BCDA to showcase PHl as investment hub in London Confab

MANILA, Nov. 29 (PNA) — The Bases Conversion and Development Authority is looking forward to showcase to the global investment community the Philippines as next major investment haven.

BCDA president and chief executive officer Arnel Paciano D. Casanova said the opportunity will come during the London-based international convention on freeports and special economic zones dubbed “Free and Special Economic Zones: Delivering Economic Growth and Societal Advance” set for December.

Cassanova has accepted the invitation by 2012 World Free Zone Convention Chairman Graham Mather to be among the keynote speakers of the International Convention.

The international conference will have special emphasis on Public-Private Partnership and Investment in infrastructure, he said.

“I welcome this opportunity to showcase to the global investment community the new exciting developments taking place in the country and for these investors to consider the Philippines as their next major investment haven,” Casanova said, adding that the “Matuwid na Daan” leadership of President Aquino has paved the way for the country’s sound economic fundamentals and for foreign investors to take a keen interest in the country.

In a letter by Chairman Mather to Casanova, it read: “We are particularly eager that you accept our invitation because of the importance of the economic growth agenda worldwide…. Your new ‘Green and Intelligent City’ due to be constructed at the Clark Special Economic Zone is of particular interest to our global audience.”

Casanova, who is the lone Southeast Asian to keynote the international convention, said the Clark Green City has an estimated cost of US$ 5 billion over a 20-year period.

He added that the entire 36,000-hectare area is now being master planned and is expected to be completed by the first quarter of 2013.

Casanova noted that since Clark is a Special Economic Zone, foreigners can lease the land in Clark Green City for 50 years under the Foreign Investors Lease Act. He said the Clark Green City will be launched next year. “This will drive all the economic activity and investment in the area,” he said.

“It is about time we have a new city,” Casanova said, adding that the size of the Clark Green City is more than 100 times that of Bonifacio Global City and half the size of Metro Manila.

Aside from Casanova, other keynote speakers of the international conference include: Dr. Supachai Panitchpakdi, Secretary-General, UNCTAD, Geneva, Switzerland; Rt. Hon. Michael Fallon, Minister for Business and Enterprise, UK; H.E. Sheikh Lubna, Minister of the Economy, Government of the U.A.E.; Dr. L.B. Singhal, Additional Director of Foreign Trade, Ministry of Commerce and Industry, Delhi, India; Hon. Osama Saleh, Minister for Investment, Egypt; Hon. Costis Hatzidakis, Minister of Development, Government of Greece; Professor Keller Easterling, Yale School of Architecture, USA; and Mr. Rodrigo Rival Melhado, Permanent Mission to El Salvador to WTO, Geneva, Switzerland.

The two-day London-based international conference and exhibition will be held at The Grange City Hotel from December 12-13, 2012.

Among those expected to attend are representatives and users of zones particularly transnational corporations (TNCs); zone authorities and government ministries; investment promotion agencies (national and regional); international organizations with an interest in zone development; investors considering overseas location strategies; banks and international trading houses; zone developers and promoters; real estate and infrastructure companies; consultants, economists and strategists; suppliers of services to zones; and industrial parks and science hubs.

OK!so, CISCO Ph is getting in the picture as well as South Korea's Centios with regards to the upcoming Clark Green City.

According to Casanova, the MOU “creates a non-binding framework for furthering discussions under which the parties can explore potential collaborative opportunities and determine business opportunities in relation to sustainable urbanization,” referring in particular to BCDA’s Clark Green City project.

“BCDA, Cisco and Centios intend to enter into discussions regarding a possible strategic relationship to align the approach and methodology to design and build sustainable communities and cities of the future,” Casanova said

He added that the strategic collaborate will be based on the use of Cisco’s Smart+Connected™Communities offerings to help attain the BCDA’s vision of sustainable, innovative, and cost-effective solutions for community and city development.

Cisco Smart+Connected™ Communities uses the network as platform to weave together people, services, community assets, and information into a single pervasive solution. The initiative encapsulates a new way of thinking about how communities are designed, built, managed, and renewed to achieve social, economic, and environmental sustainability; transforming physical communities to connected communities.

For its part, the Korean-based firm Centios will work on a feasibility study for the Clark Special Economic Zone based on Cisco Smart+Connected™ Communities concept. Centios has the expertise in the area of building ‘Intelligent Cities’ and has to its credit the New Songdo International Business District in South Korea.

Pursuant to the MOU, the BCDA will allow kcss and Cisco to review the masterplan for the envisioned Clark Green City, and will provide all relevant information about the BCDA’s development areas.

Cisco will also share its industry best practices with BCDA and Centios.
The MOU is focused on providing a forum for discussions to explore, develop and maximize the potentials of the CSEZ as one of the key growth areas under the umbrella of the BCDA.

