LDA to link VIP enclave with Janeshwar Mishra park
http://www.indianexpress.com/news/ld...-park/1020318/
The VVIP residents of Vikramaditya Marg and adjoining Gautampalli and Mall Avenue areas may soon get direct connectivity to Janeshwar Mishra park, which is being developed on around 350 acres land in Gomti Nagar extension area. The Lucknow Development Authority (LDA) will conduct a survey to find the most suitable alignment for a connecting road, parallel to the railway line between railway stations of Dilkusha and Malhore. A new bridge will also be constructed over the Gomti river for this road. The LDA has already invited tenders to hire a firm to conduct a survey between Vikramditya Marg and Harit Vihar, that is Janeshwar Mishra park. When contacted, LDA vice-chairman Rajeev Aggarwal said he did not have detailed information about the work. Another LDA official said that a topographical study has to be conducted to find a suitable route to connect Vikramaditya Marg to the park, which is being upgraded by the Akhilesh Yadav government. “The plan is to construct a 2 km road starting somewhere near the railway crossing on Vikramaditya Marg and finish near a Master Plan road ending at Gomti embankment adjacent to Janeshwar Mishra park,” the official said. At present, one has to drive at least 10 km to reach Janeshwar Mishra park via Lohia Path. Janeshwar Mishra park will have various facilities, including a cycle track, walking tracks, public utilities, water bodies, fountains, etc. |

11 bids for construction of Mulayam Singh Yadav's dream project
http://timesofindia.indiatimes.com/c...w/17108446.cms
LUCKNOW: The Lucknow Development Authority (LDA) has inched closer to bringing to life the dream project of Samajwadi Party chief Mulayam Singh Yadav, the Jai Prakash Narain International Centre, in Gomtinagar, with the authority receiving 11 bids from construction and design consultancies from across the country. The authority had invited final bids (financial and technical) on October 31 and is currently working to shortlist the party depending on their qualifications and past experience in similar projects. The firms approached include those from Lucknow, Noida, Delhi, Ahmadabad, Housing and Urban Development Corporation (HUDCO) and also a multinational firm. The 11 consultancies who have shown interest in constructing the project include architectural wing of the government-owned - (HUDCO), Rajiv Kumar Associates from Lucknow, JAG Design from Ahmadabad, Sthapati Associates from Lucknow, Nelson Planning and Design Private Limited, Noida, Design Associates from Delhi, Dutta and Dutta from Ahmadabad, ENARC Consultant from Noida, multinational Chelsea West (also operating in New York), Arch and Design from Lucknow and Archohm from Delhi. An official said, "The government attaches a lot of prestige to this project and we are paying a lot of attention to the minutest of details. Right now, we are evaluating technical bids which could take another 15 days. We will evaluate consultants on a number of parameters like financial turnover, experience in similar nature projects and experience in other types of projects, conceptual plan and finally their presentation. We have a criteria and would be marking them accordingly." The authority will give 70 per cent importance to the technical bids and then finalise the consultant depending on their financial bid. The project could take another two and a half years to complete and is estimated to cost Rs 350 crore to the government. It would comprise a modular convention centre based on international standards and an Olympic-size swimming pool. The project got an amount of Rs 150 crore sanctioned to it five years ago but with the passage of time, more components have been incorporated in the design and the cost of construction has risen over twice. This iconic structure would be a green building and would also include a 100-room guest house, a library and a museum. "Once the evaluation of the technical bids takes place, we will open financial bids and finally select most suitable consultant", added the official. |

Get ready to tune in to the radio taxi
http://timesofindia.indiatimes.com/c...w/17287908.cms
