diversity in titles, Mr. Murugesan says they get books from various sources like shops in Chennai, Bangalore, Coimbatore, and Madurai; locals looking to sell their old books; and from scrap paper dealers. The shops house a few rare books that were published over 80 to 150 years ago and a collection of Tamil panchangams printed during early 20{+t}{+h}century. “Earlier textbooks in particular had a shelf life of at least 20 years but now with newer editions coming out every year, we are incurring huge losses,” says Mr. Ganesan. The books range between Rs.5 and Rs.1,000, and besides buying books, people can resell them here.

About their humble beginnings, the owners recall a time when the books were stacked on the road. It was only 15 years ago that the books moved into shuttered alcoves. Though they have found safer ways to store their books, these 100-year-old book shops face the threat of eviction. As the shops flank the narrow approach to Mohamed Mosque managed by Prince of Arcot Endowment Trust, a case has been filed against them (by the trust) demanding they clear out.

“With this area becoming a prime commercial area with mushrooming showrooms, it is now beyond our means to find another space, even on rent, in the vicinity,” says Mr. Ganesan. The shop owners hope that Madurai Bench of the High Court, where the case is pending, will rule in favour of history and the city’s love for old books.

FIDE master's every move counts

L.N.Ram Aravind has scripted one success story after another on the chequered board this year.

The FIDE master emerged national under-9 chess champion in October and followed it up with a bronze medal in the under-10 category in the world youth chess championship in Slovenia last month.

In the Commonwealth Chess Championship that concluded in Chennai on Saturday, he notched gold medal in the under-10 category.

Ram Aravind competed with higher rated players in seven of the 11 rounds of the commonwealth championship.

He defeated two of them, including international master G.B.Prakash, and drew with Woman Grandmaster Meenakshi Subbaraman. Ram Aravind, who trains at Chess Gurukul in Chennai, finished with 6.5 points, and was ranked first among the participants in the under-10 category.

“Wining against an international master is certainly a nice feeling,” said the standard V student of Kamala Niketan Montessori School.

Ram Aravind, who had earlier clinched the under-7 national title, Asian under-8 title, and world under-8 silver medal, said that the level of competition got tougher both at the national and international levels as one starts playing in higher age group categories.

“But I am determined to practise hard and keep performing well,” he added.

On Sunday, Tiruchi District Chess Association (TDCA) organised a function to felicitate Ram Aravind. S.Madhusudan, vice president, TDCA, honoured the youngster in the presence of L.Nagappan, vice president; T.Sundar Rajan, secretary; N.Venkatraman, joint secretary; and S.Krishnamoorthy, former headmaster, S.M. Higher Secondary School.

மாநகர பகுதியில் கால்நடை வளர்க்க கட்டணம் நிர்ணயம்

திருச்சி மாநகராட்சி பகுதியில் 25 நபர்கள் 1,762 பன்றிகளையும், 329 பேர் 1,761 மாடுகளையும் வளர்ப்பதாக கணக்கெடுப்பில் தெரியவந்தது. இதுதவிர 1,660 தெரு நாய் உள்ளதாகவும் கண்டறியப்பட் டது. இவற்றால் ஏற்படும் விபத்துகளை தடுக்க மாநகராட்சி பகுதிகளில் மாடு, பன்றி வளர்க்க விரும்புவோர் அதற்கான உரிமம் பெற்று உரிய வழிகாட்டு தலை பின்பற்ற வேண்டும் எனவும், அதை மீறினால் 3 ஆண்டு சிறை தண்ட னையோ, ரூ.5 ஆயிரம் அப ராதமோ விதிக்கப்ப டும் எனவும் கடந்த செப்டம்பர் மாதம் நடந்த மாநகராட்சி கூட்டத்தில் தீர் மானம் நிறைவேற்றப்பட் டது.
அதைத்தொடர்ந்து இந்த சட்டத்திற்கான உப விதிகள் தயாரிக்கும் பணி கமிஷனர் தண்டபாணி தலைமையில் மேற்கொள்ளப்பட்டது. இந்த சட்டம் கடந்த 1ம் தேதி முதல் அமலுக்கு வந்துள்ள நிலை யில், அதற்கான உப விதி கள் தற்போது வெளியிடப்பட்டுள்ளது.

