Financial Center Confinanzas is the third tallest skyscraper in Venezuela (the two highest are the twin towers of Central Park).

Construction began in 1985 to house the headquarters of the Metropolitan Bank and Confinanzas, however after the banking crisis of 1994 the work was stopped after intervention by the state bank. Well, by now both buildings are being occupied and restored.
The first building has been occupied by the SEP (Ministry of Public Education) and its CW replaced with a blue modern-like one, it's still under restoration works, although some employees are working there already.
Now, the second one was rescued since 2010; it was bought by the UNAM, restored and occupied since then (I can't remember what it's used for). Nowadays it's been displaying an "artwork" made of red&blue neon lights on its facade, it looks quite nice at night.

So horrible what happened to that building in Venezuela, it looked rather nice before that unfortunate "intervention".

Benchmark tower, Sofia, Bulgaria - completed for over 3 years now, empty since then. There were rumors that the investor don't want to rent the offices, but to sell the whole building, but it was 1 year ago and I don't think that it actually happened.

Right next to Benchmark tower is Ellipse center, which is in exactly this condition in the last year or so. Still not exactly abondened but there is a chance that it will stay like that for years.
