This is not about which part of the city the arena is located... Corinthians arena is located in the middle of a favela in Itaquera and will host the WC, hosting the opening match... Fifa dont will change any venue, and i agree that Gremio arena is much better than beira-rio project...

It is not FIFA but the Local Organizer Comittee that is responsible for the venue. So, the choice in Săo Paulo can have different reasons for than Porto Alegre.

I know there is still quite a bit of work to do on this stadium, but I wonder why they've put so few exits on the lower tier, especially when you consider that there will be at least 20,000 people to circulate.

Certainly it will... the schedule is on time.
Now the stadium is closed, and it is going to open just on october/2013, when it is going to be almost finished.
