It's German (Deutsch); 'sch' is pronounced as 'sh' and 'w' pronounced as 'v'.


Deutch is pronounced as 'Daw-ich'.

Chennai would be the second city in the country, next only to Visakhapatnam, to house a submarine museum.

Speaking to reporters on Sunday, Amar K Mahadevan, VSM Naval Officer-in-charge, Tamil Nadu and Puducherry, said setting up the submarine museum was at an advanced stage and was likely to be established in two years.

“The Navy has gifted a decommissioned submarine to the Government of Tamil Nadu. The process of shipping the submarine from Visakhapatnam will take place after an appropriate location is identified for docking the submarine. We will also showcase decommissioned weapons in the museum,” Mahadevan added.

Amar K Mahadevan urged the State to recruit retired sailors to the marine police on a permanent basis, instead of contractual appointments.
“Former sailors of the Navy should be recruited in the marine police as permanent employees, ” Mahadevan added.

Green spots to be reclassified as industrial zones

CHENNAI: In a move that will bring down the city's green cover to a mere 3%, the Chennai Metropolitan Development Authority (CMDA) has decided to reclassify several green zones as industrial zones in the suburbs. Noombal village in Ambattur and several areas in Thiruverkadu that are under threat from rampant real estate development are being reclassified. The concept of protected green belts with construction and development norms was introduced to maintain the greenery and reduce pollution.

A senior CMDA official said they have decided to reclassify Noombal village, near Poonamallee bypass road, from green to industrial category. "Noombal and several green zones in Tirverkadu have lost their green cover. Major developmental and construction work has taken place in these areas. The government as well as private parties have been responsible for the spate of development activities. Noombal was not included in the list of green zones in the CMDA master plan released in 2008," he said.

As per CMDA records, the area has already been turned an industrial or commercial area. "Of course, reclassification will make the area free from regulations," said a CMDA official. "But development has been taking place in all these green zones since the late 1990s," he said. The process of reclassification will require several rounds of consultation with people and experts. The decision is likely to receive objections from environmental groups. Reclassification will make the area free of regulations. Green zones, mostly agricultural lands, are major sources of ground water and balance ambient temperature levels in the summer.

M G Devasahayam, a member with the CMDA monitoring committee, said CMDA has made a disastrous decision. "This is another example of introducing a system to help the real estate mafia. The plan will make Chennai unlivable as temperatures will rise and groundwater will deplete if the remaining green cover is destroyed," he said. "Inviting industries into an already over-crowded region will only make things worse," said a consultant with the state government.

Not sure if Chennai's green cover will be only 3%.
When i compared with many cities with chennai through google map , chennai seems to be a lot greener than i expected.

Govt stats are of govt properties only.

They never measure the individual homes and farm lands.

But of late, city green cover even in individual homes are dwindling due to conversion to flats.

The project kick started in Chennai with 1,150 candidates, identified by Apollo Medskills
. The roll-out of the programme in a phased manner with the addition of 47 centres to train four lakh health care professionals. The target population includes middle Eincome and lower middle income group to provide gainful employment.

In the first year of operations, in addition to Chennai, the company will have centres in Hyderabad, Shillong and Patna. The JV partners are expected to train more than four lakh healthcare professionals in ten years.

The centre will have 27 courses such as medical lab tecnology, dialysis and non-invasive cardiac courses, radiology and imaging and operation theatre technology for up skilling doctors and nurses and skilling parameds and support staff.

Aircel, ICICI Bank ink pact for mobile money

Joining the bandwagon of banks and other companies targeting the largely unbanked population in the country, telecom services provider Aircel has joined hands with private sector lender ICICI Bank to offer mobile banking services for its customers, a move that is expected to open a new revenue stream for the former and to expand the reach for the later.

The mobile banking initiative called Mobile Money, which will be running on Visa’s mobile managed service, will seek to offer a range of financial services, like cash deposits and withdrawals, money transfers and various utility payments, among others on a mobile phone.

