Drop in fatal accidents within city limits, says Commissioner of Police

: Better enforcement of traffic rules led to decline in fatal accident cases and casualties within the city limits in 2012, Commissioner of Police Shailesh Kumar Yadav said on Monday.

Fine amount of Rs.2.46 crore realised from road rule violators during 2012 was the highest in the last 10 years, Mr. Yadav said addressing the media here.
He said 146 fatal accident cases were reported in 2012 as compared to 174 in the previous year.
Casualties also decreased from 184 in 2011 to 149 in 2012. Of them, 57 persons died in accidents due to head injuries they sustained by not wearing helmets .
Enforcement of helmet rule yielded good results and was also one of the reasons for the decrease in fatalities, he added.
The City Police had forwarded proposals to the Transport Department for suspension of driving licences of 80 rule violators - most of them caught for drunken driving.
Licences of 51 persons had been suspended till now, he said.


Installation of 42 automatic number plate reader cameras and 12 dome cameras within the city is helping the law enforcers to monitor traffic violations and activities taking place on the city’s busy thoroughfares, he said.

Crimes against women declined in 2012

Overall crime rate down by 24 per cent within the city limits

: Crimes against women and property offences within the city limits had decreased in 2012, Commissioner of Police Shailesh Kumar Yadav said on Monday.


Crimes against women including rape, molestation, sexual harassment, dowry harassment and kidnapping of women and girls had decreased by 10 per cent in 2012 compared to the previous year.


Barring nine cases which were treated as “mistake of facts”, the city police had detected the rest of the cases booked under different heads pertaining to crimes against women, Mr. Yadav said.
As against 104 cases pertaining to crimes against women registered in 2011, the number of cases booked in 2012 was 95 including seven rape and 39 sexual harassment cases.


Acknowledging that chain snatching incidents had “slightly increased” in the city, the Commissioner told reporters that law enforcers were treating them as robbery cases.

The overall crime rate had declined by 24 per cent within the city limits, he said attributing it to better crime control mechanism, good response time, and detention of many anti-social elements under the Goondas Act.

A total of 349 property crime cases, including 42 burglaries and 56 robberies, were reported in 2012 against 524 cases in the previous year, he said, adding that the percentage of detection and recovery rate was 87 and 75 respectively. The value of stolen property recovered was Rs.1.5 crore in 2012, while the value of property loss was Rs.2.02 crore.
The police had detected 22 out of 24 murder cases reported in 2012 with one of them – the case of murder of K.N. Ramajayam, brother of former minister K.N. Nehru, having been transferred to Crime Branch CID, he said highlighting the performance of the police.
There was no murder for gain case in 2012 as against two cases in the previous year which were yet to be detected. He said 84 anti-social elements were detained under the Goondas Act and fresh history sheets were opened against 47 persons.
Land grabbing cases
A total of 21 land grabbing cases were booked and 43 persons arrested. Property worth Rs.27.9 crore was restored to the respective owners, Mr. Yadav said.

மணல்களை குறைந்த விலையில் மக்களுக்கு வழங்க மணல் குவாரிகளை கூடுதலாக அரசு திறக்க வேண்டும் என்பது உள்பட பல்வேறு தீர்மானங்கள் கூட்டத்தில் நிறைவேற்றப்பட்டன. கூட்டத்தில் நிர்வாகிகள் சுப்பிரமணியன், மதிவாணன், தங்கராஜா, சம்பந்த மூர்த்தி, கலிவரதன், ராமையா, தாமோதரன், நாகராஜன் மற்றும் பலர் கலந்து கொண்டனர். முன்னதாக நிர்வாகி தங்கவேலு வரவேற்று பேசினார். முடிவில் ரவிச்சந்திரன் நன்றி கூறினார்.

Tiruchi civic body struggles to give a push to projects

At a face-to-face meet with members of a consumer organisation last month, Corporation Commissioner V.P.Thandapani dwelt at length on the expectations of the residents for a world-class city and their angst over the shortcomings of the civic infrastructure. He went on to explain the limitations of the civic body, its attempts to overcome the problems and his own attempts to study the requirements of the city to plan for improvement in certain civic services.

