The city is gradually being expanded as North Guwahati to the northern bank of the Brahmaputra. The Guwahati Municipal Corporation, the city's local government, administers an area of 216 km², while the Guwahati Metropolitan Development Authority, the planning and development administers an area of 340 km².

Guwahati is a major commercial and educational center of North-East India and is home to world class institutions such as the Indian Institute of Technology Guwahati and other premier institutions like Gauhati University and Cotton College. The city is also a major center for cultural activities and sports in the North Eastern region and for the administrative and political activities of Assam. The city is also an important hub for transportation in the North East Region.

Guwahati and its environs are also rich in wildlife with several rare mammals such as Asian elephants, Gaur, Tiger and primates. The birdlife in and around the city is also rich and diverse.

Will solve waterlogging problem soon: new GMDA chairman

As MLA of the Guwahati East Legislative Assembly Constituency (LAC), in the past five years Robin Bordoloi failed to solve the waterlogging problem in his own constituency. Every monsoon, areas like Tarun Nagar, Bhaskar Nagar, Nabin Nagar and Lacit Nagar in his constituency remain submerged in water. Normal life literally comes to a standstill even after a small shower in these areas. But for five years Bordoloi gave only false assurances to the people of his constituency.

In such a situation it remains to be seen whether Bordoloi will live up to his assurance of solving the waterlogging problem in the entire city or whether he will pass off his term as GMDA chairman simply by giving false assurances year after year.

City to host regional final of Debating Matters India

Unlike conventional debates which often emphasize word play, Debating Matters seeks to encourage students to engage with the specifics and complexities of issues that arise in the real world today. Among other eight cities, Guwahati will host the North East Regional Finals of the Fourth Debating Matters India organized by the British Council at Sarla Birla Gyan Jyoti School on September 30.

Out of more than 450 schools from various parts of India who took part in an online elimination test, 96 schools have qualified for the live debate at the Regional Finals. Talking to the media, Samarjit Guha, British Council of India, Programme Head said: “Debating Matters gives students a chance to debate on real world issues. The insight that students provide and the chance they get to interact and engage with peers and opinion makers is an invaluable experience.” He also said that the winner of the National Finals to be held in New Delhi from November 19 to November 20 will travel to London in an all-expenses paid trip to participate in a showcase debate with the UK champions.

Debating Matters aims to be less formal than the traditional debating competitions whilst being highly rigorous, with a strong emphasis on logic over diction and substance over style as the pattern. Between September 27 and September 30, the Regional Finals will be held in the other cities like Chennai, Kolkata, Mumbai and New Delhi.

“Debating Matters India has been proving that India’s young people have a burning appetite for intelligent and responsible discussion of the contentious issues that affect their lives,” said Hellen Birtwistle, British Council, UK.

The topics of the debate include the debate topics include, ‘There should be no curbs on artistic freedom’, ‘Minority groups in India need special legal protection from communal violence’, ‘The Indian Government is too narrowly focused on GDP growth’, ‘Fertility tourism in India is exploitative’, ‘India should not expand its nuclear power programme’ and ‘India should legalize voluntary active euthanasia’.

Move to help accident victims during Puja

Considering the increase in road accidents during the Durga Puja days, the Guwahati Traffic Police and GVK EMRI, managing Mrityunjoy 108 services, would take joint measures minimize the loss and help the people in need.

In 2010, average 60 accidents took place in State everyday on pre Puja days, whereas the number increased to 85 accidents per day during the Puja days and came down to 58 per day post Puja.

GVKMRI has also decided to place all the Mrityunjoy 108 ambulances at the strategic locations to reach people in fastest possible time.

“Information sharing between traffic police and Mrityunjoy is vital, specially during the Puja days. It helps the police to provide the first medical treatment to the road accident victims within a short time,” Vivekananda Das, Traffic SP, Guwahati said addressing the media today.

“We have asked for additional manpower of 200 police personnel from October 2 to October 7 to manage the Puja rush. An elaborate traffic plan has also been chalked out for the Puja days,” he added.

“Durga Puja is celebrated each year with pomp and gaiety. But preventive measures are required for any kind of accidents that can happen at any moment,” said Chandan Dutta, Chief Operating Officers of the GVK EMRI.