அதில், கால்நடைகளை வளர்ப்போர் தங்களுக்கு சொந்தமான இடத்தில் தான் வளர்க்க வேண்டும். தேசிய நெடுஞ்சாலைகள், மாநில சாலைகள், மாநகராட்சி பிரதான சாலைகள், பள்ளி, கல்லூரி அருகிலுள்ள சாலைகள், வணிக பகுதிகளில் கால்நடை களை திரிய பூரண தடை விதிக்கப்படும். கால்நடை கழிவு களை எக்காரணத்தை கொண்டும் கழிவு நீர் சாக்கடையில் கொட் டவோ, கலக்கவோ கூடாது. கால் நடை வளர்ப்போர் அத்தெருவில் வசி கும் 20 பேரிடமாவது என் ஓசி கடிதம் பெற்று சமர்ப்பிக்க வேண் டும். ஒவ்வொரு கால்நடைக்கும் அதன் உரிமையாளர் பெயர், முகவரி, செல்போன் எண் அடங் கிய அடையாள வில்லை வழங்கப்படும். இந்த அடை யாள வில்லையின்றி மாநகராட்சி பகுதி யில் திரியும் கால்நடை களை பிடித்துச் சென்று பராமரிப்பு மையத் தில் ஒப்படைக்கப்படும். உரிமம் பெற்று கால்நடை களை வளர்த்தாலும், அவற் றின் பராமரிப்பில் மாநகராட்சி கமிஷனருக்கு திருப்தி இல்லையெனில் சம்பந்தப்பட்ட கால்நடை உரிமையாளரின் மீது குற்றவியல் நடவடிக்கை எடுக்க கமிஷ னருக்கு அதிகாரம் உண்டு என்பது உள்பட 21 உப விதிகள் குறிப்பிடப்பிடப்பட்டுள்ளன.
கால்நடைகளுக்கு ஆண்டு உரிமம் வழங்க முடிவு செய்யப்பட்டுள் ளது. அதன்படி 2013-2014 ம் ஆண்டிற்கான உரிம கட்டணமாக குதிரைக்கு ரூ.1000, மாட்டிற்கு ரூ.500, பன்றிக்கு ரூ.300, கழுதைக்கு ரூ.500, ஆட்டிற்கு ரூ.200 என நிர்ணயிக்கப்பட்டுள் ளது. இந்த கட்டணம் ஒரு கால்நடைக்கு மட்டுமே பொருந்தும் எனவும் மாநகராட்சி நிர்வாகம் அறிவித்துள்ளது.
அபராதம் எவ்வளவு?
மாநகராட்சியின் உரிமம் பெறாமலும், நிபந்தனைகளை பின்பற்றாமலும் வளர்க்கப்படும் கால்நடைகளை மாநகராட்சி நிர்வாகம் பறிமுதல் செய்து, சம்பந்தப்பட்டவரிடம் அபாராதம் வசூலிக்க உள்ளது. இதன்படி குதிரை, பன்றி, மாடு, கழுதை, ஆடு போன்றவை முதல்முறை சிக்கினால் அதற்கு ரூ.500 அபராதம் விதிக்கப்படும். அதே கால்நடைகள் இரண்டாம் முறை சிக்கும்போது குதிரை, மாடு, பன்றி ஆகியவற்றிற்கு ரூ.1000, கழுதை, ஆடு ஆகியவற்றிற்கு ரூ.500ம் வசூலிக்க முடிவு செய்யப்பட்டுள்ளது.

Additional proposal for laying sewer lines around Srirangam temple

Tiruchi Corporation has forwarded to the government an additional proposal for laying underground sewer lines for lanes around Sri Ranganathaswamy Temple in Srirangam using trenchless technology without affecting the temple ramparts.

The State government has already accorded administrative sanction to the extension of the underground drainage scheme for the omitted areas in Srirangam under phase I of expansion of the sewer system in the city.

Under this phase, residential colonies spread over a radius of 10.53 square kilometres in Srirangam and Thiruvanaikovil areas would be brought under the sewer network.

The project would benefit a population 56,405 in the ultimate stage by 2044.

The project was to address one of the major shortcomings of the existing underground sewer system in Srirangam by covering the Uthira and Chithra Veedhis around the famous Sri Ranganathaswamy Temple. These streets have not been covered by the underground sewer network so far.

Special provisions have been incorporated to provide the underground sewer line in Adayavalanchan, Chithra and Uthira Veedhis in Srirangam as the network has to run across narrow strips of land between the rear side of houses and the ramparts of the temple.

Since the ramparts of the temple were in a precarious condition in many places, care has to be taken to ensure that the structure was not disturbed in any manner.

Though the project estimate was originally put at Rs.24 crore, it was subsequently revised to Rs.25.98 crore providing for laying the sewer lines using micro tunnelling technology for a total length of about 2.5 km around the temple in the four Adayavalanjan and Chithra Streets.

This project apart, the corporation has now drawn up separate estimate for laying the sewer lines for a length of another six km to cover the lanes at the end of Adayavalanjan, Uthira and Chithirai Streets.

This would entail an additional investment of Rs.21.52 crore.

While tenders have already been called for the first project, administrative sanction from the government is awaited for the second project, sources in the corporation said.

திருச்சி மாநகரக் காவல்துறை எல்லையை விரிவுப்படுத்திடும் வகையில், மாவட்டப் பகுதியிலுள்ள 6 காவல் நிலையங்களை மாநகரக் காவல்துறையுடன் இணைக்கத் திட்டமிடப்பட்டுள்ளது.


மக்கள் தொகை அதிகரிப்பு, மாநகரின் பகுதிகள் விரிவடைந்து வரும் நிலையில், காவல்துறை எல்லையையும் அதிகரிக்க முடிவு செய்து, அதற்கேற்ற பணிகளை மாநகரக் காவல்துறை மேற்கொண்டு வருகிறது.


