"However, correspondents say their move has been rendered almost meaningless by the refusal of pro-Beijing candidates to contest the by-election seats."

Then, the fifth paragraph mentions that...

"The BBC's Annemarie Evans in Hong Kong says voter turnout is expected to be only about 25% for a poll that has been criticised as a waste of taxpayers' money."

Does the BBC article claim the Hong Kong government as "pro-Beijing"?

To me, the BBC article simply reports what all the parties involved would be doing in respond to the by-election.

It will not be a bad idea to laugh at yourself.

市民罵不停「民主阿婆」早抖





【本報訊】「搞事四人幫」三核心人物包括前民主黨主席李柱銘、前政務司司長陳方安生及前天主教香港教區主教陳日君,昨出動拉票,但李柱銘與陳太在拉票期間遭受市民辱罵,市民狠批補選浪費公帑外,更批評陳太「忽然民主」及李柱銘「賣國」。


陳方安生昨早八時半已到跑馬地投票,其後分別到港島多個地點為港島區候選人陳淑莊拉票,她與李柱銘到灣仔一間酒樓拉票期間,遭受部分茶客辱罵,從事物業管理的謝先生更怒氣沖沖指罵陳太說:「民生先係最重要!民主唔可以凌駕所有嘢!有民主無民生有咩用?(補選)係場show!嘥錢!」

經常呼籲政府要聆聽民意的陳太,未聽完謝先生的意見便轉身離開,當一行人到春園街一帶市集拉票時,陳太再遭到商販冷言冷語對待,凍肉店職員拒絕接收傳單,並揚手「趕客」說:「走啦!走啦!走啦!九七前又唔見你爭取民主?民主阿婆!」

李柱銘跨欄險仆倒街上
雜貨檔東主李先生一見陳太即破口大罵:「我實唔投票都得啦!浪費公帑!呢頭辭職嗰頭選舉!嘥晒人力物力!玩嘢呀?」陳太聞言即轉身離去。又有街坊批評陳太說:「好得閒呀?出來做騷!」雖然陳太強裝笑容,惟仍不時露出落寞神色,最後她在香港仔中心附近拉票期間突感到暈眩不適,召的士回家,下午原定的拉票計劃被迫取消。

李柱銘昨日在港九拉票期間亦遭惡言相向,他與陳太在酒樓拉票時欲與一名茶客握手,但遭大力推開,對方大聲怒罵說:「過主啦!賣國賊!正一漢奸!」李即時收起笑容轉身離開。另一名拒絕握手的李先生亦說:「我唔會投票,佢哋好擾民!」

李柱銘其後在鰂魚涌拉票時,貪一時之快跨越行人路欄杆,險些仆倒街上。

黃毓民昨早在港台節目《對人對事》中表示,正與公民黨商討有關五區請辭的備忘錄中,訂下請辭的成敗門檻,分為投票率和得票率兩大部分,其中得票率以簡單多數計算。他表示,如補選的投票率只有兩至三成,即使補選後能返回議會,他也會為推行五區請辭失敗而引咎辭去立法會議員一職。

黃承認推行五區請辭的副作用,是加速泛民重新整合,令泛民陣營重新「洗牌」。他認為,各政黨在政治路綫上有分歧是正常的事,泛民沒有不分裂的一天,五區請辭只是加速這個過程。

對於社民連三個立法會議員全部參與請辭,黃毓民坦言,是冒了很大風險,亦對社民連本身造成大傷害。他表示,參與五區請辭,三名社民連議員已失去每人五十萬元的約滿薪金;辭職的五個月期間,亦會失去每人每月七萬元酬金,以及十三萬元議員津貼。另外,如社民連三個議席全失,亦會失去本身任期餘下的兩年半共約一千八百萬元議員津貼。社民連的營運經費,只能由籌款維持,而在元旦大遊行中,社民連共籌得十五萬元。

元旦大遊行發生衝突事件,黃毓民重申,社民連不鼓吹暴力。他認為相對六七十年代的社會運動,今次行動只是「小兒科」,並不暴力或激進。黃指,社民連估計到部分年輕遊行人士到達中聯辦後會不願散去,社民連黨員特意走在最後,希望能協助控制場面,以免「出事」。他笑說:「我都想年輕人長命啲。」但他承認,有時不能成功控制場面,更有年輕人表示不滿社民連的行動不夠激烈。

蘋論:承認失敗,才能從中吸取教訓

五區補選公投落幕,不同政治取向的人對結果有不同解讀。但從「公投」的意義來說,應該說這次變相公投運動是失敗了。失敗並不可怕,正如筆者在投票前一天的文章所說,「忠於自己,就算選舉輸了,也是贏了」。忠於自己,包括忠於自己所面對的事實。因此,發起補選公投的公社兩黨,首先要承認失敗這事實,才能從失敗中吸取教訓,最終讓「失敗」成為「成功」之母。承認失敗對發起公投者不好過,對支持者也不好過,包括自始至終支持的筆者在內。但我們不能因為難過而否定事實: 17.1%投票率,是無論如何不算成功的。