Correct...and that's what i am concerned about...The government is trying to create a future city here...where millions of people would live and billions of investments in business and infrastructure would be poured in...Imagine Manila in 1500s, its how this place looks like right now...imagine Manila now after 500 years, it is conceivable that's how this future city would look like, only more organized with more futuristic infrastructure, I hope...then imagine how Manila right now could cope with a volcanic eruption of Pinatubo's magnitude...wouldn't you be concerned?...as long as they consider future volcanic eruptions in their planning, I guess it would be OK.

Which part of the Philippines you think is safe? You only consider Volcanic eruption as an excuse? No place in the Philippines is really safe not only with Volcanoes, include super typhoons, earthquakes, tsunami, twisters, flooding, fire and even man made crashing air crafts. Look what the super typhoon did to parts of Mindanao...

just like any other country. But safety is just one factor. Tingnan mo yung sa Japan, no matter how hi tech their sea walls were when mother nature stroke them with a tsunami their sea walls failed na maprotektahan ang mga hapones.
Pinatubo is now a popular tourist attraction. Meron pa ngang spa sa foot ng volcano

Support nalang natin ang Clark Green City

...Before, Mindanao rarely have typhoon, but look what's happening now. Scientist sees it as climate change. I am hoping that future humans are more advance and they have new inventions that can divert like for example flowing lava, or they can detect earthquakes, tsunamis and twisters so they can evacuate people immediately or maybe all buildings in the future are earthquake proof.

The problem is still its distance from Metro Manila. The BCDA would have to donate a few parcels of land to schools and universities to attract residents.

distance to manila? the green city is conceptualized NOT in consideration of what it can give to Manila. were talking here an entirely new metropolis for Central Luzon and NOT JUST merely an extension of MM. with regards to Pinatubo, experts sure had considerations of it long before the concept of this green city came up. otherwise,wala tayo pinaguusapan dito.

...we can expect institutions in here because these are the primary elements of a city dahil kung wla mga ito,were merely talking of a resettlement/subdivision in here. I personally hope that this city can stand on its own and get rid from shadow of imperial manila.

Since nakipagpartner ang BCDA sa Cisco, instead na Clark Green City ay maging Clark U-City ito. Tulad nung ginawa ng Cisco together with Gale International sa Incheon, South Korea, they deliver Smart Technology sa District nito called "Songdo IBD".

Perhaps the national government should decide to make Clark the administrative capital. Move the executive branch, the houses of congresses, and the higher courts to Clark. That decongests Manila and populates Clark. And maybe they'll come up with the political will to develop Clark airport into the country's premier gateway.

Kailangan muna siguro magtayo ng residential/office/commercial/educational complex sa Clark para sa ganun dumami ang population nito at ma-decongest ang Metro Manila. Kung Accessibility naman, Northrail lang ang sagot para makapunta diyan. At higit sa lahat ang ma-dagdagan ang mga International Flights ng CRK International Airport para madecongest ang NAIA.

BCDA president Arnel Paciano D. Casanova said the Urban Land Institute (ULI) Advisory Services Panel visited the Metro Manila military camps and the BCDA-owned 36,000-hectare Clark Green City inside the former US military base.

Casanova said the ULI panel presented their findings and recommendations for the Clark Green City that covered urban design, use of the air facilities, development incentives, the strategic vision and financing considerations.

Casanova said the envisioned Clark Green City within the Clark Special Economic Zone, which will ultimately cover 36,000 hectares, will be half the size of Metro Manila and will be the country’s newest and most modern city.

He added that Clark Green City will be environmentally sustainable, socially inclusive, economically competitive, culturally relevant, and technologically sound.

A global land use advisory group recently visited the country to provide assistance in the master planning of the Clark Green City and other military camps in Metro Manila, the state-owned Bases Conversion and Development Authority (BCDA) said.

BCDA President and CEO Arnel Paciano D. Casanova said the Urban Land Institute (ULI) Advisory Services Panel was in the country last week for a five-day assessment of Metro Manila military camps and the BCDA-owned 36,000-hectare Clark Green City to provide advice on the master planning of the said properties.

“We welcome their assistance as they are global leaders and experts in land use and city planning. The inputs that they will be providing us will be very useful in making Clark Green City and the other properties better, safer, more energy efficient, and sustainable,” Casanova said.

Over the five day period, the seven-man panel led by Chairman James M. DeFrancia visited Clark and the other former Metro Manila camps and conducted interviews with stakeholders and representatives from various government offices.

Casanova said on the last day of their visit, the ULI Panel presented their findings and recommendations for the Clark Green City that covered urban design, use of the air facilities, development incentives, the strategic vision and financing considerations.

Casanova noted that the ULI panel was a great help not only to BCDA, but to the whole country in terms of city and urban planning and development.

Aside from being the Chairman of ULI, DeFrancia is also the President of Lowe Enterprises Community Development that provides management and advisory of planned communities throughout the United States and abroad.

This project is best replicated in Visayas and Mindanao so that each division will have their own economic powerhouses like this one.
