Indonesia sent a ship to join the search for the fishermen, who may have been swept toward the Celebes Sea from the Pacific Ocean off southern Mindanao Island, said regional military spokesman Capt. Severino David.
A total of 35 fishermen have been rescued in the past three days, including three found Tuesday in a small boat drifting about 255 kilometers (158 miles) east of Davao Oriental province, where the typhoon made landfall Dec. 4, David said Wednesday.

35/261? Roughly 13% rescued! That's dang low but good enough for those who were rescued.

Tropical Storm Wukong (Quinta) has strengthened slightly as it inches closer to the island of Leyte...now moving over Leyte Gulf. This storm is expected to make landfall over Eastern Leyte around midnight (Dec 26), somewhere along the towns of Mayorga, MacArthur and Abuyog. Stormy weather continuing across Samar and Leyte Provinces.

'No Christmas' for Typhoon Pablo victims

Ramos said that—unlike in the rest of the majority-Catholic Philippines—there would be no Christmas parties in the storm hit towns, just the burials of bodies.

Many of the dead are in an advanced state of decomposition after failing to be identified.

Ramos denied reports that bodies had been dumped in a mass grave on Sunday.

"There was a semblance of a decent burial after the 17 bodies were identified," he said.

The burial was helped by the donation of 500 coffins from a province north of Manila, he added.

Ramos's office said there were still 13,940 people living in evacuation centers almost three weeks after the storm. More than 959,000 others have returned to the ruins of their homes or are staying with relatives.

Dr. Martin Pareno, nutrition coordinator for Action Against Hunger International, said in a recent visit to the affected area he had seen people desperate for help.

"It's a heartrending thing. There is no sign of Christmas in the whole area," he told AFP.

"The number one problem is shelter, clearing debris, sanitation. There is no electricity or water service. They will have to provide for that before any social activities." — AFP

The plan is to clear six major waterways in the sprawling capital before typhoon season starts in June, while also saving the squatters from being washed away by floods, said Interior Undersecretary Francisco Fernandez.

Experts have long warned that flooding in Manila has been worsened by the squatter communities who build precarious shanties on the banks of waterways, preventing water from flowing freely and blocking drains with rubbish.

Fernandez said there were an estimated 105,000 squatter families living on the waterways of the capital. The 20,000 families -- representing about 100,000 people -- living in the six major waterways would be the first to be moved.

"Forced evacuations will only be taken as a last resort," said Fernandez, whose office is in charge of informal settlers.

He said the government was already meeting those affected so they could be relocated to areas near their old homes or at least in or near the capital.

In the past, he said, squatters relocated outside the capital swiftly returned to their old homes because they could not find jobs at the relocation site.

The government has already allocated 10 billion pesos ($246 million) for the project this year and is preparing "medium-rise buildings" as new homes for the squatters, Francisco told AFP.

Urban planners have said the clogging of waterways by squatters is one cause of frequent flooding and deaths in the capital caused by storms like Typhoon Ketsana in 2009.

In recent months, squatter communities have violently resisted relocation efforts but Francisco said those on the waterways realised they had to move.

"They are there in the waterways not because they want to be, but because they have no other choice," he said.

There are more than 11.8 million people living in the capital and Francisco said as many as 20 percent could be squatters who build shanties in empty lots, under bridges, on waterways or any vacant place they can settle.

Tignan natin kung may balls ang admin na to magrelocate ng squatter For the past 2.5 years wala masyado narelocate na squatter, iyong mga asa north triangle bine-baby GMA admin did an excellent job relocating the squatters along PNR line in NCR.

The Bureau of Fire Protection (BFP) has acquired half of the target 76 top-of-the-line fire trucks that will be deployed in major cities for “faster and better fire control action” in time for March, the fire prevention month.

Interior and Local Government Secretary Mar Roxas II on Wednesday formally turned over to local government units the initial 38 Austrian-made Rosenbauer TLF 4000 fire trucks built especially for responding to fires in highly urbanized areas.Initial recipients of the trucks were Quezon City, Manila, Caloocan, Malabon, Parañaque, Pasay, Pasig, San Juan, Mandaluyong, Las Piñas and Taguig.

“Each truck has a powerful water cannon mounted on top plus two quick response hoses and two regular hoses or a total of five firefighting weapons that can be used simultaneously for faster and better fire control action,” the Department of Interior and Local Government (DILG) said in a statement Wednesday.The trucks have the capacity to discharge 2,400 liters of water per minute. Their water cannons estimated to push water to up to 62 meters horizontally and 24 meters vertically, or the equivalent to an eight-storey building.