Aircel is to offer this service first in Tamil Nadu and will specifically target the large migrant population, from a southern district, Tirunelveli, who are working and living in Chennai. While several kirana shops, textile showrooms and electronics and home appliances shops, among others across Chennai, are run by people from Tirunelveli district, a vast number of migrant people from the district are working in those shops. After a survey, Aircel is reported to have identified a strong potential for offering mobile banking services to these migrant people.

“Though there will be some education programmes, Mobile Money service will be offered through very simple steps on a mobile phone that customers won’t find it difficult or complicating to handle,” said K Sankara Narayanan, head – regional business, Aircel, adding that transaction cost will be cheaper than other money transfer modes.

To avail this facility, Aircel customers will be asked to open an account with ICICI Bank and that will be facilitated during the registration process of service.

Narayanan also said the mobile banking initiative would also play a role in delivering Indian’s government’s financial inclusion objectives. The expansion of mobile banking service to other parts of the state and rest of the country will be taken up gradually during this year.

According to K C Chakrabarty, deputy governor, Reserve Bank of India, one important section of the urban poor, which is adversely impacted by the problem of financial exclusion in urban areas, is the migrant workers’ group. Migrant workers in urban areas mostly comprise people from low-income households who generally leave their village homes in search of better income and employment opportunities. Many of these people work and live at their work sites and are paid daily wages. They need a secure place to keep their savings and the facility to remit small amounts of money at frequent intervals. In most migration corridors, the migrants have outstanding loans at their origin points, mainly from informal sources, and the remittances are the major source of loan repayment.

Geoff King, head of mobile banking, Aircel, pointed out the company would earn its revenue through commissions. “Globally, there are about 150 mobile money transfer products, out of which, about 15 have large businesses now,” he added.

It may be noted ICICI Bank has tie-ups with Vodafone and Tata Docomo for mobile money transfer services.

42 government buildings among 70 vying for heritage status

The Chennai Metropolitan Development Authority (CMDA) is in the process of readying a list of important buildings for heritage conservation.

Later this month, CMDA will clear the first list of 70 heritage buildings compiled by the heritage conservation committee (HCC).

As many as 42 of the structures/precincts that figure on the list are government buildings, and the rest are private ones.

The government buildings include Anna University’s old engineering college, Government Teacher Training Institute – Saidapet, Madras High Court, Music and Dance College, King Institute of Preventive Medicine and General Post Office.

Theosophical Society is one of the private premises likely to figure on the list.

After the list is cleared by the CMDA later this month, objections, if any, from the owners of the buildings will be recorded at a meeting to be held at CMDA’s Egmore office.

“We will call the property owners and explain the significance of the structures with the help of documents that prove their heritage value,” said a senior official associated with the compilation of the list.

The CMDA will then send the list, along with its recommendations and recorded objections, to the State government for notification.

However, once a building is notified as a heritage structure, the onus of repair and maintenance will be on the property owners.

“The owners will have to preserve the heritage buildings,” the official said. They will be forbidden from demolishing the structures and in the case of any damage, repair the structures themselves.

A repair fund will be created and kept at the disposal of the member secretary of CMDA for partial funding of such repairs if the owner is unable to carry them out.

The listed buildings will have three grades.

Grade I structures will be prime landmarks upon which no alterations will be permitted.

Under Grade II, external changes on structures will be subject to scrutiny.

Buildings under Grade III may be changed for ‘adaptive reuse’ with suitable internal and external changes. The list of heritage buildings has been readied by a team of architecture students engaged by the CMDA under the HCC’s supervision.

The team inspected hundreds of heritage buildings and precincts in the city and documented them over the past few months.

It has also collected photographs of the structures making note of their architectural features.

Some of these buildings have also been mentioned by the Justice E. Padmanabhan committee on hoardings.

Initially, the assessment was restricted to the Chennai Corporation area that has been divided into geographical divisions such as Triplicane, George Town, Purasawalkam and Mylapore.

The State government initiated action in 1997 to conserve heritage buildings. After the second master plan was approved by the government on September 2, 2008, special rules for conservation of heritage buildings/precincts came into force.

With the recommendations of the CMDA, on April 1, 2010, the government constituted the HCC.

Japan eyes city suburbs for investment

Three areas in the city’s suburbs may soon have a Japanese connection.