失敗的原因,當然首先因為這不是真正公投,而是藉辭職補選製造出來、無法理依據也不會強制執行其結果的變相公投。實際上只是一次數量化的民意表達。多數市民未能認識變相公投的意義,生活繁忙也無暇去了解。對許多市民來說,五議員辭職再參選,感覺上無意義和浪費公帑。因不了解而不投票是很自然的事。曾特首和林局長騎劫未投票選民的意向,暗示不投票就意味他們反對公投,若他們真相信如此,那麼不妨由政府正式舉辦一次有效公投,看看投票率會有多少。相信他們吃了豹子膽都不敢。

變相公投失敗的另一原因,是泛民陣營的組織鬆散和意見分歧。多元化和意見紛紜本是民主團體的普遍狀態,它們不可能像專制政黨那樣一個聲音貫徹始終,一支竹竿插到底。但泛民面對的,是比他們強大百倍的政黨,其組織力及各級服從性均無與倫比。因此,在發起變相公投之前,泛民之間必須作周詳的溝通,在取得共識之後才能向外宣佈及採取行動。很明顯,這次變相公投只是由社民連在媒體提出,事前沒有與泛民各政黨協調。公民黨加入也沒有與其他泛民政黨包括社民連商議。於是出現最大泛民政黨民主黨的不參與,更有不從大局出發而斤斤計較爭佔泛民道德高地之議論。在投票日儘管仍有民主黨議員喊咪助選,但這種個人行為與整個黨的投入,根本是兩回事。從種種迹象來看,不參與辭職補選的泛民政團,很難說他們希望看到公投成功。

變相公投失敗還有一原因,是補選工程太粗疏。公社兩黨基本上各自為政,沒有統一部署。對政府和建制派的打壓,並沒有在每一步都予以研究,作出反制。比如,對發起變相公投的原因與意義,就未能提出一個簡單明確讓人一看就明白的解釋,對浪費公帑的說法和特首高官杯葛投票,也沒有即時提出有力反駁。在外國、在台灣,選舉工程都是有嚴密組織、不斷進行細密研究並由候選人作出及時反應的工程。公社兩黨這次聯合搞變相公投的鬆散無序,不僅不會在專制政黨中出現,即西方民主政團也極為少見。

以上幾點,都是筆者想到的這次公投失敗的致命原因。必須面對這些原因,由泛民各政團坐下來認真檢討,才有可能吸取教訓,由失敗而走向成功。許多人把這次失敗歸咎於特府、建制派各政黨以及眾媒體,在中央吹雞之下一致杯葛冷待。這是人所共見的原因。對這種打壓,大聲抗議是沒有用的。最重要是正視對手的強勢及其嚴密的組織紀律性,從而有更好的心理準備。


變相公投運動有沒有成績?當然有。藉公投而讓市民增加了對真普選和廢功組的認識,是其一;大量年輕人的崛起與投入運動,更為香港的民主運動開啟了未來。
毛澤東曾對年輕人說:世界是你們的,也是我們的,但歸根結柢是你們的,你們年輕人朝氣蓬勃,像早晨八九點鐘的太陽,希望寄託在你們身上。
毛最終是自毀了「希望」。而我們則從這次變相公投,看到香港未來民主的希望。

另外,黃毓民當選後被網民質疑,一月初曾公開表示「如果得票率低到百分之二十至三十,這個位(立法會議席)還要來幹甚麼?做人要有廉恥才行嘛」,應為今次補選總得票率不足兩成,辭職謝罪。黃毓民昨強調,有關立場是預設會跟親建制派對決而提出,當時親建制派並未披露會杯葛補選。
現在誰最無恥了?

Universal suffrage in HK in 2017

HONG KONG (AFP) - China's reported choice for Hong Kong's next leader promised Monday to "set the stage" for universal suffrage, as he held a rally ahead of March polls expected to be heavily influenced by Beijing.
The wealthy businessman and former Number Two in the southern financial centre unveiled the campaign slogan "We Are Tomorrow" at a tightly scripted rally before around 2,000 supporters in the harbour side convention centre.
He made vague promises to tackle inequality and social tensions in a city that boasts Asia's widest wealth gap, including more public housing and higher education spending "as a prerequisite for mitigating poverty".
"I will do my best to raise the quality of life for the middle class and enhance their potential for social mobility," he said, promising to "enable every citizen to live in dignity".
The 59-year-old former chief secretary has the backing of business and finance leaders in the city of seven million people, a former British colony that has boomed as a gateway to China since its 1997 handover to Beijing.
The March 25 election will be in the form of a vote by a 1,200-member electoral committee packed with Beijing-backed appointments and members of the business elite.
Current Chief Executive Donald Tsang's term ends in June and he is unable to run again.
Tang is believed to have the support of most committee members and the quiet backing of the central government in China.
His main rival, former cabinet member Lung Chun-hing, 57, is well ahead in public opinion polls but is seen as an outside chance of winning the votes he needs in the electoral committee.
The next chief executive will serve a five-year term until 2017 when full suffrage is expected to be introduced, as long as Beijing approves.
Tang pledged to "make history" in 2017 with a chief executive election on a one-man-one-vote basis.
"We will set the stage for delivering universal suffrage and ensure the process will be fair, just and open," he said.
"At the same time we will groom democratically elected political talent for the future."
Tang's campaign got off to a shaky start after he publicly admitted cheating on his wife, but analysts say his infidelities are unlikely to hurt his election chances.