LUCKNOW: The state capital will soon get the radio taxi service. State transport department will amend the UP Motor Vehicles Act to make room for radio taxis to operate 'as per law.' The city has been waiting for long for the radio taxis. Regional transport office too has received random proposals from entrepreneurs in the past to be allowed to run the GPS-enabled taxis, but it was the official policy that was missing to run radio taxis in the city as a mode of transport and that's what kept the department from introducing the service here. The department's decision to amend the UP Motor Vehicles Act, 1998 will introduce a legal provision to run the radio taxis on the city-roads. "Things are moving fast. In a month's time, a final proposal on running radio taxis in the city will be sent to the cabinet," said sources in the transport department. At the same time, the department will also issue notifications to amend the UP Motor Vehicles Act. "Since, it's the first time the Act will be amended to run radio taxis, cabinet's nod will be a must," said sources. The proposal, in fact, has already been moved by the department about a month ago to the government. The efforts sped up after the transport minister Mahendra Aridaman Singh issued directions to transport commissioner to prepare rules and regulation for running radio taxis in Lucknow, for domestic and foreign tourists, on October 19. The radio cabs can help augment the public transport system in the city. These cabs, fitted with a radio communication device, are already available in metros and several other cities. The set up runs on the Global Positioning System (GPS) which makes it possible to track the movement of cabs. The radio cabs or dial-a-cab service allows people to book the taxis over phone. People hiring them have to pay only for the distance travelled by them in a cab. There is a centralised control room which runs the service round-the-clock and coordinates between passengers and service providers. UP government is planning to run the radio taxis on a private-public-partnership (PPP) model. The fact that dial-a-cab service is already available in several other cities and coming to Lucknow a bit late in the day has propelled government to consider seriously the pros and cons of how the service would run in the city. It is one of the safer means of transport. The radio cabs can go a long way to overhaul the public transport system. The decision to amend the UP MV Act shows that the government is serious to introduce the service this time. "Initial efforts like seeking advice from government departments like law, finance and legislative have been made," added sources. After the proposal gets a cabinet nod, the government will issue the first notification inviting objections from 'all and sundry' against the amendment of the UP MV Act. Another notification to amend the UP MV Act will follow. "It all depends on how soon the cabinet nod comes," said sources. Though the completion of formalities will take time, government this time seems serious about introducing the service in Lucknow. |

Shaheed Path paves way for development boom
http://timesofindia.indiatimes.com/c...w/17485529.cms
LUCKNOW: The turn of the century was a watershed year on Lucknow's development calendar. That was the time when the city's old master plan, drafted in 1992, was losing its relevance. The Old City was bursting at the seams and even newer areas like Gomtinagar were fast approaching the saturation point. Lucknow was waiting for a new plan to tackle the population boom - triggered by steady influx of immigrants from eastern UP and Bihar -- it was already witnessing. Then in 2001, a city road project -- Shaheed Path - crossed the moorings of the conceptual stage. Nobody then would have imagined that it would become the new artery of the city of nawabs in another 10 years around which all major development projects would be positioned. More than anything else, the project proved to be the foundation of changing government priorities and the way they would be executed -- be it housing or development of city's infrastructure like roads, bridges and even parks. "That was the genesis of all future development in this part of the city,'' recalled former vice-chairman of Lucknow Development Authority (LDA), Diwakar Tripathi, while referring to the areas around the four national highways - Faizabad Road, Sultanpur Toad, Rae Bareli Road and the Kanpur Road, connected by Shaheed Path. The 23-km stretch was, otherwise, supposed to be part of a ring road drafted in the master plan. But a deft move of the then state government pushed the project, into the hands of National Highway Authority of India (NHAI), which developed the stretch as part of the golden quadrilateral project, often referred to as the dream project of former prime minister Atal Bihari Vajpayee. In the new master plan that came out in 2005, the area beyond Gomtinagar stretching between Faizabad Road and Kanpur Road was tuned in as the new hub of development. The plan defined the way development had to be undertaken in the area. As on date, a land bank of more than 12,000 acres has been created around Shaheed Path alone, with the help of private developers who are engaged in development of hi-tech and integrated cities. While Ansal API has already structured a hi-tech city on a 3,500 areas and seeks to acquire another 3,500 acres, another player, Garv Buildtech is gearing up to come up with a