A team of officials from the Japan International Cooperation Agency (JICA), met with officials of the Chennai Metropolitan Development Authority on Thursday, and reviewed three infrastructure development projects in Madhavaram, Karunakaracheri and Manjambakkam.

The possibility of these projects, as well the localities they are in, attracting Japanese investment figured in the discussion.

The projects, including a truck terminal and a logistics park, have already been listed in the State’s investment promotion programme for the Chennai metropolitan area.

The logistics park is to be set up in 117.25 acres of land in Karunakaracheri and Annambedu. Land acquisition is expected to begin once State government sanction has been received.

A detailed project report will be finalised in June 2014. The project, which includes the setting up of a truck and bus terminus, will take at least two years after the project report is completed.

In Manjambakkam, a truck parking yard is to come up. Administrative sanction for this project was granted in 2011. Work is expected to be completed by 2014.

At present, trucks park haphazardly on the roadside, leading to several accidents. The yard is expected to reduce the number of such accidents. It will have an idle parking area, a weighbridge, service station, spare parts shops and restaurants.

In Madhavaram, where a truck terminal has been proposed, work is expected to begin in September. The preparation of a design and a detailed estimate is underway. The terminal is likely to become operational by October 2014.

JICA, which supports socioeconomic development in developing regions, provides bilateral aid through technical cooperation and loans.

Corporation ups stakes: Chennai to get 400 'world class' roads

CHENNAI: Corporation of Chennai on Friday went several steps better than itself, unveiling ambitious plans for the city's transport infrastructure.

After announcing last June that it would upgrade 30 city roads to world class standards, the civic body has upped the stakes and the numbers: Chennai will soon have 400 roads to rival the best across the globe, mayor Saidai S Duraisamy said.

Speaking at a workshop organised by Chennai City Connect, an NGO in transport issues, and Institute for Transportation and Development Policy (ITDP) here, Duraisamy said the corporation has set itself a four-year deadline to upgrade the 400 roads.

"We will conduct a detailed survey of existing road conditions and assess the potential to upgrade city roads and make them of international standard," he said. "We will soon seek government approval for the project."

Duraisamy said the roads would have better facilities for pedestrians, especially the disabled. "Many commuters suffer because of the absence of footpaths along major arterial roads," he said. "Some footpaths have been encroached upon by agencies like the electricity board." The mayor said the corporation will hold discussions with all utilities to provide better facilities for pedestrians.

Corporation officials said they have started work on 71 roads. "We have floated tenders for 71 roads in five packages," an official said. "The work order has been issued for one package. The upgrades on these roads should be completed within four months."

Chennai City Connect coordinator Raj Cherubal said the NGOs organised the workshop to discuss with corporation engineers the upgrades and how they would be carried out. "Focus will be on the comfort, safety of pedestrians. Roads will have better facilities for pedestrians to cross. We will utilise all vacant spaces on roadsides to build footpaths," he said.

Around 50 corporation engineers participated in the workshop. The participants were divided into six groups and studied audits of footpaths in various parts of Egmore and traffic in these places. Disability Rights Alliance member Vaishnavi Jayakumar said the group suggested various steps to improve facilities for the disabled. "Roads are meant for everybody to use, but many roads are dangerous for the disabled, children and elderly people," she said. Officials said the upgrade would consist of three components: traffic improvement, street scaping and improvement of public seating.

CPCL mulls options to replace ageing pipeline

Friday’s leak from the crude oil pipeline running through some of the congested localities of north Chennai has turned the focus again on its early replacement.

The pipeline has been moving the oil, received at Chennai port, since 1969 when the capacity of CPCL refinery in Manali was less than one-fourth of the present capacity of 10.5 million tonne.

Apart from the need for a bigger pipeline for improved efficiency, the company proposed a replacement over ten years ago also in view of the health of the existing 30 inch dia facility with passage of time.

Stating that regular health check-ups were done for the existing facility to ensure safe operation, the company said the new pipeline was necessitated “due to ageing of the pipeline and development of habitations along the route in some areas.”

Another factor was the Railways proposing another line along Chennai-Tiruvottiyur-Gumudipoondi route.

