The Bases Conversion and Development Authority and its subsidiary Poro Point Management Corp. will push through with the redevelopment of San Fernando Airport in La Union.

In a meeting with local government officials, BCDA president and chief executive Arnel Paciano Casanova said the redeveloped airport will serve the region's tourism industry and economy.

He said BCDA’s plan for the airport includes a mall, the resumption of commercial flights and the renovation of facilities.

“Developments are coming to the north, and having an operational airport here will bring in more visitors and investors. Soon, this airport will be an engine of growth, and the city will be one of the gateways of economic development," Casanova said.

Because of its strategic location in North Luzon, San Fernando has been envisioned to become the “prime city of Ilocandia” by 2020.

Local officials said the project will also help solve nearby Baguio City's accessibility problem.

Based on Department of Tourism data, Pangasinan was the only province in Region 1 that saw a rise in tourist arrivals in 2011. But DOT expects an increase in tourism for the whole region once the San Fernando airport project is complete. — BM, GMA News

Bases Conversion Development Authority (BCDA) has generated P56.597 billion in sales as of November this year from the sale of military properties since the agency’s creation.

BCDA president Arnel Casanova reported that bulk of the BCDA earnings come from the sale of Fort Bonifacio and Villamor Airbases.

For 2012 alone, the agency has generated P3.2 billion of which P2 billion have been earmarked for the Armed Forces modernization.

For next year, BCDA would be busy implementing most of its major undertakings after it has adopted a strategy for its remaining assets and as it embarks into new developments.

“Next year will be a banner year for BCDA,” he said.

Some of its projects include the Clark airport development, which is to fully utilize Clark into a intelligent city.

It will also finalize the feasibility study for the monorail project by January this year. The monorail will connect Global City, Makati, New Port and the airport.

The concept study has initially indicated a cost of P24 billion to P26 billion but Casanova said the project would be done under the Public Private Partnership scheme with BCDA as the main proponent.

The other option BCDA is looking at is to undertake the project through official development assistance financing.

The redevelopment is aimed at expanding the airport and developing a terminal.

In addition, BCDA will be redeveloping the San Fernando La Union airport in Poro Point to attract commercial flights operations into the tourist destinations in northern Luzon.

The airport redevelopment has involved the tourism operators in the area so they can guarantee passengers to airlines which would be asked to fly into San Fernando. At present, no airline flies to this airport.

In addition, BCDA expects to settle issues with Bulkhandlers Inc. to facilitate operations of the seaport in Poro Point.

TERMS OF REFERENCE
MASTER PLANNING OF 146 – HECTARE PORO POINT FREEPORT ZONE (PPFZ)

The primary objective of the Project is to produce a new MDP for the approximately 146-hectare PPFZ that is marketable, viable and effective.

i. To establish San Fernando Airport as a regional airport that can accommodate not only domestic flights but also direct international flights;
ii. To serve as gateway to La Union, Baguio and other tourist spots within the region;
iii. To function as transportation infrastructure support to PPFZ;
iv. To link the Airport’s operation with Clark International Airport in Clark Special Economic Zone;
v. To put up a Terminal Shopping Mall as support development for the airport and provide amenities such as dining, shopping, and entertainment facilities not only to the airport passengers but also to the general public.

Six companies have submitted eligibility documents for the public bidding of the master development plan for the Poro Point Freeport Zone (PPFZ) in San Fernando, La Union.

In a statement, Bases Conversion and Development Authority president and CEO Arnel Casnova said the six companies were: the joint venture of U.P. Planades & Philippine Jac. Inc.; Schema Konsult, Inc.; joint venture of CPRM Consultants, Inc. & Transport & Traffic Planners, Inc.; joint venture of Filipinas Dravo Corp. & Key Engineers, Co.; Philipps Technical Consultants Corp.; and Palafox Associates.

He said the Bid and Awards Committee is now evaluating the documents to determine who will be eligible and make it to the short list for the second phase of the bidding, which involves the submission of the technical and financial proposals.

The P8 million project involves crafting a new master development plan for the approximately 146-hectare PPFZ. The implementation of the plan is expected to spur business activity in the freeport zone.

"The airport and seaport make PPFZ an ideal tourist and business destination in Northern Luzon where passengers and goods can be transported by the convenience of air and sea travel aside from by land," he said.

The masterplan should also include plans for the improvement and upgrading of the existing San Fernando Airport and the development of the proposed Terminal Shopping Mall.

THE Bases Conversion and Development Authority (BCDA) said the annual staging of Sillag, the Poro Point Festival of Lights, is seen to give a boost to the tourism and business sectors in Ilocos Region.

BCDA president and CEO Arnel Paciano D. Casanova said the 2nd Sillag Festival, which is slated on March 9 and 10, 2013 is La Union’s counterpart to Baguio City’s Panagbenga and Clark’s International Hot Air Balloon Fiesta.

He said that Sillag Festival showcases one of BCDA’s freeport zones—Poro Point Freeport Zone (PPFZ) as a premier tourist destination and investment hub.

PPFZ is being managed by the Poro Point Management Corporation (PPMC), a member of the BCDA Group.

He said the PPFZ, which is located in San Fernando, La Union, is the country’s gateway in Northern Luzon; has twin infrastructure jewels, the San Fernando International Seaport and the San Fernando Airport; and has a six-hectare lighthouse property, which serves as a vital component of an Integrated Tourism Complex.

Plans are also underway to redevelop the San Fernando Airport to include an airport mall, he added.

On top of the ridge, the lighthouse at Poro Point winked rhythmically as thousands of La Union residents gathered along the beach for the cheery Sillag festival of lights at the former Wallace Air Station over the weekend.

One by one, revelers released hope lanterns into the moonless sky, clearly the highlight for many families that brought their children, Sunday evening, into the normally restricted enclave to witness the nighttime spectacle.

An array of boats strung with multi-colored lights illuminated the waters in front of the exclusive Thunderbird resorts, the venue for the festival which is now on its second year. One of the fishing boats was shaped like a bee that had stumbled into the sea, eliciting laughter from spectators as the vessels sailed into formation before sunset.

Street dancers holding lamps and waving colored wands strutted up the road, a luminous display of multi-ethnic vibe amid the stark blue and white Santorini-inspired villas of the resort. This is the newest feature of the festival, which promises to add more activities and get extended to a longer period next year.

A fun run, golf tournament, food fair, garden show, and concerts by local and Manila bands brought crowds of revelers to the festival this year.

"The annual staging of Sillag undoubtedly is seen to give a boost to the tourism and business sectors in Region 1, particularly in Poro Point, San Fernando, La Union," said Arnel Casanova, president of the Bases Conversion Development Authority (BCDA).

State-run Bases Conversion and Development Authority (BCDA) is promoting Poro Point Freeport Zone (PPFZ) in San Fernando, La Union as a springboard to Asia’s major markets.

In a statement, BCDA president Arnel Paciano D. Casanova said Poro Point has twin infrastructure jewels—the San Fernando International Seaport and the San Fernando Airport.

Through the San Fernando Airport, Hong Kong, Vietnam and Taipei are just an hour and 30 minutes away. Singapore, Japan and Korea are just three and a half hours away, whereas Malaysia, Thailand and Indonesia are four hours away.

“We want Poro Point to be the catalyst of growth for Northern Luzon by promoting investments here and turning the area into a tourist hub,” Casanova said.

He said future upgrades to the San Fernando Airport will transform it into an international travel facility.

Earlier, BCDA identified six groups interested in crafting the master development plan for the 146-hectare Poro Point.