The best-laid plans of the corporation notwithstanding, 2012 did not make much of a difference for the residents as the city did not see any major improvement in civic amenities or infrastructure.

Given the severe resource crunch that leaves it perennially looking up to the government or financial agencies for capital investments, the corporation has not been able to push through many of its development projects during the past year too.

Bereft of any long term plans to raise its revenue and about 69 per cent of its revenue expenditure going towards salaries and pension, the civic body has not been able to execute even many of its Budgetary works for 2012-13. The Budget by itself betrayed lack of ideas and was replete with reiteration of commitments to implement several pending projects.

Some of new announcements such as a proposal to establish a bus stand at Srirangam remain on paper with the civic body yet to finalise even the site for the facility. Plans on establishing two-wheeler parking lots at Chathram Bus Stand and Gandhi Market, a slaughter house for goats and a modern fish market and building foot overbridges at a couple of places are among the projects that have failed to take off from the drawing board stage.

The Rs.221.42-crore drinking water supply augmentation scheme, funded by the Japan International Cooperation Agency, expected to be commissioned this year, still meanders to overshoot deadlines. An ambitious city beautification initiative appears to be enmeshed in procedural knots.

The corporation still continues to dither on the much-debated proposals such as establishing an integrated bus stand, shifting of the wholesale section of the Gandhi Market to the outskirts of the city and improvement in the solid waste handling and management, especially at its Ariyamangalam garbage dump.

In fact, civic officials and even the corporation council has been studiously skirting the issues of integrated bus stand and shifting of the Gandhi Market this year.

For these and other projects, the corporation has been awaiting capital infusion from the government. The civic body is pinning its hopes now on getting the city included under the Jawaharlal National Urban Renewal Mission and is engaged in drawing up a city development plan through a consultant.

But the corporation has not been able to come up with any long term vision to enhance its revenue.

Although an attempt was made to revive the project to construct a commercial complex at Yanaikulam, by going in for an out-of-court settlement with a litigant, there has not been much forward movement on the issue off late.

“The corporation has to explore ways to improve its revenue by putting its assets and properties in the city to better use,” feels N.Ramakrishnan, a civic activist.

With the city boundaries being expanded and five new wards added to the corporation consequent to delimitation, civic planners would have to come up with a focused approach for the overall improvement to the civic infrastructure to meet the city’s growing needs.

Real wealth is service we do to society: Prabhu Solomon

While some of them clapped every few minutes and became restless with all the anticipation, there were many more getting ready for a big evening: at the 23{+r}{+d}anniversary celebrations of Anbalayam, a home for mentally ill, students from special schools Mattram and Hope presented a range of performances that brought out the positive effects timely intervention could have on the mentally challenged.

Present at the celebrations was Prabhu Solomon, director of recently released film Kumki. “Anbalayam does not support mentally-ill persons from within Tiruchi alone, but also from Maharashtra, Gujarat, Bihar and Andhra Pradesh and they could always use some help,” he said.

Mr.Solomon gifted Senthil Kumar, founder, Anbalayam with a cheque for Rs.50,000 to help kick-start the setting up of a special home for the mentally-ill and exhorted everyone to donate towards the cause. “Real wealth is the memory of the service we do to society and modest contributions and collective efforts can go a long way in helping social workers.” Talking about his unusual story lines, Mr.Solomon said, “I love travelling and whenever I see something that reaches out to me I try and make an earnest film out of it.” Prof.G.Balakrishnan, who taught Mr.Solomon and Mr.Senthil when they were students at St. Joseph’s College, remarked that, “Senthil showed a compassionate streak even as a student and has managed to remain true to his ideals for over two decades now.” He also congratulated Mr.Solomon for his success. Christie Subathra, principal, Crea Matriculation School, called upon Anbalayam to spearhead an integrated mental health programme for schools to strengthen mental health of our society in the future.

The special children from Mattram and Hope staged a variety of performances such as solo and group dance and yoga demonstrations among others.

Public cooperation sought for success of development schemes

Public cooperation was essential for the success of the development projects and schemes implemented by the government, said Jayashree Muralidharan, Collector.

