I think it would be ugly to be higher than 510 meters.

What will be the tall tower that was under construction?

I know - 360 meters; but I read somewhere that it could be 363 meters.

Personally I'd prefer these dimensions:

East Tower
spire: 509 meters(One meter taller than Taipei 101

)
roof: 363 meters

West Tower
roof: 242 meters

I would say that way:
GRM is wanted by the developer, but isn't interested to construct.
ENKA wants to continue construction, but the cost is not satisfactory for the developer.

Probably because it was just moved from the under construction section.

I'm quite shocked to see a building in such an advanced stage of construction being put on hold. I thought that these phases of construction are relatively safe from the on hold threat

Seriously? Marina 101 topped structurally and was on hold.
And considering the history of this building, it's not surprising it went on hold.