“As a result of the joint efforts of traffic police and GVK EMRI 108 Mrityunjoy services, there had been a significant decrease in the number of vehicular accidents during Puja days of 2010 (340) as compared to the same period of 2009 (834) in the State,” he claimed.

Based on the analysis of emergency calls received during the Puja days by the Emergency Response Center of 108 in the year 2010, peak hours for vehicular accidents are 3pm to 6pm and 9pm to 10pm.

Other than placing the Mrityunjoy vehicles at important locations, provisions have been made to call the next nearest ambulance if the ambulance nearest to the accident site is busy in attending another case. Due to the expected spurt in emergency calls during this period the Emergency Response Center would also deploy optimal manpower.

The major accident prone areas of in and around Guwahati are Godhuli Bazar in Azara, Baihata Chariali Turning point, Bashista Chariali Police Point, Opp. To Bharalumukh PS, Near Chandmari Traffic Point, Christian Basti Bus Stop, Garchuk, Rajiv Chowk Jalukbari, Near Khetri PS, Near Guwahati Refinery, Mirza Chowk, Sukleshwar Mandir, Rangiya Daily Bazar, opposite to Big Bazar on GS Road respectively.

The Mrityunjoy team also appealed the common people to give way to 108 ambulances on the roads, and be patient and understanding if the speed of the ambulances is affected due to heavy vehicular traffic during the festive season.

Top of the line Consultants have been retained to work on Civil, Structure, Soil Investigation, Fire & Plumbing Suppression, HVAC, landscape, Light design, etc. According to him DSL has made a total investment of Rs.170 crores in this five star hotel.

2013 date for thermal power plant

The Chandrapur Thermal Power Station, which is now being revived in collaboration with a private firm, will not be able to start generation before 2013.

A senior Assam Power Generation Corporation Limited official today said, “It is expected that generation from the Chandrapur Thermal Power Station will start from January 2013.”

The revival of the 60MW power plant assumes significance in light of the fact that the city needs additional power to solve the power crisis that often forces it to resort to loadshedding.

The plant was set up in the early seventies to primarily supply power to Guwahati. The first unit was commissioned in March 1973 while the second unit started functioning in January 1989. But operation of both units was suspended in 1999, following a steep increase in fuel prices.

The official said the tariff would be Rs 3.25 per unit in the first year. Subsequently, it will be re-calculated in accordance with norms and regulations of the Assam Electricity Regulatory Commission.

The ministry of environment and forests has still not given environmental clearance for the project, as a number of issues, like getting secure coal linkage, are yet to be resolved.

Coal for the project would be sourced from two locations — Margherita in Assam and Rajmahal in Jharkhand. The official said the coal ministry had been requested for required coal linkage and the requisite fees had been deposited.

Imperial APGCL Power Limited — a joint venture company, comprising Imperial Energy and Construction Private Limited, Imperial Fasteners Private Limited, Intelli Mine Incorporated and the Assam Power Generation Corporation Limited — will be executing the project.

The Imperial Group of Companies has 74 per cent equity stake in the project, while the Assam Power Generation Company Limited’s stake is 26 per cent.

The city has experienced an exponential rise in demand for power during the past few years, primarily owing to largescale development of infrastructure and abrupt growth in commercial as well as industrial activities in and around it. The peak demand of about 90MW during 2006 has shot up to around 200MW.

“Though some small initiatives are being taken up like constructing new substations, but everybody is looking up to Chandrapur project,” the official said.

The public hearing of the project has been scheduled on October 21 at the project site, where people can express their reservations regarding the project.

The environment impact assessment report of the project stated that as the site was already in an industrial area, the construction project would have no major impact on land-use pattern. There would also be no impact on traffic, as coal required for the power plant would be transported using the rail system, the report added.

The report said as construction activities attract a sizeable population, the influx of workers is likely to lead to construction of temporary hutments, which would have an effect on land-use pattern of the areas surrounding the project site. However, it said this impact is envisaged to be insignificant, as the temporary colonies would be situated in the areas already acquired for the project and would be restricted to construction period only.