தற்போதைய நிலையில் திருச்சி மாநகராட்சிப் பகுதிகள் 167.23 சதுர கி.மீட்டரில் அமைந்திருந்தாலும், காவல்துறை எல்லை 146 சதுர கி.மீ.க்குள்தான் அமைந்திருக்கின்றன.



தற்போதைய மக்கள் தொகைக்கு ஏற்றவாறு காவல் நிலையங்கள் திருச்சி மாநகரில் இல்லை. திருச்சி மாநகரத்தில் ஸ்ரீரங்கம், கோட்டை, தில்லைநகர், உறையூர், கன்டோன்மென்ட், கே.கே.நகர், பொன்மலை, அரியமங்கலம், எடமலைப்பட்டிபுதூர், பாலக்கரை, காந்திமார்க்கெட், விமான நிலையம், அரசு மருத்துவமனை, அமர்வு நீதிமன்ற காவல் நிலையங்கள், கோட்டை,கன்டோன்மென்ட், ஸ்ரீரங்கம், பொன்மலை ஆகிய இடங்களில் மகளிர் காவல் நிலையங்கள் செயல்பட்டு வருகின்றன.


விரிவடைந்து வரும் மாநகரத்தில் பொதுமக்களுக்கு காவல்துறையின் சார்பில் அளிக்கப்படும் பாதுகாப்பை மேலும் வலுப்படுத்த வேண்டும் என்ற கோரிக்கை ஏற்கெனவே இருந்து வருகிறது.


சேலம், மதுரை, திருச்சி மாநகரக் காவல் எல்லைகளை மேலும் விரிவுப்படுத்த வேண்டும், அதற்கேற்றவாறு கருத்துருக்களைத் தயார் செய்து அனுப்ப வேண்டும் என்ற டிஜிபியின் உத்தரவை ஏற்று, அதற்குரிய பணிகளை மாநகரக் காவல்துறை மேற்கொள்ளத் தொடங்கியது. முதலில் மாநகரக் காவல் உதவி ஆணையர்கள், மாவட்ட துணைக் காவல் கண்காணிப்பாளர்கள் கொண்ட குழு பேச்சுவார்த்தையில் ஈடுபட்டு, வரைவுத்திட்டத்தை தயார் செய்தது. இதனடிப்படையில் மாநகரக் காவல் துணை ஆணையர், மாவட்டக் காவல் கண்காணிப்பாளரைக் கொண்ட மாநகர விரிவாக்கக் குழு நவம்பர் மாதத்தில் பேச்சுவார்த்தையில் ஈடுபட்டது.


அதன் அடிப்படையில் திருச்சி மாவட்டக் காவல்துறையின் கட்டுப்பாட்டில் உள்ள சோமரசம்பேட்டை, திருவெறும்பூர், நவல்பட்டு, மணிகண்டம், சமயபுரம், பெல் காவல் நிலையங்களை திருச்சி மாநகருடன் இணைக்கலாம் என இக்குழு பரிந்துரைத்துள்ளது. மேலும், இந்த குழு காவல் நிலையங்களுடன் இணைக்கப்பட வேண்டிய தாய் கிராமங்கள், காவல் நிலைய எல்லைகள் குறித்து தற்போது ஆய்வு செய்து வருகிறது. இந்த காவல் நிலையங்கள் இணைக்கப்பட்டால் மேலும் 6 காவல் ஆய்வாளர்கள், 200-க்கும் மேற்பட்ட போலீஸôர் திருச்சி மாநகரக் காவல்துறையுடன் இணைக்கப்படுவார்கள் என்றும், இதன் மூலம் மாநகரின் பாதுகாப்பை மேலும் வலுப்படுத்த முடியும் என்றும் பரிந்துரையில் தெரிவிக்கப்பட்டுள்ளது நகர விரிவாக்கக் குழுவின் அறிக்கை காவல் ஆணையர் சைலேஷ்குமார் யாதவ் மற்றும் மத்திய மண்டல ஐ.ஜி. அலெக்ஸôண்டர் மோகன் ஆகியோர் பேச்சுவார்த்தை நடத்திய பின்னர், கருத்துருக்கு இறுதிவடிவம் அளித்து விரைவில் காவல்துறை டிஜிபிக்கு அனுப்பி வைக்க உள்ளதாகவும் மாநகரக் காவல்துறை வட்டாரங்கள் தெரிவிக்கின்றன.


6 காவல் நிலையங்கள் தற்போது இணைக்க பரிந்துரைக்கப்பட்டுள்ள நிலையில், வரும் ஆண்டுகளில் மேலும் 6 காவல் நிலையங்களும் மாவட்டக் காவல்துறையிடமிருந்து பெற்று, மாநகரக் காவல் எல்லையை விரிவாக்க முடிவு செய்திருப்பதாகவும் காவல்துறையினர் தெரிவிக்கின்றனர்.
