Agreed. And contrary to London or Paris I find the architecture of many Moscow's skyscrapers a bit tacky (Imperia Tower for instance, and I've never liked City of Capitals' design). They all work somehow disharmonious together.
However, these high quality photos of Moscow are quite enjoyable to watch.

Yup, Dubai would be a well deserved champion.
Maybe that's also how they compensate for the loads of monotone, gray commieblocks from the past decades.

My top 5 are:

1) Frankfurt, no need to say why
2) London, the mix of the new highrises with old structures like St. Pauls is amazing
3) Paris, La Défense is iconic with the arch
4) Warsaw, buildings like the liebeskind tower and the cosmopolitan are amazing and new class buildings are coming soon
5) Rotterdam/Moscow. For it is a top 5, I will limit myself to 5 places. The buildings in Rotterdam are well designed and there are many of them, it deserves no. 5 in Europe. Moscow has some good projects, but I miss the density. It is an island of skyscrapers in a sea of low buildings. However I believe Moscow will be higher on this list in the future.

The thing is, Moscow actually has a lot of other skyscrapers and a TON of midrises (much more than any European city), but they are mainly situated far away from the IBC. The IBC was built very close to the city center, where there are very little mid and high rises, so it looks lonely.
