Government releases fund for night operations of 14 airports
-A A +A Sunday, December 9, 2012 THE Department of Budget and Management (DBM) released P933.8 million for a Public-Private Partnership (PPP) project that will allow night landing operations in 14 airports across the country. The DBM said in a statement Sunday that funds, which were released to the Department of Transportation and Communications (DOTC), are chargeable against the agency’s lump-sum appropriation for PPP Transport Infrastructure Projects under the 2012 budget. “Because there’s greater tourist interest in our local destinations, our airports are busier than ever. We’re seeing a larger volume of human traffic and more flights weaving their way in and out of our runways. The night-rating of these 14 airports will enable them to accommodate additional flights in the evening, so that their operations are no longer limited to the daytime,” Budget Secretary Florencio Abad said. Airports that will receive a night rating are the Tuguegarao, San Jose (Mindoro), Busuanga, Naga, Legazpi, Roxas, Tagbilaran, Dumaguete, Dipolog, Pagadian, Ozamis, Cotabato, Butuan, and Surigao airports. These airports will also be equipped with facilities necessary for night landing operations, including airfield lighting systems, communications equipment, power supply systems, air disaster management systems, and other systems for managing air traffic services. Meanwhile, the DBM has approved the creation of 85 new positions under the Bureau of Quarantine to enable better surveillance and improved control measures for infectious diseases and other health concerns. The positions will be deployed to eight international airports in the country, namely: Ninoy Aquino International Airport (NAIA) Terminals I, II, III; Cebu; Clark; Kalibo, Davao; and Laoag. The 85 positions will complement existing Bureau staff, in accordance to the new policy requiring the maintenance of multiple shifts to allow 24/7 operations in ports and airport terminals. “Besides ensuring the improvement of our airport facilities, we also need to guarantee the safety and well-being of all passengers shuttling in and out of the country. With more quarantine personnel on the lookout for health hazards, our airports are better-equipped to provide protection not just to airline passengers, but also to Philippine residents who may be compromised by infectious diseases that could be brought in from other countries,” Abad said. The q400 has actually more tolerance because its powerful engines takes it less time for high RPMs to take it to cruising, which what pilots like. In contrast, the ATRs smaller and less powerful engines spends more time on high revolutions that's why its more susceptible to wear and tear. Essentially, because the Bombardier turboprop flies faster, it can obtain one more turn around flight at any ordinary day than the ATR.

The Cathay Pacific Airways Flight Attendants Union, which is demanding a five percent salary increase from Hong Kong's flagship carrier, said the "work-to-rule" measures could also throw flight schedules into chaos. "We will be selective in providing our services," union general secretary Tsang Kwok-fung told AFP, adding that the form and date of the action approved in Monday's vote is yet to be decided. "This could include not smiling at passengers, not providing certain types of beverages--such as alcohol--or stop serving meals," he said. "In a nutshell it means passengers will still be able to reach their destinations except they are paying a five-star price to get a three-star service," Tsang said. Work-to-rule is a form of industrial action in which employees do no more than the minimum required by the rules of their contract, sometimes adhering to safety or other regulations precisely in order to cause a slowdown. "We will follow the rules strictly, such as offloading oversize luggage, that could cause a slowdown or even delay of flights," Tsang said. The protest was sparked by Cathay's announcement last month that it was giving a two percent pay rise to its employees in 2013, on top of a discretionary one-month bonus for 2012, falling short of the union's demand. The 6,000-strong union at a special meeting on Monday told the carrier to resume negotiations or face the Christmas action and a possible full strike during the New Year holiday. Cathay has insisted the union withdraw the threat to strike before re-opening talks, and asked its staff to be "considerate and understand the difficult situation" the airline is facing. The carrier has been trying to trim costs after it fell into the red in the first half of this year with a HK$935 million ($121 million) loss, partly due to high fuel prices. SOURCE |