similar project on Rae Bareli Road. The developer has already got a detailed project report successfully submitted with the state government. The Sultanpur national highway would also witness a host of integrated townships. Developers are in the process of acquiring an area of around 150 to 500 acres each to set up integrated townships on the stretch. Some of the developers which are vying for the land include ANS constructions, EMAAR-MGF, MTECH constructions and Rohtas. Integrated townships are also proposed to come up on Hardoi Road bypass and Faizabad Road. This is apart the 6,000 acres of land on which the Gomtinagar Extension is situated. A former bureaucrat recalled that the land acquisition process for Gomtinagar extension started just around the time Shaheed Path was conceptualized. It was rather an off-shoot of the highway project,'' he said. In fact, housing projects became the nucleus of all development activities in the city. While LDA and UP Housing and Development Board (UPHDB) sustained themselves on government funds, city's housing needs were left to be catered to mostly by private developers, who of late have been coming up with some of the most expensive units costing as high as Rs 3 crore. President of UP chapter of Confederation of Real Estate Developers Association of India (CREDAI), SK Garg, agrees to the fact that developers need to focus on affordable housing. For that the state government should think of providing incentives to developers as well,'' he said. Garg said that while the development of Lucknow has been projected to a new height, there are some of the issues like cropping up of unauthorized societies, which need immediate attention. Apart the housing projects, the state government has been coming up with vast plans, which if adhered to on a time scale would certainly catapult the city into the league of top class metros. If the 30 acre IT park on Kanpur Road was proposed during the regime of Mayawati government, the present Akhilesh Yadav government has come up with an IT City project over an area of 150 acres on Sultanpur Road. Promoted to boost the IT industry in the city, the project envisages attracting IT companies that would, to an extent, help check the brain drain. At the same time, city is proposed to have quite a few Railway Overbridges (ROBs) in place. At least three ROBs are already being constructed by the UP Bridge Corporation and proposed to be completed by 2014. First is the Daliganj ROB which will stretch from Niralanagar-Daliganj trisection near railway crossing and merge at Sitapur Road. The 690-metre flyover is proposed to come up at a cost of around Rs 50 crore and will pave way for to-and-fro movement of vehicles between Sitapur Road and Niralanagar and Daliganj. The second ROB, proposed at Purania crossing will stretch for a distance of around 660 metres and will connect Aliganj with Sitapur Road. Likewise, the 1.1 km long Arjunganj ROB would ease traffic movement on Sultanpur road. The year 2005 was also important for two other projects - the Gomti riverfront development project and the coming of Centre's prestigious flagship scheme Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The riverfront development scheme was proposed to revive the depleting lifeline of the city. The project proposes to construct theme-based parks, pathways, cycle tracks, water sports, gardens and other recreational facilities for the people on both sides of the river Gomti. The JNNURM, on the other hand, was conceptualized to keep up the development potential created by the real estate and growth of automobile sector. But while development plans took long strides, the actual execution left much to be desired and took place in pockets. A former chief town planner said that after 2005, when the master plan was revised, nearly 200 villages have been acquired and incorporated in the city's developmental area. However, barring a few of them, none of such villages have been incorporated in the developmental plans. Instead they have been left as the green area. Planners suggest that a city master plan needs to keep pace with the development needs and updated accordingly. There is much scope on that front too,'' the town planner said. |

Not going to happen in next few years. Kind of consensus is among people involved in planning is that its very expensive for Lucknow as of now and difficult to find viable financial model to make it profitable.
The problem is that most of metro has to be underground and that increases the cost of implementation. Govt could have gone with land parcel as sweetener to keep to cost / ticket price low but I think they decided to look into the issue only after few years. Personally I was not convinced by the route decided by the DMRC as they ignored the most imp route and most imp landmarks of the city. |
