Yes, proportions, dictated by the fact that these towers are destined for residential use. Nevertheless, a 400m tower with such a small base looks ugly with a kitsch design. The towers in New York like One57 and 8 Spruce St. are a good example of what can be done to make a slender skyscraper look good.

Are those towers residentialss or commercial ... and if the former, do they have balconies?

They're both mixed use I believe, but One57 had over 100 residential apartments including the the most expensive pent-house in New York. But you're right, they don't have balconies, at least as far as one can see.

One57 penthause will have nice terrace on one of the floors, and beekman could have balconies without taking much from the design. The same goes for other towers like 432 park avenue. Anyways, balcony is rather lame argument to make ugly kitschy towers as you can see on the pictures I posted. Even dubai has some nice towers with balconies like the infinity.