Speaking at an interactive meeting with members of the Consumer Protection Council, Tamil Nadu, here on Monday, Ms.Muralidharan called upon city residents to be socially conscious. Members of the public can bring complaints to her notice by sending in text messages to 9487788999.

Responding to representations by the members of the council, Ms.Muralidharan assured steps to expedite the construction of overbridges in the city and action on several other issues. Establishing more pay and use toilets could help improve cleanliness of the city, she observed.

She also requested the Corporation Commissioner V.P.Thandapani, who was also present, to expedite works on improving the walkers tracks at Anna Stadium and the Old Cauvery Bridge.

Mr.Thandapani said a town vending committee to register and regulate street vendors will be formed soon in the city under the National Street Vendor Policy 2009. He also affirmed that there has been sharp increase in the quantum of solid waste collected from the city.

S.Pushpavanam, Secretary, R.Natarajan, president, and others spoke.

Ms.Muralidharan distributed certificates to students of RSK Higher Secondary School and Vageesha Vidyashram who had done projects on consumer awareness.

Authorities urged to check over exploitation of ground water by bottling plant at Suriyur

A plea to the district authorities to check over exploitation of ground water by a bottling plant at Suriyur in Tiruverumbur union on the outskirts was made at the district panchayat council meeting on Thursday.

Raising the issue at the council meeting, chaired by T.Rajathi, chairperson, Dravida Munnetra Kazhagam member Chithravel alleged that though the unit was said to be only a bottling plant, it was tapping ground water heavily using six borewells for manufacture of soft drinks.

He charged that the unit was consuming about 90 lakh litres of water every day and urged the chairperson to take action to stop the exploitation of the ground water as it would have an adverse impact on agricultural operations in the area.

Ms.Rajathi said the matter would be referred to the district administration and expressed confidence that appropriate action would be initiated.

His party colleague Karunanidhi drew the attention of the authorities to the plight of cotton and maize growers in rain-fed areas in Pullampadi union owing to the failure of monsoon. Ninety per cent of cotton and maize crops in the union have withered owing to the poor rainfall, he said and urged the government to sanction Rs.25,000 an acre as compensation for cotton growers and Rs.20,000 an acre for maize growers.

Mr.Karnanidhi also complained over the frequent bursts in drinking water pipelines of the Coleroon drinking water scheme affecting supply to the tail-end areas in Pullampadi union.

AIADMK councillor M.R.Rajmohan called upon the district authorities to ensure uninterrupted power supply to Ponnar Shankar Temple at Valanadu and Periyakandi Amman Temple at Veerapur, during the annual festival scheduled to be held from March 16 to 18, this year. He also called upon the district panchayat to take steps to provide all necessary basic amenities at the villages to devotees. He called for steps to rectify a defective transformer at Renganathapuram near Thuvarankurichi as farmers have been affected owing to their inability to use agricultural pumpsets.

All India Anna Dravida Munnetra Kazhagam (AIADMK) member Reena called for the construction of a bridge across the Koozhaiyar at K.V.Pettai at Alangudi Mahajanam. People were finding it difficult to carry corpses to the burial ground whenever water was flowing on the river. She also sought a new building for the mini Anganwadi centre at Muthurajapuram.

Anandhi Ganesan of the AIADMK drew the attention of the chairperson to the frequent road accidents at Govindapuram on the Thuraiyur-Thammampatti Road and suggested that a speed breaker be laid at the village.

SBI opens cash deposit machine

STAFF REPORTER

State Bank of India (SBI) opened a cash deposit machine at its Tiruchi branch ATM . The bank’s ATM-cum-debit card holders could use the machine round-the-clock on all days. The machine is capable of accepting bunch of loose notes up to a maximum of 200 pieces at any given time in the denominations of Rs.1,000, Rs.500 and Rs.100. The maximum amount of Rs.49,900 could be remitted per transaction. The cash deposited in the machine would be immediately credited to the customer’s account and an SMS sent to the registered mobile number. Corporation Commissioner V.P.Thandapani dedicated the machine in the presence of the SBI deputy general manager, Tiruchi, Arun Agrawal, and staff of the bank, a release here said.