Describing it as one of the important projects for the refinery, CPCL officials had said that in view of the age and size of the pipeline, the rate of discharge from the existing pipeline was slow and translated into more demurrage charges for CPCL.

The project moved recently and in August and September, public hearings were conducted as part of the process to seek CRZ clearance from the Ministry of Environment and Forests (MoEF). The Tamil Nadu Pollution Control Board had issued consent to establish the 42 inch dia, 17 km-long pipeline and the company had obtained the right of way from the National Highways Authorities of India. Currently, the company is awaiting clearance from the MoEF

CPCL has also not closed the other option available for transporting crude – setting up a single buoy mooring (SBM) at the Ennore port.

Though relatively expensive, it would help the company bring in very large crude carriers and deliver cost advantages.The cost of the pipeline has escalated from Rs.65 crore in 2005 to Rs.126 crore now, whereas the SBM is estimated to cost in excess of Rs.1,200 crore.

“We are making a sincere effort for the SBM,” an official of IOC group company said.

Permanent home for Geospatial Data Centre in the offing

On Saturday, the foundation stone for a permanent structure for a Geospatial Data Centre of the Survey of India in Chennai was laid in Velachery near the Perungudi MRTS station.

The geospatial data centre, which now functions from an office inside the Guindy Industrial estate, provides information on the mean sea level that is a benchmark for calculating the height for new projects such as dams, roads and bridges. It also provides latitude and longitude coordinates for sites. It has precise topography maps too.

It also has a map sale office where people can buy either printed or digital maps (for technical uses) or in PDF format.

In two years, a Centre for Automotive Research too will come up near the geospatial data centre for Tamil Nadu, Puducherry, Andaman and Nicobar Islands in Chennai. “Both the buildings will come up at a cost of Rs. 30 crore. We have asked them to construct only what is necessary initially and expand later,” said T. Ramasami, Secretary, Department of Science and Technology.

Speaking on the occasion, he said the National Geographic Information System was being put in place so that the data with the Survey of India could reach the common man. Initially, the National GIS would cover five States in the country. Within the first 1.5 years, the country would see the results of the work of the DST, Department of Space and Technology and the Survey of India.

Gandhi Mandapam all set to get a makeover

After a gap of several years, Gandhi Mandapam, one of the city’s important landmarks, will soon gain a facelift.

The announcement regarding the project to beautify the memorial complex was made nearly a year ago in the Assembly.

But the Rs. 11.61-crore project faced obstacles in implementation due to delay in tendering process. This came out of bidders quoting a higher price than that fixed by the government. With the Public Works Department finalising the tender, work to spruce up the complex on Sardar Patel Road is expected to start in two weeks.

Though the government had entered into an agreement with a telecom service provider to beautify Gandhi Mandapam five years ago, only some improvement works such as landscaping were completed.

The new project aims to provide a major overhaul to the Mandapam comprising ten memorials. In order to enable repair work, visitors will not be allowed in some parts of the complex. The old footpath is being removed to facilitate the laying of a new walkers’ path running to a distance of nearly one km.

Officials of the PWD said that three types of grass would be used for landscaping apart from indigenous plants with the assistance of Forest Department.

In addition, the leaky roofs will be fixed and the memorials renovated. Stormwater drains will also be constructed and new name boards installed to educate the visitors about the significance of the memorials.

We plan to erect water fountains around the complex. Two small ponds would also be created,” said an officials. The complex has memorials for former chief ministers Rajaji, Bhakthavatchalam and Kamaraj. The oldest of the memorials for Mahatma Gandhi was inaugurated in 1956.

The latest memorial, for dalit leader Rettamalai Srinivasan, was added about six years ago. Officials said the complex also has memorials for those who participated in the language stir in 1960s.

Visitors can also learn about the lives and times of national leaders at the libraries and museums dedicated for Mahatma Gandhi and Rajaji in the complex.

Gandhi Mandapam also has the oil extractor (chekku) used by freedom fighter V.O. Chidambaram Pillai at Coimbatore prison on display at its Thyagigal Manimandapam.

Visitors want the department to maintain cleanliness and hygiene at the important landmark to attract more tourists. The beautification project is expected to be completed in eight months.
