So they poured the upper part of the spiral and are preparing the next part at the moment.. WTC Progress on facebook just posted a pic which shows it pretty clear, hopefully the KPI TV cam that shows the site will be readjusted soon.

I like that small church in that little park over there. So nice between all those skyscrapers.

I emailed KPI-TV in an effort to get them to realign their 7WTC camera. The response I received was:

"Being that the series has been completed we cannot realign the camera. We no longer have access to it."

I do not know what the "series" is or was, and cannot understand why they no longer have access to their camera.

Maybe if someone could determine what organization sponsored the "series", we could petition the sponser to continue this service.

What a pity! I also wonder though why they cannot access their own camera?! Maybe they do not want to spend money for a technician to have it realigned since their project is over, but then I don't understand why they leave the cameras there and don't install them somewhere else on a new project? Or maybe they leave it there as long as it's not needed somewhere else to have cheap publicity for their company?

WTC Construction Update, November 2012

World Trade Center Vehicular Security Center

Structural steel in the Vehicular Security Center is substantially complete with over 9,000 tons erected to date. Concrete work is now progressing with more than 9,700 cubic yards of concrete poured- about 34% of the total. The Main sprinkler pipe installation has been initiated in the Sub-Basement and Bus Parking Levels as part of the MEP work, Phase I. Hot water and chilled water line installations have begun on the Bus Parking level as well. MEP work continues on to Phase II as the contractors are performing deck layout of conduit and sleeves on the street levels, and installation of conduit on the Bus Parking Level.

KPI is a production company that mostly does documentaries for NatGeo, History, etc. I'm guessing they did something about the WTC, and to have some sort of timelapse/whatever, they hired Erdman Video Systems to set up those cams. The episode/series must be done, so the contract with Erdman must have expired. I don't know who was responsible for the maintenance, but that makes sense.

If you have time to spare, you can always try and contact Erdman Video Systems, even though I'm not sure what they can do. Since they're most likely not paid anymore for those cams, they might take them all out.

Edit: After more research, those cams are used for a Discovery Channel documentary named The Rising. That's the series. So, cams belong to Erdman, are used for a Discovery Channel documentary, which is produced by KPI. I don't really know what to do from here, but I hope that answers some of your questions.

I wrote to a different office at Erdman and received the following reply:

We have contacted the owner of the camera system with a reminder to re-aim the camera. They have yet to respond to our requests. The camera may not be the top priority for them currently since the documentary that they were used for aired in 2011.

Combining this comment with Beber's excellent research, it appears that the cameras are probably owned by the Discovery Channel. Maybe that is where our requests should be directed.

They're still finishing drawings for the final design of Liberty Park. Bridge will end up there above grade.
