Just curious, what is the purpose of the pipe railing on top of the parapet wall on the bridges.

That is a safety rail used during maintenance work by the workers to tie their safety belts to it.

So, the pillars that I saw on the banks of the Cooum when traffic from Central to Koyambedu wsa diverted was of the CETL?

Detailed information and Timelines of Chennai Bangalore Expressway.Found this in a Japanese Website.Hope they meet these timelines.As per the plan the :

PPP Part (135 Kms) Construction will start in October 2014 be completed by March 2017.
ODA (Official Development Assistance by Japan) will Start in Mar 2015 and will be completed by Oct 2017.

So the Expressway is expected to be fully Operational by Oct 2017 unless there are Delays.

The Metal Dividers kept around each and every pillars are removed, so logically speaking, the project is KILLED.

Now they will start lating New & well built road till the pillars, and traffic flow will be smooth soon.

That only indicates that pillar work is done.
They might launch a gantry somewhere.

Ray of hope for Port-Maduravoyal project

The Water Resources Department (WRD) has written to the National Highways Authority of India (NHAI), which is implementing the project, to realign the expressway and proceed with the Rs. 1,815-crore project.

Last March, WRD had issued a ‘stop’ notice for work along the Cooum river stating the proposed expressway encroached on the waterway in some parts.

WRD had permitted work on a 4.5-km stretch — from Egmore to Chetpet — along the banks of the river.

WRD also said that pile caps constructed at Chetpet, along Spurtank Road, were found to be built up to the maximum flood-level limit of the river rather than the bank.This would obstruct free flow of water, particularly when the river runs to its brim during floods, said a WRD official.

In its letter, WRD has asked NHAI to rectify the problem of an alignment change in places such as Spurtank Road and downstream of Choolaimedu bridge.

The NHAI should also present the revised alignment before the high-level steering committee comprising representatives from six departments for approval.

It must then be sent to the State government for a final nod before work is resumed.

As the project has been put on hold for nearly a year, the river bed has been engulfed by thick vegetation on stretches near Spurtank Road and Ethiraj Salai. The waterway also faces the threat of encroachments.

According to NHAI, however, there is no deviation from the original alignment approved by the State government.

Though the WRD had asked it to stop work on section-I (from Port to Koyambedu), work on section-II of the project (from Koyambedu to Maduravoyal) has also been put on hold.

As a result, the concessionaire (the company that is to build, operate and transfer the project after 21 years) has raised claims for idle machinery and sought compensation for the delay and escalation of prices of construction material.

According to an official, there would be at least a 10 per cent increase in project cost.

So far, nearly Rs. 500 crore has been spent on the project and just 20 per cent of the work has been completed.

NHAI will take a call on the future course of action once it receives the letter from WRD, the official said.

The Tamil Nadu government is yet to complete its share of the work in terms of relief and rehabilitation of dwellers along the Cooum river and acquisition of the land.

The State govt woke up only after SOMA,the concessionaire for this project raised compensation claims with the state govt.Now the concerned dept WRD is enacting a drama to show that NHAI is at fault but does not hold any water.The project is not only abandoned but the SG has to shell out huge compensation to SOMA as per the agreement after spending Rs500 crores by NHAI.What a waste of time and money.The SG deliberately took no steps for the past 10 months since the stoppage of the work inspite of the CG top officials from the ministry of surface transport making all efforts to revive this project.There is no ray of hope for not only this project but any project so long as this govt is in power.

The proposed elevated expressway between Chennai Port and Maduravoyal would put an end to traffic congestion, said DMK president and former chief minister, M. Karunanidhi.

In a statement here, the DMK chief said the Rs. 1,815-crore project would have been completed this year had the State government allowed it to progress as per schedule.

Quoting the report ‘Ray of hope for Port-Maduravoyal project’ that appeared in The Hindu on Tuesday, he said the State government was taking measures to revive the project.

National Highways Authority of India (NHAI) had said it did deviate from the alignment approved by the State government.

The 19-km-long elevated expressway is being implemented in two phases, with phase-1 running from Chennai Port to Koyambedu along the Cooum, and phase-2 from Koyambedu to Maduravoyal on Poonamallee High Road.

If the project is completed, trailers carrying freight to Chennai Port can take this expressway and connect to the golden quadrilateral without entering city limits, he said.

Why not just finish off the Stretch between Madhuravoyal & Koyambedu first, the Phase II?

Here there is no criss crossing with Coovam, so vehicles can start using and the Poonamalli Road can breeze easily.

In this stretch, all the pillars foundation work are over. If properly planned, this work can be completed with in 6 months.

With the first 4.5kms already approved and this 5km stretch, almost 50% work on the Expess way will be over.
